4 typical bright spots in implementing 16 Resolutions of the National Assembly on thematic supervision and questioning

On December 3, at the 10th Session of the 15th National Assembly, Permanent Deputy Prime Minister Nguyen Hoa Binh, on behalf of the Government, presented a Report on the implementation results of 16 Resolutions of the 14th and 15th National Assembly on thematic supervision and questioning.

Reporting on the implementation results of 16 Resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning, Permanent Deputy Prime Minister Nguyen Hoa Binh stated: Some main and outstanding contents related to 14 fields: Finance; Banking; Industry and Trade; Agriculture and Environment; Construction and Transport; Science, Technology, Innovation and Digital Transformation; Education and Training; Health; Culture, Sports and Tourism; Home Affairs; Justice; Ensuring Security, Order and Social Safety; Inspection; Ethnic Affairs and National Target Programs.

Among the outstanding results in implementing 16 Resolutions of the 14th and 15th National Assembly on thematic supervision and questioning by the Government, there are 4 typical bright spots:

Promoting socio-economic development based on science, technology, innovation and digital transformation

Regarding science, technology, innovation and digital transformation (STEM), the Government and the Prime Minister have directed to focus on developing and submitting to the Central Committee and the Politburo for promulgation 3 Resolutions and Conclusions on breakthroughs in science, technology, innovation and national digital transformation development, development and application of biotechnology to serve national development in the new situation; promoting national standards, measurement and quality work until 2030 and the following years; urgently promulgating and drastically implementing the Implementation Plan. Submitting to the National Assembly for approval 14 draft laws and 1 Resolution.

Issued policies on finance and investment, accordingly shifting to a management mechanism based on output results. Promoted enterprises to invest in science and technology (S&T), expanded the activities of the Enterprise S&T Development Fund, and created a legal corridor for enterprises to promote cooperation and association with domestic and foreign S&T organizations.

Directing the implementation of the assessment of local innovation indexes to promote socio-economic development based on science, technology and innovation. Submitting to the National Assembly for approval the Law on Science, Technology and Innovation and submitting to the National Assembly the draft Law amending and supplementing a number of articles of the Law on Intellectual Property...

The Government has also directed the development and promulgation of a Resolution and a National Digital Transformation Program to make Vietnam a country with digital transformation awareness in line with many countries in the world; develop a digital infrastructure strategy, national information and communication infrastructure planning; develop the Telecommunications Law 2023 and a detailed Decree to promote the development of a new, competitive telecommunications market and the development of new telecommunications services.

Vietnam is among the 21 countries that will soon achieve the United Nations' sustainable development goals.

In the field of education and training, the Government and the Prime Minister have focused on directing the development and submission to the Politburo for promulgation of Resolution No. 71-NQ/TW on breakthroughs in education and training development (GDĐT) to create a breakthrough in development and improve the quality of GDĐT. Submit to the National Assembly for promulgation of the Law on Teachers and 2 resolutions on: exemption and support of tuition fees for preschool children and general education students; universalization of preschool education for preschool children from 3 to 5 years old; submit to the National Assembly at the 10th Session for 3 Law projects (Law amending a number of articles of the Law on Education, Law on Higher Education, Law on Vocational Education); 2 resolutions on a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development and the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035.

Issue strategies and plans for education and training development; regulations on decentralization, delegation of authority, and division of authority associated with the two-level local government organization model in the education sector; start construction of 100 inter-level boarding schools for land border communes, ensuring completion before August 30, 2026 and continue to invest in the construction of 148 remaining schools in the next 2-3 years according to the direction of the Politburo.

Complete and promulgate documents guiding the Law on Teachers and 3 laws (Amended Law on Education; Amended Law on Higher Education; Amended Law on Vocational Education). Review and arrange public service units.

Urgently develop a plan to implement the policy of "ensuring the provision of a unified set of textbooks for common use nationwide, starting from the 2026-2027 school year".

Promote AI training programs and build talent training centers. Vietnam is among the 21 countries that will soon achieve the United Nations' sustainable development goals by 2030 on quality education.

Strengthening the protection, care and improvement of people's health

In the health sector, the Government has submitted to the National Assembly Resolution No. 30/2021/QH15 with strong decisions and many unique and unprecedented mechanisms and policies, creating an important legal basis to mobilize resources and implement Covid-19 prevention and control, contributing significantly to preventing, repelling and effectively controlling the epidemic and creating conditions for socio-economic recovery and development.

Develop and submit for promulgation 3 Conclusions of the Politburo and the Secretariat on population work, development of traditional medicine, prevention and control of Covid-19 pandemic and 3 Directives of the Secretariat on ensuring food security and safety; consolidate, improve and enhance the quality of grassroots healthcare in the new situation and universal health insurance in the new period, especially submit to the Politburo for promulgation Resolution 72 on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health.

Submit to the National Assembly for promulgation 3 Laws, 3 Resolutions of the National Assembly; 1 Resolution of the National Assembly Standing Committee and promulgation of 26 Resolutions, 14 Decrees of the Government, 29 Decisions of the Prime Minister on contents in the health sector including organization, decentralization, delegation of authority, grassroots health care, preventive medicine, health insurance, medical human resources, disease prevention, medical examination and treatment, supply of drugs, equipment, medical supplies, food safety, digital transformation, child care and protection...

The tasks assigned by the National Assembly have been seriously implemented by the Government, achieving many positive results, contributing to stabilizing the situation, ensuring the care, protection and improvement of people's health.

Issue many policies to support ethnic minority areas

Regarding ethnic affairs and national target programs, the Government and the Prime Minister have directed ministries, branches and localities to focus on implementing 12 groups of tasks and specific solutions, including amending and promulgating many policies to support ethnic minority areas in terms of residential land, production land, social security and adjusting the demarcation of particularly difficult areas and communes and villages in accordance with reality.

Amend, supplement or issue new regulations, mechanisms and policies on missing or inappropriate content, especially regulations on decentralization, delegation, authorization, simplification of administrative procedures, investment and use of capital sources with focus, key points, not spread out or prolonged, to promptly remove difficulties and obstacles, and effectively implement national target programs.

To concentrate resources with focus and key points, avoiding duplication, dispersion, and inefficiency, the Government has directed to focus on reviewing and submitting to the National Assembly for approval the investment policy of the National Target Program for the period 2026-2035 on the basis of integrating 3 National Target Programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas.
