The Ministry of Industry and Trade issued urgent dispatch No. 9616/CD-BCT on December 3 on proactively responding to floods in the Central region.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the evening of December 3 to the end of the night of December 4, the area from South Quang Tri to Da Nang City and the East of Quang Ngai province will have moderate rain, heavy rain with common rainfall from 70-150mm, locally very heavy rain over 250mm. From the evening of December 3 to the end of December 4, the East of the provinces from Gia Lai to Dak Lak and Khanh Hoa will have moderate rain, heavy rain with common rainfall from 40-90mm, locally very heavy rain over 150mm. From the night of December 4, heavy rain will gradually decrease. Warning of the risk of heavy rain (>100mm/3 hours).

Pursuant to Official Dispatch No. 37/CD-BCĐ-BNNMT dated December 3 of the National Civil Defense Steering Committee, to proactively respond to the complicated developments of the flood situation in the Central region, the Minister of Industry and Trade requested units in the Industry and Trade sector to focus on performing the following tasks:

Directing hydropower dam owners in the area to strictly implement the reservoir operation procedures approved by competent authorities, closely monitoring the hydrometeorological situation, developments of rain, floods, natural disasters and the actual situation to promptly develop a reasonable reservoir water regulation plan to ensure safety for works and residents in downstream areas; strengthening inspection of the operation to ensure safety of dams and hydropower reservoirs, promptly detecting points at risk of landslides to put up warning signs, closely coordinating with local authorities to promptly inform, ensuring safety for people, especially in emergency flood discharge situations.

Urgently review deeply flooded areas along rivers and streams, areas at risk of flash floods, landslides, and isolated areas to promptly have specific plans for stockpiling and supplying goods, ensuring the availability of essential goods, especially food, drinking water, and necessities to serve people in disaster-stricken areas, especially households in isolated areas. Do not let shortages of essential goods to serve the people occur.

Organize review and develop plans to reserve and supply essential goods; be ready to regulate goods sources (food, drinking water, fuel, medicine) to isolated areas, to prevent shortages of essential goods to serve the people.

Direct market management forces to strengthen market inspection and control; promptly handle violations related to speculation, hoarding, and sudden price increases.

Direct the Central Power Corporation and provincial power companies to concentrate all necessary forces, means and materials to overcome the damage caused by the recent floods; ensure safe power supply for production and daily life of people in affected areas.

Direct hydropower dam owners under their management to strictly implement the inter-reservoir operation process and the reservoir operation process approved by competent authorities; closely monitor the hydrological situation, promptly report to competent authorities to flexibly adjust the reservoir operation mode to cut and reduce floods for the downstream area of ​​the dam; be prepared and concentrate all resources to promptly overcome any incidents that occur.

For owners, managers and operators of hydroelectric projects

Organize 24/7 command and disaster prevention on-duty, regularly update and promptly report to competent authorities on the operation status of the project, especially in unusual and emergency situations according to regulations.

Closely monitor the developments of rain and floods, inflow to the lake, water levels upstream and downstream of the reservoir to promptly report to the National Civil Defense Steering Committee, the Ministry of Industry and Trade's Civil Defense Command and relevant agencies as prescribed.

Review the information system to warn people in the downstream area when releasing floodwaters, ensuring stable operations in all natural disaster situations. Closely coordinate with the Civil Defense Command and local authorities at all levels in the area affected by the project, including information work on flood regulation and warning of flood discharges, to avoid unfortunate damage.

Strictly comply with the single reservoir operation process and the inter-reservoir operation process approved by the competent authority and directed by the Chairman of the Provincial People's Committee and Head of the Provincial Civil Defense Command in flood cutting, flood reduction and flood delay for downstream areas.

Prepare response plans for unusual and emergency situations according to the "4 on-the-spot" principle to promptly deploy in any natural disaster situation.

The telegram also requires units of the Industry and Trade sector to seriously implement this telegram, prepare forces, equipment, means and materials to promptly respond to natural disaster situations; closely coordinate with authorities at all levels in disaster response work and participate in rescue when requested.
