From December 1, 2025 to December 3, 2025, Deputy Minister Phan Thi Thang joined the working delegation led by Deputy Prime Minister Ho Quoc Dung to visit and work in Cuba on the occasion of the two countries celebrating the 65th anniversary of the establishment of diplomatic relations.

During the working trip, Deputy Minister Phan Thi Thang accompanied Deputy Prime Minister Ho Quoc Dung in activities such as the 65th anniversary of the establishment of Vietnam - Cuba diplomatic relations (December 2, 1960 - December 2, 2025) organized by the Central Committee of the Communist Party of Cuba with the participation of senior Cuban leaders including First Secretary, President of Cuba Miguel Diaz Canel Bermudez, President of the National Assembly Esteban Lazo Hernandez; held talks with First Secretary, President of Cuba Miguel Diaz Canel; held talks with Deputy Prime Minister, Minister of Foreign Trade and Foreign Investment of Cuba Oscar Perez Oliva Fraga; laid flowers at the Monument of President Ho Chi Minh; laid flowers at the Monument of National Hero Jose Marti; visited the Mariel Economic Development Zone; visited and worked with Vietnamese enterprises investing in Mariel; witness the second handover ceremony of the "65 years of Vietnam - Cuba friendship" donation program to support the Cuban people; participate in the groundbreaking ceremony of the non-refundable aid project for the solar power plant to support the Cuban people.

Notably, within the framework of the visit, the Ministry of Industry and Trade delegation led by Deputy Minister Phan Thi Thang successfully organized the 1st Meeting of the Joint Committee for the Implementation of the Vietnam - Cuba Trade Agreement. The Minutes of the Meeting were presented by Deputy Minister Phan Thi Thang and Deputy Minister of Foreign Trade and Foreign Investment of Cuba Deborah Rivas Saavedra under the witness of Deputy Prime Minister of the Government of Vietnam Ho Quoc Dung and Deputy Prime Minister of the Government of Cuba Óscar Pérez-Oliva Fraga, marking an important step forward in the effective implementation of the Vietnam - Cuba Trade Agreement.

The working trip took place in the context that Cuba is currently facing many difficulties and challenges; affirming the special good traditional friendship between the two peoples, and at the same time affirming the determination to implement the agreement reached between the two sides during General Secretary To Lam's visit to Cuba in September 2024, in order to actively contribute and bring the economic, trade and investment cooperation between the two countries to a level commensurate with the good political and diplomatic relations.
