Officially launching the 2025 National Concentrated Promotion Program - Vietnam Grand Sale 2025

Implementing Directive No. 18/CT-TTg dated June 18, 2025 of the Prime Minister on promoting trade promotion and developing the domestic market in 2025, on the morning of December 1, in Hanoi, the Ministry of Industry and Trade officially launched the National Concentrated Promotion Program 2025 - Vietnam Grand Sale 2025.

Kick off the biggest shopping month of the year

The National Concentrated Promotion Program - Vietnam Grand Sale 2025 opens the "golden season" to stimulate consumption, affirming the role of a pillar of the domestic market. The program takes place from December 1, 2025 to January 18, 2026, covering the peak shopping period before New Year's Day and Lunar New Year, with a nationwide scope.

The most outstanding feature of the program is that all traders and businesses of all economic sectors are eligible for a maximum discount of up to 100% of the value of goods and services, instead of the usual limit of 50%. Businesses can participate freely, without going through the selection or approval process of state agencies, a strong step forward in reforming procedures, encouraging creativity and flexibility of the private sector.

Speaking at the opening ceremony, Mr. Vu Ba Phu - Director of the Trade Promotion Agency ( Ministry of Industry and Trade ) emphasized that the program not only stimulates consumption but is also a strategic solution contributing to the completion of the economic growth target by 2025.

We are entering the final months of 2025 – a period of special importance for achieving socio-economic development goals. In the context of the global economy still facing many risks, domestic purchasing power is an important pillar, a driving force for growth, along with exports and investment, ” said the Director of the Trade Promotion Agency.

According to the General Statistics Office - Ministry of Finance , in the first 10 months of 2025, the total retail sales of goods and consumer service revenue is estimated at VND 5,772.9 trillion, up 9.3% over the same period. Excluding the price factor, the real increase reached 7%, showing that consumer confidence is being firmly consolidated. The export turnover of goods reached 391 billion USD, up 16.2%, the trade balance continued to have a surplus of 19.56 billion USD.

These are positive numbers, but to achieve the GDP growth target of over 8% as directed by the Prime Minister, we need to further promote the domestic consumption pillar. Vietnam Grand Sale 2025 will be an important boost, contributing to supporting businesses to accelerate production, consumption of goods and stimulating purchasing power in society, " Mr. Phu emphasized.

Mr. Le Hoang Tai - Deputy Director of the Trade Promotion Agency (Ministry of Industry and Trade) said that 2025 is of special importance when Vietnam is in the stage of completing the 5-year socio-economic development goals 2021-2025. In the context of many fluctuations in the world, increasing inflation and trade competition, the Government issued Directive No. 18/CT-TTg, assigning the Ministry of Industry and Trade to preside over the implementation of trade promotion programs, concentrated promotions, connecting supply and demand and stimulating domestic consumption.

Implementing the Prime Minister's direction, the Minister of Industry and Trade issued Decision No. 2469/QD-BCT on organizing the National Concentrated Promotion Program in 2025. This is not only an annual trade promotion event but also a key solution of the Industry and Trade sector to stimulate consumption, promote production, support businesses to expand output, and at the same time promote quality Vietnamese goods to domestic and foreign consumers ,” said Mr. Le Hoang Tai.

This year's program is expected to create the most vibrant shopping season of the year, with the synchronous participation of retail corporations, supermarkets, chain stores, e-commerce businesses, and millions of business households across the country.

All merchants can run promotions with discounts of up to 100%. This demonstrates the spirit of openness, transparency, and encourages healthy competition and creativity in commercial activities. Vietnam Grand Sale 2025 not only promotes domestic consumption but also contributes to spreading the image of Vietnam as an attractive destination for international tourism and shopping.

The program aims to connect traditional commerce with e-commerce, expanding the multi-channel shopping ecosystem, from supermarkets, markets, shopping malls to e-commerce platforms, helping consumers access quality goods at good prices, while promoting Vietnamese brands in the digital age.

Spreading promotional effects nationwide

Mr. Vo Nguyen Phong - Director of Hanoi Department of Industry and Trade affirmed that the capital always determines that developing the domestic market is a solid foundation to ensure sustainable growth.

Hanoi is honored to be selected as one of the first localities to respond to the program. The National Concentrated Promotion Month 2025 - Vietnam Grand Sale 2025 is a very practical activity, helping to boost consumption of Vietnamese goods, supporting businesses to recover and expand production, while contributing to achieving the GDP growth target of over 8% this year, ” Mr. Vo Nguyen Phong shared.

According to him, in the first 10 months of 2025, Hanoi's industrial production index increased by 6.9%; total retail sales of goods and consumer service revenue reached 789.1 trillion VND, up 12.7%; export turnover reached 17.1 billion USD, up 8.3% over the same period. In particular, Hanoi Concentrated Promotion Month 2025 mobilized more than 1,500 businesses, 1,000 points of sale, with the number of direct shoppers exceeding 50,000, millions of online transactions were recorded. Retail system revenue increased by 150-200%, many product lines such as electronics, fashion, and household appliances increased by up to 300% during promotional hours.

Models like 'Hanoi Midnight Sale' with discounts up to 100% have become the city's signature brand, attracting a large number of residents and tourists. At the same time, e-commerce in Hanoi has grown impressively, with orders increasing by 25-40%, ” said the Director of the Hanoi Department of Industry and Trade.

Hanoi is also implementing the "45 days and nights" campaign to achieve the target of GRDP growth of over 8% in 2025, aiming for double-digit growth in 2026. The Department of Industry and Trade continues to promote digital transformation in trade, promote supply-demand connection, and protect consumer rights in both real and digital spaces. At the same time, it is recommended that the Ministry of Industry and Trade direct market management forces nationwide to strengthen inspection and control of promotional goods, ensuring compliance with regulations, quality and prices. Hanoi commits to closely coordinate with the Department of Trade Promotion to spread the spirit of Vietnam Grand Sale 2025 to the entire distribution system and businesses in the area.

For the Program to be most effective, Mr. Vu Ba Phu also requested local Departments of Industry and Trade to proactively coordinate and create favorable conditions for businesses to participate; at the same time, strengthen market management, control product quality, prevent trade fraud, and protect the legitimate rights of consumers. In addition, he called on industry associations and the business community to actively respond and implement practical, transparent and creative promotional programs, contributing to building a healthy and sustainable consumer environment.

Vietnam Grand Sale 2025 is not simply a promotional program, but also a message affirming the belief in the strength of the domestic market, a concrete step to realize the policy of "Vietnamese people prioritize using Vietnamese goods" in the new period. The program contributes to forming a new, smart, economical consumer culture, supporting high-quality Vietnamese goods, while creating a healthy competitive environment, promoting businesses to constantly innovate and create in production and business. With a nationwide scale, strong response from localities, industry associations and the business community, Vietnam Grand Sale 2025 is expected to create a "golden season of Vietnamese shopping", where domestic consumer confidence is aroused, Vietnamese goods affirm their position, and domestic trade becomes a sustainable pillar of the economy.

The "National Concentrated Promotion 2025" program is organized simultaneously nationwide by the Trade Promotion Agency as the focal point, in coordination with relevant units of the Ministry of Industry and Trade; Departments of Industry and Trade of provinces and centrally run cities; associations, industries; relevant enterprises and organizations to carry out activities to launch, guide and support enterprises in implementing promotional programs combining traditional trade and e-commerce to help create a spillover effect and attract the participation of production and business enterprises in all fields.

All businesses have the right to respond and participate in the "National Concentrated Promotion 2025" Program by proactively implementing many promotional activities with diverse and attractive content aimed at customers and consumers; proactively deciding to apply the maximum promotional limit (up to 100%). In addition, businesses must also carry out legal, honest, public, transparent promotional activities and ensure the legitimate rights and interests of consumers; ensure the quality of goods and services according to current regulations. This is an opportunity for consumers to find high-quality products at reasonable prices, while helping businesses promote their brands and strengthen connections with customers.

In Clause 4, Article 3 and Clause 2, Article 4 of Circular No. 39/2025/TT-BCT dated June 22, 2025 of the Ministry of Industry and Trade, it is stipulated that in cases of organizing concentrated promotional programs (Lunar New Year period: 30 days before the first day of the Lunar New Year), the maximum limit on the value of goods and services used for promotion is 100%. Accordingly, traders are allowed to conduct promotions up to the limit of 100% from December 1, 2025 to February 15, 2026.

Continuing the results achieved in previous years, along with the promotional activities, trade promotion, demand stimulation, development and strengthening of supply chain links of goods deployed by the Ministry of Industry and Trade in the recent past, along with new legal policies on trade promotion, the Program "National Concentrated Promotion 2025 - Vietnam Grand Sale 2025" is expected to have breakthrough results compared to previous years, helping to increase retail sales of goods and service revenue, contributing to the strong growth of Vietnam's economy in 2025.
