Ministry of Science and Technology completes 5 draft laws, speeds up major tasks by the end of 2025

On December 1, 2025, in Hanoi, the Ministry of Science and Technology (MOST) held a regular press conference for November 2025 to inform about outstanding results in direction and management as well as issues of public concern. Deputy Minister of MOST Bui Hoang Phuong attended and chaired the press conference.

Outstanding results in leadership and management

The content of the Press Conference focuses on major issues such as: Promoting the development of science , technology, innovation and digital transformation; Technology and strategic products; Information security and digital assets; Finance for science, technology and innovation; Telecommunications sector;

Speaking at the press conference, Deputy Minister Bui Hoang Phuong said that last November, the Ministry focused on perfecting the institutional system, including basically completing the dossier to submit to the Government and the National Assembly for consideration and promulgation of 5 important laws related to digital transformation, intellectual property, technology transfer and technical standards and regulations. Along with that, the Ministry advised the Government to issue 2 decrees and issue 12 guiding circulars.

In November 2025, the Ministry of Science and Technology will continue to thoroughly grasp and effectively implement resolutions and conclusions of the Central Committee, the National Assembly, and the Government; and carry out key tasks in the spirit of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation.

The Ministry has focused on completing the system of documents guiding the implementation of 5 new Laws, passed by the National Assembly at the 9th Session of the 15th National Assembly, including: Law on Science, Technology and Innovation (S&I); Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy (amended); Law on Digital Technology Industry.

The Ministry is also urgently developing and completing the dossiers of 5 other draft laws to report to the Government and submit to the National Assembly for consideration and approval at the 10th Session, including: Law on Digital Transformation; Law on amending and supplementing a number of articles of the Law on Intellectual Property; Law on amending the Law on Technology Transfer; Law on amending the Law on High Technology and the Law on Artificial Intelligence.

At the same time, in November 2025, the Ministry advised and submitted to the Government and the Prime Minister to issue: Decree No. 295/2025/ND-CP dated November 15, 2025 detailing the implementation of the Telecommunications Law on public telecommunications activities and financial mechanisms for implementing public telecommunications activities. Decision No. 2429/QD-TTg dated November 3, 2025 supplementing the development investment expenditure estimate and the 2025 State budget public investment plan for 04 localities to implement Resolution No. 57-NQ/TW and Plan No. 02-KH/BCĐTW. Decision No. 2499/QD-TTg dated November 17, 2025 approving the policy of transferring the right to represent the ownership of state capital at the Multimedia Communications Corporation from the Ministry of Science and Technology to the Ministry of Culture, Sports and Tourism. Decision No. 2542/QD-TTg dated November 20, 2025 approving a number of tasks and solutions to enhance international integration in the field of standards, measurement and quality for the period up to 2030.

Along with that, the Ministry of Science and Technology has submitted to the Government and the Prime Minister important projects and documents, such as: Proposal to develop a Government Decree regulating the organization and operation of the National Technology Innovation Fund; Government Decree regulating concentrated digital technology zones; Government Decree regulating the management of investment in information technology applications using state budget capital; National science, technology and innovation program to develop strategic technology products with priority for immediate implementation in 2025; National AI transformation action program; Project to support and develop digital technology enterprises to reach out globally by 2030, with a vision to 2045; Project to invest in capacity for public research and development organizations in the period 2025-2030...

In November 2025, the Ministry of Science and Technology organized many outstanding events. The Ministry has Complete the dossier to add Edge AI processing technology and smart devices to the List of strategic technology products; complete the dossier of the Criteria Set to identify digital technology enterprises at international level and the Project to support digital technology enterprises to reach out globally; promote the digitization of registration data and the issuance of industrial property certificates to the Electronic Registration System to serve local decentralization.

The Ministry of Science and Technology has directed and coordinated the successful organization of: The 22nd Conference of the Vietnam Library Consortium on Science and Technology Information Resources with more than 80 delegates representing information agencies - libraries nationwide; Conference "Introducing Information Resources in the Central Region" with more than 50 experts, managers and scientists in the Central and Southern regions; Workshop "Improving the quality and effectiveness of technical regulations through the application of Good Regulatory Practice (GRP)"; Workshop on implementing decrees guiding the implementation of the Law on Science, Technology and Innovation; Workshop "Standards and Quality - Launching Pad for Highland Products"; Artificial Intelligence Startup Business Forum; 02 Workshops "Enhancing the role and significance of the Ho Chi Minh Prize and the State Prize on Science and Technology" in Hanoi and Ho Chi Minh City.

Promoting strategic tasks by the end of 2025

Sharing about the search for talented and capable general engineers to lead the implementation of mastering strategic technologies, Mr. Hoang Anh Tu, Deputy Director of the Department of Science, Technology and Engineering, said: The recruitment of chief engineers must be based on specific technological products. Currently, the Ministry of Science and Technology is submitting to the Prime Minister a Draft Decision to promulgate the Science, Technology, Innovation and Development Program for Strategic Technology Products. After the Prime Minister promulgates the Program, if necessary, ministries, branches and localities presiding over the programs and tasks will select chief engineers and chief architects for each program and task. The criteria for selecting chief engineers and chief architects are implemented according to Decree No. 231/2025/ND-CP regulating the selection and use of chief engineers and chief architects for science, technology, innovation and national digital transformation.

Sharing about the backup solutions to ensure that communication is maintained smoothly during the recent historic floods, Mr. Nguyen Anh Cuong - Deputy Director of the Department of Telecommunications said: In November 2025, natural disasters were particularly complicated, "storm after storm, flood after flood". Two consecutive storms - storm No. 13 (Kalmaegi) and storm No. 14 (FUNG-WONG) - along with the floods after the storms caused serious damage to infrastructure in the Central region, including the telecommunications system.

Implementing the direction of the Prime Minister and the National Civil Defense Steering Committee, the Ministry of Science and Technology has consecutively issued dispatches No. 25, 26, 27, 28, 29/CD-BKHCN, requesting telecommunications units and enterprises to thoroughly grasp the spirit of proactiveness, immediately deploy response plans, protect infrastructure and maintain communication.

Before the disaster, telecommunications companies activated roaming to ensure information for command and control; coordinated the sending of four warning messages to 48.6 million subscribers as requested by the Ministry of Natural Resources and Environment; and mobilized technical forces, backup equipment, and fuel storage so that generators could operate continuously for 72 hours when the grid lost power.

During natural disasters, prolonged heavy rains, flash floods and landslides severely affected the information system. In Gia Lai and Dak Lak, at the peak of storm No. 13, 906/6,307 BTS stations (14%) lost contact; after storm No. 14, this number was 1,202/8,742 stations (14%) in Gia Lai, Dak Lak and Khanh Hoa. By using professional measures such as adjusting the capacity of neighboring stations and deploying mobile broadcasting vehicles for temporary replacement, the telecommunications industry still ensured 100% communication to village and hamlet leaders, serving the rescue direction work. However, the quality of service for people could not be maintained as normal conditions.

After the disaster, as soon as they reached the scene, businesses mobilized hundreds of technical staff, vehicles and equipment to restore each lost point of communication. In many areas without grid electricity, communication was still maintained thanks to the backup generator system. Thanks to that, most of the telecommunications network in the affected areas was restored in just 1-3 days, without any prolonged interruption affecting operations.

Early warning text messaging continues to be effective, helping people to grasp the developments of floods and proactively respond. Close coordination between telecommunications companies and local authorities also contributes to improving the overall effectiveness of disaster prevention work.

Notably, in areas with power outages, many businesses have opened their headquarters and stations with generators for people to charge their phones and maintain communication connections. Mobile BTS stations, backup charging points, and generators have been deployed to evacuation sites and densely populated areas, ensuring that people can contact their loved ones and receive timely updates.

At the same time, network operators have implemented many policies to maintain and renew packages and telecommunication accounts for subscribers in heavily damaged areas, helping people continue to maintain communication during difficult times.

In December 2025, the Ministry of Science and Technology will focus on completing 5 Law Projects to submit to the National Assembly at the 10th Session. At the same time, submit to the Government important documents, such as: Draft Decree amending and supplementing a number of articles of Decree No. 76/2018/ND-CP dated May 15, 2018 of the Government detailing and guiding the implementation of a number of articles of the Law on Technology Transfer; Draft Decree on quality management of Halal products and services; Draft Decree on regulations on handling administrative violations in the field of atomic energy; Draft National Digital Transformation Program to 2030, with a vision to 2045.

Along with that, the Ministry will organize events: National Innovation Festival - Techfest Vietnam 2025; The 3rd National Forum on Digital Economy and Digital Society; The 7th National Forum on Developing Vietnamese Digital Technology Enterprises in 2025; Make in Vietnam Digital Technology Product Awards in 2025...

At the end of the press conference, Deputy Minister Bui Hoang Phuong emphasized the particularly important role of the press in accompanying the science and technology sector. Deputy Minister Bui Hoang Phuong expressed his hope to continue receiving active cooperation from press agencies in the coming time.

According to the Deputy Minister, the press not only has the task of providing information quickly, accurately and comprehensively, but also plays a role in orienting public opinion, spreading major policies and guidelines of the Party and State on science, technology and innovation. It is the media and press that have helped the industry's policies get closer to the people, research institutes, universities, businesses and scientists, contributing to creating social consensus and promoting widespread innovation.
