"Improving the quality of grassroots cadres means strengthening the entire system"

Therefore, improving the quality of grassroots officials means increasing the strength of the entire system.

On the morning of December 1 in Hanoi, the Ministry of Science and Technology (MOST) officially opened the 2025 professional training course for commune-level officials, civil servants, and public employees, connected online to 34 Departments of Science and Technology nationwide.

The training program is organized on a digital platform, aiming to equip commune-level cadres, civil servants and public employees with essential knowledge and skills in science and technology, innovation and digital transformation; contributing to improving the capacity of the government level closest to the people.

The Opening Ceremony was connected online to 34 Departments of Science and Technology and opened a training system at https://kns.hocso.vn, ready to serve 18,000 students nationwide. Students log in with their personal phone numbers, study anytime, anywhere on their computers or phones; the system is open 24/7 from December 1-15, with a 24/7 support team.

As required, each student must complete at least 10/19 topics, including 5 compulsory topics and 5 optional topics. Upon completion, students will be awarded a Certificate of Completion of the online course.

Innovation from the smallest things

Speaking at the ceremony, Minister of Science and Technology Nguyen Manh Hung affirmed that the commune level is the "cell" of the administrative apparatus. All policies and guidelines that want to be implemented must go through commune-level officials. Therefore, improving the quality of grassroots officials means increasing the strength of the entire system.

The Minister emphasized that innovation at the commune level does not start with big inventions, but from solving specific problems of the people, such as shortening the time to process procedures, reducing the number of trips, and ensuring clear and easy-to-understand information.

According to the Minister, commune-level officials must be proactive and not passively wait for superiors to direct each task. Innovation means handling old tasks in new ways, based on digital technology, digital data and digital platforms.

For students, the Minister requires applying the motto "do to learn, learn by asking". Students must practice on each topic, ask questions when encountering difficulties, and do a lot to understand deeply.

The Minister said that the new training method needs to shift from the "teacher - student" model to the "trainer - practitioner" model, to help students be proactive and progress faster.

For the Academy of Science and Technology Strategy, the course organizer, the Minister requested that digital learning materials be updated, practicality increased, academic theory reduced, and many typical situations added. The online learning system must act as a "digital coach", closely following the learning process of each student.

"If there are 18,000 learners, there must be 18,000 accompanying coaches. The software is those 18,000 coaches," said the Minister.

For local leaders, the Minister suggested creating maximum conditions for officials to participate in training, while linking course results with assessment, planning and appointment of officials. Digital transformation allows for the assessment of officials' capacity through data, making it more transparent and effective.

The Minister affirmed that the mission of the Ministry of Science and Technology is to support technology and digital platforms to reduce the burden on the commune level. Many processes and procedures can be automated, helping grassroots officials have more time to meet with people and resolve tasks directly related to the people.

"The commune will excel when the number of tasks is reduced, not increased. Technology will help eliminate unnecessary tasks and automate appropriate tasks," the Minister emphasized.

The Minister expressed his hope that the program will contribute to innovating training methods for grassroots cadres, helping this team be ready to meet management requirements in the current digital transformation period.

Ms. Tran Thi Hong Chuc, Vice Chairman of Tan Ngai Ward People's Committee, Vinh Long Province spoke at the opening ceremony.

Training courses at the right time and right need

Representing 102 communes and wards of Dak Lak province, Mr. Nguyen Thanh Vu, Deputy Secretary and Chairman of Buon Ma Thuot Ward People's Committee, highly appreciated the timeliness of the training course.

He said that most commune-level officials want to study and update their knowledge to better serve the people, but time, funding and geographical distance are still limited. "Organizing online learning on a digital platform is very suitable. We can take advantage of evenings and weekends to study, without having to travel far, without interrupting our work of serving the people," he shared.

The representative of Dak Lak affirmed that the cadres participating in this course consider this an opportunity to self-study, self-train and innovate themselves. The trainees will seriously participate in all the topics, proactively connecting knowledge with the actual work of the commune and ward to find more creative and effective ways of doing things. He also hopes that the Ministry of Science and Technology will continue to update and expand learning materials and online courses at many levels to meet the continuous learning needs of grassroots cadres.

Representing Vinh Long province, Ms. Tran Thi Hong Chuc, Vice Chairwoman of Tan Ngai Ward People's Committee, emphasized that in the context of implementing the two-level local government model, the commune level plays a key role in directly implementing policies and solving problems at the grassroots level. That requires commune-level officials to continuously improve their professional qualifications and skills, especially in the context of digital transformation.

Ms. Chuc assessed that the training program with 19 topics will provide adequate knowledge of science and technology, innovation and digital skills for commune officials to successfully complete their tasks in the new situation. Tan Ngai Ward People's Committee committed to seriously implementing and sending officials to fully participate in the course.

"We hope that online courses will be maintained for a long time, creating conditions for commune-level officials to study anytime, anywhere, saving costs, opening up lifelong learning opportunities suitable for current requirements," Ms. Chuc emphasized.
