Can Tho University wishes to promote cooperation with Russian institutes and schools on digital transformation

On November 30, during the visit and work of the Federation Council of the Russian Federation Parliament at Can Tho University, Professor, Dr. Nguyen Thanh Phuong, Chairman of the University Council, proposed promoting cooperation with institutes and schools of the Russian Federation on digital transformation, science - technology, innovation and training of high-quality human resources.

The high-ranking delegation of the Federation Council of the Federal Assembly of the Russian Federation, led by First Vice Chairman AV Yatskin, paid an official visit to Vietnam from November 29 to December 5, 2025, at the invitation of Vice Chairman of the National Assembly and Chairman of the Vietnam-Russia Friendship Parliamentarians' Group Nguyen Khac Dinh.

Also attending the meeting were Secretary of the Can Tho City Party Committee Le Quang Tung; Vice Chairman of the National Defense, Security and Foreign Affairs Committee Nguyen Manh Tien; Chairman of the Can Tho City People's Committee Truong Canh Tuyen; and representatives of central and local agencies.

At the meeting, Professor, Dr. Nguyen Thanh Phuong, Chairman of the Council of Can Tho University, emphasized the desire to expand research cooperation and technology transfer in areas where Russia has strengths and Can Tho University is prioritizing investment such as artificial intelligence, cyber security, biotechnology, new materials, high-tech agriculture and aquaculture, renewable energy and carbon emission reduction models. The University proposed to establish joint laboratories, implement joint research projects, promote exchanges of lecturers and students, co-instruct graduate students, organize annual Vietnam-Russia scientific conferences, as well as build a scholarship fund to support students of the two countries.

Can Tho University said that the school has been strongly developing a comprehensive digital transformation strategy in administration, training and scientific research. Therefore, cooperation with experienced Russian educational and research institutions will contribute to accelerating the innovation process, helping the school improve its research capacity, creating technological products applicable to the Mekong Delta region - an area facing many challenges in climate change, food security and sustainable development.

First Vice Chairman of the Federation Council of the Federal Assembly of the Russian Federation AV Yatskin expressed his high consensus and affirmed that he will play a bridging role, introducing institutes and universities with suitable strengths to cooperate with Can Tho University in the coming time. He especially emphasized the fields of artificial intelligence, agriculture and processing technology to create healthy products - the fields that the Russian Government is focusing on developing.

Mr. AV Yatskin highly appreciated the position of Can Tho University – one of the leading universities in Vietnam and among the prestigious universities in Asia. He said that Russia wishes to increase academic exchange programs and proposed that Vietnam consider expanding the teaching of Russian in the general education system to create favorable conditions for young people to access scholarships and study opportunities in Russia.

First Vice President AV Yatskin affirmed that the Federation Council of Russia and the Russian Parliament will support Can Tho University to become a strategic partner of leading institutes and schools of the Russian Federation. At the same time, a selection mechanism will be organized to introduce localities and universities suitable for Can Tho and Can Tho University, based on the spirit of cooperation, understanding and good traditional relations between the two countries.

Can Tho University is currently the largest multidisciplinary higher education institution in the Mekong Delta, with 16 schools, faculties, and specialized institutes; more than 1,900 lecturers and staff; and about 46,000 students and postgraduates. The university trains 121 undergraduate majors, 59 graduate majors, and 24 doctoral majors; and at the same time possesses research strengths in the agriculture, forestry, and fishery sectors, ranked in the 351-400 group in the world.

In the development process, Can Tho University considers international cooperation as an important pillar. The Russian Federation is one of the university's long-standing traditional partners; many generations of lecturers of Can Tho University have been trained at prestigious Russian universities and are playing key roles in the fields of information technology, natural sciences, fisheries, agriculture and engineering. These connections create a favorable foundation for expanding cooperation in the new context.

According to the leaders of Can Tho University, the demand for digital transformation and application of science and technology to serve climate change adaptation in the Mekong Delta is increasing rapidly. This poses an urgent need for developing high-quality human resources, expanding research cooperation, accessing advanced technology and implementing breakthrough projects. Therefore, establishing extensive cooperation with Russian educational and scientific organizations will contribute to improving the university's innovation capacity, creating development models suitable to the region's characteristics.

At the end of the working session, the two sides agreed to continue to discuss and complete specific cooperation contents, moving towards signing general agreements to effectively implement research, training and technology transfer programs in the coming time, aiming to promote innovation, increase scientific and technological capacity and make positive contributions to the socio-economic development of the Mekong Delta in particular and Vietnam in general.
