Lang Son province focuses on implementing poverty reduction policies and ensuring social security.

Lang Son is a mountainous province with a large ethnic minority population, and people's lives still face many difficulties. In recent years, the province has focused on synchronously implementing poverty reduction and social security programs and policies, creating conditions for poor households to improve their lives, access basic social services, and move towards sustainable poverty reduction.

Support healthcare, education and improve human resource quality

Lang Son province pays attention to ensuring social security from health to education. In the health sector, in the period 2021-2024, the province has issued more than 1 million health insurance cards to poor households, near-poor households and ethnic minorities. This helps people reduce medical examination and treatment costs, access public health services conveniently, improve health and contribute to implementing social security policies.

The policy of supporting education for children of poor households is also implemented synchronously. Every year, tens of thousands of students are supported with tuition fees, study costs, rice and other subsidies according to Decree 116/2016/ND-CP, Decree 81/2021/ND-CP, Joint Circular 42/2013/TTLT and Decision 53/2015/QD-TTg. In 2024, the total budget to support poor students will reach more than 33.8 billion VND, ensuring that poor students have full access to education and improve their chances of getting ahead in life.

In particular, the province also pays attention to vocational training and job creation. In the period 2021-2024, more than 74,000 people have received vocational training at all levels, the rate of trained workers increased from 57.2% to 64%. At the same time, the province created new jobs for more than 66,000 workers, of which about 1,200 people went to work abroad. These policies contribute to improving labor capacity, creating sustainable jobs and increasing income for people.

Thanks to the synchronous implementation of policies, it has contributed to improving local socio -economic conditions.

Legal support, electricity bills, famine relief and production development

In addition to policies on health, education and employment, Lang Son province has also effectively implemented policies on legal aid, electricity support, famine relief and preferential credit. Through legal aid, poor people, especially those in remote areas, are guided, advised and have their legal rights protected.

The policy of supporting electricity bills and famine relief during the harvest season has also been implemented promptly. From 2021 to 2024, the province has supported more than 70,000 poor households and policy households, with a total budget of tens of thousands of millions of VND and hundreds of tons of rice, ensuring that no poor household lacks electricity or food in difficult times.

The province's specific policies through the program to mobilize support for poor households based on addresses and preferential credit programs have also achieved positive results. In the period 2021-2024, preferential loan turnover reached more than 4,459 billion VND, with more than 80,600 households receiving loans. These capital sources help the poor invest in production development, livestock and poultry farming, fruit tree cultivation, forest improvement, housing construction and rural clean water projects. Thanks to that, the face of the countryside has improved, people's lives have been significantly improved, many households have escaped poverty and continue to rise.

The synchronous implementation of preferential credit policies, production support and economic development has mobilized the combined strength of the political system and the social community. This is an important basis for the poor to access capital, improve their self-production capacity, protect the environment and improve their quality of life, while contributing to preventing usury and profiteering from the poor.

Thanks to poverty reduction and social security policies, Lang Son has achieved many positive results. The poor have access to health care, education, legal services and employment; basic life is guaranteed; the rate of trained workers has increased; many households have escaped poverty, contributing to improving the local socio-economic conditions.

According to statistics, the poverty rate in the whole province decreased sharply from 12.2% in 2021 to 3.36% by the end of 2024; the near-poor households decreased from 12.06% to 8%. On average, each year in the period of 2021-2024, the province reduced 2.95% of poor households and 4.3% of multidimensional poor households. With that result, in 2025, Lang Son aims to reduce another 2-2.5% of poor households.

According to the leaders of the Department of Agriculture and Environment of Lang Son province, the results were achieved thanks to the province's proactive issuance of mechanisms and policies to support residential land, production land, housing, health care, education, loans and essential infrastructure for the people. At the same time, promoting propaganda to help people, especially the poor and ethnic minorities, change their awareness and strive to escape poverty.

To realize the poverty reduction target by 2025, Lang Son will focus on training and improving the capacity of officials from the province to the grassroots; inspect and supervise the implementation of poverty reduction targets in communes; and strengthen the dissemination of new documents on support policies of the Party and State. Thereby, raising people's awareness in escaping poverty, striving for economic development, and actively contributing to the socio-economic development of the locality./.
