Lang Son makes breakthroughs in multidimensional poverty reduction.

Unified management, continuous implementation

The period 2021-2025 is considered a time when Lang Son province will mobilize all resources for sustainable poverty reduction. When the new multidimensional poverty standard comes into effect, the province will have over 23,510 poor households (12.2%) and nearly 23,250 near-poor households (12.06%). This is a relatively large number, creating considerable pressure on the management and implementation requirements.

From the very first year, the province strengthened the Steering Committee for Poverty Reduction at all levels, clearly assigning tasks and establishing coordination regulations to ensure uniformity from the provincial to the grassroots level. A system of documents was issued promptly, including resolutions on capital allocation, implementation plans, and technical guidelines for each content and target group.

Public awareness campaigns on poverty reduction have been intensified, with nearly 3,500 news articles, reports, and features; over 110,000 leaflets distributed; and nearly 12,120 people participating in training and dialogues. This multi-layered communication structure helps poverty reduction policies penetrate deep into the community, creating high consensus as the poverty line rises sharply.

Furthermore, the program's monitoring and evaluation were carried out rigorously. During the 2021-2024 period, the entire province conducted 430 inspections, promptly identifying obstacles, adjusting content, and supplementing solutions. This meticulous approach ensured that progress remained on schedule and did not deviate from the government 's requirements.

Resources for the program are also secured. The total planned capital for the 2021-2025 period reached over 1,149,180 million VND, of which the central government budget accounted for over 844 billion VND. At the same time, the province mobilized over 2,822 billion VND from social contributions, creating an important "cushion" for many livelihood and essential infrastructure projects to be implemented on schedule.

“Sustainable poverty reduction is a comprehensive task, closely linked to livelihoods, infrastructure, social services, and governance. In the past period, the province has consistently adhered to the principle of doing things genuinely, checking thoroughly, and providing targeted support, which is why the results of poverty reduction have been sustainable,” assessed Nguyen Huu Chien, Director of the Department of Agriculture and Environment of Lang Son province.

Multidimensional poverty reduction with broad impact.

Thanks to unified direction and synchronized implementation, the poverty rate in Lang Son has decreased sharply year by year. In 2022, it decreased by 3.28% to 8.92%, in 2023 it decreased further by 2.9% to 6.02%, and in 2024 it continued to decrease by 2.66% to 3.36%. On average, during the 2021-2024 period, the province reduced the poverty rate by 2.95% per year, achieving 98.33% of the Resolution's target.

Alongside reducing the poverty rate, the province is focusing on addressing the shortcomings of the poverty line. More than 24,180 households lack standard toilets; over 4,570 households lack clean water; nearly 2,640 households lack access to information; and over 7,880 households have no members using the internet.

The health policy has been fully implemented. From 2021-2024, the province issued more than 1 million health insurance cards to the poor, near-poor, and ethnic minorities, helping tens of thousands of people reduce the burden of medical expenses, a common cause of falling back into poverty.

Education is guaranteed through policies on tuition fees, learning expenses, rice subsidies, and other special programs, with annual funding ranging from tens to hundreds of billions of VND. Thanks to this, children from poor households do not experience interruptions in their education, and the quality of human resources is strengthened.

Regarding vocational training and employment, the province enrolls 11,000-20,000 trainees annually; the percentage of trained workers increased from 57.2% in 2021 to 64% in 2024. Every year, 17,000-18,500 workers find new jobs; in 2024 alone, 1,200 workers will go to work abroad. Alongside this, policies on legal aid, electricity support, and famine relief are fully implemented for thousands of households, contributing to ensuring social security and preventing re-poverty.

Many livelihood models help people escape poverty.

One highlight of the program is its strong focus on livelihoods and production support. Between 2022 and 2024, the province implemented nearly 249 livelihood diversification models, including 231 livestock models, 14 crop farming models, and 4 forestry models.

In total, nearly 4,100 households participated, including over 1,310 poor households, more than 1,840 near-poor households, and over 910 newly escaped-from-poverty households. These models created jobs for over 3,500 workers, helping to increase income by at least 30%, with each household earning an average profit of 30-50 million VND per year.

In parallel, Project 3, which supports production development, implemented 164 projects, assisting over 4,340 households and organizing nearly 140 training courses for more than 3,260 participants. These supports helped people improve their techniques, change their practices, and access value chain models.

Housing for the poor is a deeply humane policy. Throughout the province, thousands of houses have been built and renovated for poor and near-poor households, helping people to have stable housing and feel secure in their work and production.

Nutrition improvement activities continue to be maintained for pregnant mothers and children up to 16 years of age. Regular screening and nutritional counseling are implemented, maintaining a weight and height measurement rate of over 99% for children under 5 years old.

According to the Director of the Department of Agriculture and Environment, Nguyen Huu Chien, the most important point is that livelihoods are provided to the right recipients and there is post-support monitoring. Each model not only brings income but also changes production mindsets and enhances resilience to risks. This is what creates sustainable quality in poverty reduction in the province.

Overall, Lang Son's poverty reduction results during the 2021-2025 period were not limited to reducing the poverty rate, but extended to every dimension of deprivation, every vulnerable group, and every disadvantaged region. These changes are an important foundation for the province to enter the 2026-2030 period towards multidimensional, inclusive, and sustainable poverty reduction, placing people at the center of policy.
