Unified management, continuous implementation
The period of 2021-2025 is considered the period when Lang Son mobilizes all its resources for sustainable poverty reduction. When the new multidimensional poverty standard takes effect, the whole province has more than 23,510 poor households (12.2%) and nearly 23,250 near-poor households (12.06%). This is a relatively large number, creating considerable pressure on management and implementation requirements.
Right from the first year, the province has strengthened the Steering Committee for Poverty Reduction at all levels, clearly assigned tasks and built coordination regulations to ensure consistency from the province to the grassroots. Documents were issued promptly, such as capital allocation resolutions, implementation plans, and technical instructions for each content and target group.

Poverty reduction propaganda was promoted, with nearly 3,500 news articles, reports; over 110,000 leaflets distributed; nearly 12,120 people participated in training and dialogue. This multi-layered communication structure helps poverty reduction policies penetrate deeply into the community, creating high consensus when the poverty line increases sharply.
Along with that, the program monitoring and evaluation work is carried out seriously. In the period of 2021-2024, the whole province conducted 430 inspections, thereby promptly detecting problems, adjusting content, and supplementing solutions. This strictness helps the progress not to be slow, not to deviate from the Government 's requirements.
Resources for the program are also guaranteed. The total planned capital for the 2021-2025 period reaches more than VND 1,149,180 million, of which the central budget accounts for more than VND 844 billion. At the same time, the province mobilized over VND 2,822 billion from socialization, creating an important "buffer" for many livelihood and essential infrastructure projects to be implemented on time.
“Sustainable poverty reduction is a comprehensive task, closely related to livelihoods, infrastructure, social services, and governance. In the recent period, the province has persisted in the motto of doing things for real, checking for real, and providing the right and accurate support, thanks to which the poverty reduction results have been sustainable,” said Nguyen Huu Chien, Director of the Department of Agriculture and Environment of Lang Son.
Multidimensional poverty reduction, broad impact
Thanks to unified direction and synchronous implementation, Lang Son's poverty rate has decreased sharply over the years. In 2022, it decreased by 3.28% to 8.92%, in 2023 it decreased by another 2.9% to 6.02%, in 2024 it continued to decrease by 2.66% to 3.36%. On average, in the period of 2021-2024, the province decreased by 2.95%/year, reaching 98.33% of the Resolution's target.
Along with reducing the poverty rate, the province focuses on addressing the shortcomings of the poverty line. The number of households lacking standard toilets is still more than 24,180; households lacking clean water is more than 4,570; households without means of accessing information is nearly 2,640; households without members using the Internet is over 7,880.
The health policy is fully implemented. From 2021 to 2024, the province will issue more than 1 million health insurance cards to the poor, near-poor, and ethnic minorities, helping tens of thousands of people reduce the burden of medical costs, a cause that can easily lead to falling back into poverty.

Education is guaranteed through tuition policies, study costs, rice subsidies and special regimes, with annual funding ranging from tens to hundreds of billions of VND. Thanks to this, children of poor households do not have their education interrupted, and the quality of human resources is strengthened.
Regarding vocational training and employment, the province enrolls 11,000-20,000 students each year; the rate of trained workers increases from 57.2% in 2021 to 64% in 2024. Every year, 17,000-18,500 workers have new jobs; in 2024 alone, 1,200 workers will go to work abroad. Along with that, policies on legal aid, electricity support, and famine relief are fully implemented for thousands of households, contributing to ensuring social security and preventing re-poverty.
Many livelihood models help people escape poverty
A highlight of the program is its strong focus on livelihoods and production support. In the 2022-2024 period, the province will deploy nearly 249 livelihood diversification models, including 231 livestock models, 14 crop models and 4 forestry models.
A total of nearly 4,100 households participated, including over 1,310 poor households, over 1,840 near-poor households and over 910 newly escaped-poverty households. The models created jobs for over 3,500 workers, helping to increase income by at least 30%, each household earning an average profit of 30-50 million VND/year.
In parallel, Project 3 supports production development by implementing 164 projects, supporting more than 4,340 households and organizing nearly 140 training courses for more than 3,260 people. This support helps people improve their techniques, change their habits, and access the value chain model.
Housing for the poor is a deeply humane policy. The province has built and repaired thousands of houses for poor and near-poor households, helping people stabilize their living conditions and feel secure in their work.
Nutrition improvement activities continue to be maintained for pregnant mothers and children up to 16 years old. Nutrition screening and counseling are regularly implemented, maintaining a weight and measurement rate of over 99% for children under 5 years old.

According to Director of the Department of Agriculture and Environment Nguyen Huu Chien, the most important point is that livelihoods are given to the right people and there is post-support monitoring. Each model not only brings income but also changes production thinking, increases resilience to risks. This creates sustainable quality in poverty reduction in the province.
Overall, Lang Son's poverty reduction results in the 2021-2025 period do not stop at reducing the rate, but have spread to every dimension of deprivation, every vulnerable group, and every difficult area. These changes are an important foundation for the province to enter the 2026-2030 period in the direction of multidimensional, inclusive, sustainable poverty reduction, putting people at the center of policy.
