Caring for social welfare for the goal of sustainable development.

With the consistent philosophy of "All citizens benefit from development, inclusive growth, and no one left behind," Quang Ninh has been implementing many practical social welfare policies and programs, thereby better caring for the lives of its people, especially those in difficult circumstances, war veterans, and vulnerable groups in society.

This year's Lunar New Year holds special significance for the family of Mr. Nguyen Truong Thi, a revolutionary hero from Luong Ky village, Thong Nhat commune, as they celebrate the spring festival for the first time in their new, spacious, and sturdy home. The new house replaced their dilapidated, single-story dwelling, which had posed numerous safety risks for many years. This warm and meaningful home was built thanks to the timely support and attention of the State, along with the joint efforts of the local Party committee, government, and community, aiming to improve the lives of disadvantaged families and ensure that no one is left behind in the development process. The joy of having a stable home in their twilight years not only provides Mr. Thi's family with peace of mind but also opens a new beginning with hopeful expectations for the coming year.

The family of Mr. Nguyen Truong Thi, from Luong Ky village, Thong Nhat commune, celebrated the Lunar New Year of the Horse more joyfully in their new house, built with the joint efforts of the local Party committee and government.

Mr. Thi happily said: “Having a new, sturdy house, my family feels very secure. This is a great joy that we never imagined. We are very grateful for the concern of the State and the local government.”

Along with the joy of Mr. Nguyen Truong Thi's family settling down, in 2025, Quang Ninh province focused its resources and decisively implemented housing support programs for policy beneficiaries and people in difficult circumstances. Accordingly, the entire province completed the construction and repair of houses for 273 households of people with meritorious service to the revolution and relatives of martyrs. Simultaneously, Quang Ninh also completed the construction and repair of houses for 104 poor and near-poor households according to the province's multidimensional poverty standard, contributing to improving living conditions, helping households to stabilize their lives, and gradually rise out of poverty sustainably.

In addition to housing support policies, from the beginning of 2026, many preschools and primary schools in Quang Ninh province have urgently implemented the program to support the provision of drinking milk at school for children and students according to Resolution No. 86/2025/NQ-HĐND of the Provincial People's Council, issued on November 14, 2025. Accordingly, the program is implemented on days when children attend school in person, with a rate of 110ml/child/day for nursery children and 180ml/child/day for kindergarten and primary school students. It is expected that with a total budget of VND 287.5 billion/year, approximately 207,000 preschool and primary school children from more than 650 educational institutions in the province will benefit. Mr. Dinh Ngoc Son, Deputy Director of the Department of Education and Training of Quang Ninh province, said: The goal of this policy is not only to improve the physical fitness and health of students, but also to enhance the quality of care, nurturing, and education of children, creating a solid foundation for the younger generation; at the same time, it clearly demonstrates Quang Ninh's consistent orientation in investing in people, for the goal of sustainable development.

Hong Gai Kindergarten in Hong Gai Ward is implementing a program to provide milk for children and students at the school, in accordance with Resolution No. 86/2025/NQ-HĐND of the Provincial People's Council.

Along with the above policies, Quang Ninh has issued and implemented comprehensive and effective social welfare policies such as: a Resolution stipulating the giving of gifts to eligible individuals during the Lunar New Year every year, including for the first time that households that have escaped poverty or near-poverty, and people aged 70 and above, receive Tet gifts from the provincial budget; completing 2,464 social housing units and housing for workers; providing support for livelihoods, vocational training, healthcare , education, housing, clean water, and information for poor and near-poor households and policy beneficiaries… Notably, in 2025, Quang Ninh's spending on social welfare reached over 2,123 billion VND, an increase of nearly 12% compared to the same period in 2024. Quang Ninh's social welfare and social assistance policies are implemented fully, promptly, and to the right target groups, at a level higher than the national average, contributing to maintaining social stability and creating momentum for socio-economic development.

It can be affirmed that the achievements in social security not only contribute to improving the quality of life for the people, but also create a solid foundation for Quang Ninh to continue its rapid, sustainable, and comprehensive development. In the coming time, the province will continue to refine social security policies in a way that is inclusive, modern, flexible, closely linked to economic development, and ensures that all citizens benefit from the fruits of development.
