Digital transformation: A breakthrough in front-line work.

The First Congress of the Vietnam Fatherland Front of Ho Chi Minh City, for the term 2025-2030, identified digital transformation as a strategic breakthrough. The focus is on building a "Digital Fatherland Front" and developing the "Digital Popular Education" movement.

The new wave is spreading from the grassroots.

On November 30th, the first Congress of the Vietnam Fatherland Front of Ho Chi Minh City, for the term 2025-2030, held its solemn session. Attending the congress were leaders and former leaders of the Central Government and Ho Chi Minh City.

Presenting a paper on the "Digital Popular Education" movement at the congress, Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, said that the movement was inspired by the "Popular Education" movement launched by President Ho Chi Minh in 1945.

To date, the "Digital Literacy Movement" has been launched and implemented extensively. The Ho Chi Minh City Digital Transformation Center has played a core role, closely coordinating with local Party committees and authorities to organize 51 training courses on digital skills. More than 10,000 officials, civil servants, and citizens have participated, creating a strong wave of learning and applying technology in wards, communes, administrative units, and businesses throughout the city.

The effectiveness of the movement is measured by impressive figures. In October, the rate of online application submissions in the city reached 64.18%; the rate of online payments reached 80.55%; and the rate of digitization of documents and resolution results reached 66.63%. These indicators not only demonstrate growth in public administration, but more importantly, they show a real shift in people's digital habits and capabilities.

Observations in many localities across Ho Chi Minh City show that, after nearly two months of implementation, the movement has yielded positive results. Many elderly people, who were previously hesitant to use smartphones, are now confidently opening applications, submitting documents online, and searching for necessary information proficiently. In Thuan An, Hoa Loi, and Phu Loi wards, Front Committee officials and members of the Community Digital Technology Team are actively implementing the "going door-to-door" model to support people in carrying out procedures on the Online Public Service Portal.

This initiative has strongly fostered a spirit of mutual support, encouraging those who know to guide those who don't, bridging generational and technological gaps, creating a vibrant and practical digital learning environment locally, and contributing to the widespread promotion of digital transformation.

Bringing digital knowledge closer to the people.

Despite achieving encouraging initial results, the digital transformation process in front-line work still faces many challenges. At the congress, Ms. Vo Thi Trung Trinh frankly pointed out the psychological and institutional barriers.

According to Ms. Vo Thi Trung Trinh, concerns about the risk of online fraud have made many people, especially the elderly, hesitant and wary of digital literacy. In addition, some online public services remain complex and not truly user-friendly for the elderly. Organizationally, the Community Digital Technology Team model – a crucial factor in bringing digital knowledge closer to the people – currently operates primarily on a voluntary basis, lacking formal mechanisms, making it difficult to maintain and expand.

According to Ms. Vo Thi Trung Trinh, to make the "Digital Literacy Movement" more effective in the future, coordination between the Digital Transformation Center and the Vietnam Fatherland Front Committee of the city needs to be strengthened. The Center is responsible for technical aspects, including infrastructure management, tools, cybersecurity, and professional support. Meanwhile, the Vietnam Fatherland Front Committee of the city is responsible for mobilizing and directly guiding the people, building trust, and connecting with mass organizations.

Ms. Vo Thi Trung Trinh believes that the Community Digital Technology Team model is the culmination of this collaboration, helping to bring digital knowledge to the people effectively and systematically. To enhance the core role of the Vietnam Fatherland Front in the era of national progress, and to ensure that movements are truly effective, Ms. Vo Thi Trung Trinh proposed several specific solutions for digital transformation.

Accordingly, it is necessary to institutionalize the Community Digital Technology Team, clearly define its role, ensure resources, and create conditions for this force to operate stably and sustainably. Information security training should be strengthened in a practical way. For example, updating people on the latest scams so they can recognize and prevent them; providing guidance on digital skills using easy-to-understand images, videos , and simulations.

This also involves synchronizing electronic infrastructure and processes, simplifying operations, and integrating smart tools to support citizens in searching for information and completing administrative procedures. Simultaneously, it includes developing digital skills through school records and continuing to develop the Ho Chi Minh City Digital Citizen application.
