This will create consensus among the people, contributing to accelerating the progress of construction projects.
On May 17th, the People's Committee of Phu My Bac commune organized a direct dialogue between local leaders and 16 households in Tra Thung village whose land was affected by the implementation of the Tra Thung residential area project.
During the dialogue, the households frankly raised many opinions related to determining the origin and time of land use, as well as the compensation and support rates when the State reclaims land.

In a democratic, transparent, and receptive manner, representatives from specialized departments and leaders of the commune's People's Committee directly discussed and specifically addressed each issue of concern to the people. After receiving clear explanations, the majority of households agreed with the local compensation and support plan and voluntarily handed over the land to facilitate the project's construction.
Mr. Dang Dinh Trieu, Chairman of the People's Committee of Phu My Bac commune, said: "Direct dialogue is an effective channel for the government to inform the people about the meaning and importance of infrastructure and transportation investment projects for the socio-economic development of the locality. At the same time, it is also an opportunity for commune leaders to fully understand the thoughts and aspirations of the people during the process of compensation, support, and resettlement."
"Through dialogue, the People's Committee of the commune directed specialized departments to review and resolve requests in accordance with regulations, ensuring the legitimate rights of the people. This created consensus to implement projects on schedule," Mr. Trieu informed.
Not only in the Tra Thung residential area project, but also in the implementation of the DT 639 coastal road project (My Thanh - Lai Giang section) passing through Phu My Bac commune, enhanced dialogue with the people has yielded positive results.
The road, which is over 5 km long, runs through the commune and affects more than 200 households in Tan Phu, Phu Hoa, and Phu Thu villages, impacting various items such as houses, structures, crops, graves, and other assets within the project's scope.
According to Mr. Pham Minh Hieu, Head of the Economic Department of Phu My Bac commune, the biggest difficulty in land clearance is determining the origin of the land, the time of land use, and the time of construction of buildings and structures. Therefore, during dialogue sessions, the local authorities always publicly and transparently disclose all relevant documents and information so that people can monitor and compare them.
After receiving feedback from the people, the relevant departments explained each case in detail using cadastral records and land management data so that the people could understand clearly. As a result, to date, more than 90% of households affected by the coastal road project have agreed with the compensation and support plan.
Mr. Nguyen Van Hung (Phu Hoa village) shared: “Through dialogue with commune officials, I learned that the coastal road not only facilitates transportation but also contributes to ensuring travel during the rainy season, promoting the development of the marine economy, and connecting infrastructure in residential areas. After having my concerns clearly addressed, my family agreed with the local compensation plan.”
Ms. Nguyen Thi Bich Phuong, Chairwoman of the Vietnam Fatherland Front Committee of Phu My Bac commune, said: Direct dialogue is an important solution to promote the people's right to self-governance and strengthen the close relationship between the Party committee, the government, and the people. Listening to, receiving, and promptly resolving legitimate requests will contribute to improving the effectiveness and efficiency of state management at the grassroots level.
According to Mr. Dang Dinh Trieu, in reality, strengthening dialogue and ensuring transparency of information has helped resolve many difficulties and obstacles in compensation and land clearance support in Phu My Bac commune. More importantly, this approach has created trust and consensus among the people regarding the policy of investing in infrastructure construction, contributing to promoting local socio-economic development.
"Taking people's satisfaction as a benchmark in building a service-oriented government is the goal the locality is aiming for. Therefore, the commune will continue to maintain and improve the quality of direct dialogues with people in the future," Mr. Trieu emphasized.
