Thoroughly addressing questions and suggestions raised during public consultations has helped to increase the consensus of the people of Kim Tra.

The consensus of the people is the unifying thread.

Looking back on the journey after a short period of operating under the two-tiered local government model, a positive sign is that in 2025, Kim Tra ward achieved and exceeded the set targets for all 9 economic indicators. The total value of products across economic sectors is estimated to increase by 8% compared to the previous year, with the industrial, handicraft, and construction sectors leading with a 9.8% increase; the ward's total budget revenue reached approximately 80 billion VND, exceeding the projected target by 129.9%.

Entering the first quarter of 2026, the growth momentum continued, with the total value of products in the area increasing by approximately 9.7% compared to the same period last year. Budget revenue in the first quarter also reached 10.2 billion VND, accounting for more than 25% of the city's annual budget target.

According to local leaders, after the merger, the economic value and efficiency of local specialties and OCOP products have seen positive changes. Van Cu vermicelli achieved a total revenue of approximately 135 billion VND/year; Tuynen bricks contributed 45 billion VND, accounting for 22.5% of the industry's total value. Specialties such as Huong Can wrapped cakes and Huong Xuan guavas have had their brands upgraded, markets expanded, and significantly improved the lives of farmers and people in craft villages. In the industrial sector, Tuynen bricks contributed 45 billion VND, accounting for 22.5% of the industry's total value.

Discussing these positive achievements, Comrade Chau Viet Thanh, Secretary of the Party Committee of Kim Tra Ward, affirmed that it was thanks to consensus. "The two-tiered local government model has changed its operating methods towards being closer to the people, serving the people," the Secretary of the Party Committee of Kim Tra Ward emphasized.

According to Comrade Chau Viet Thanh, the Party Committee of the ward has clearly identified the consensus of the people as the unifying force and the "key" to solving all problems. As evidence, over the past year, through emulation movements and campaigns, people have donated land, property, labor, and funds to build the neighborhood road system and street lighting; they have also donated, received, and distributed over 5,000 gifts worth more than 6.59 billion VND to people affected by the 2025 floods in the area and supported people in the northern and South Central provinces in overcoming the consequences of storms and floods with a total value of over 1.2 billion VND; and donated over 53 million VND to the people of Cuba…

“The regular public consultation sessions held by ward leaders were conducted seriously, thereby thoroughly and promptly resolving the grassroots's requests and building strong trust among the people. The high level of unity between the Party's will and the people's aspirations has helped the post-merger administrative apparatus operate in a disciplined, orderly, and efficient manner,” Comrade Chau Viet Thanh affirmed.

Support is needed through mechanisms and policies.

Currently, Kim Tra ward has 72 officials and civil servants, along with 10 staff members of the Public Service Center, serving over 36,600 residents in the area, leading to increasing workload pressure. In addition, specialized agencies have to carry out tasks under the vertical structure of many higher-level departments and agencies, resulting in a huge number of tasks while the staff is still small and the allocation is not truly even.

Besides the pressure on human resources, urban infrastructure is also a difficult problem. Although progress has been made, the overall infrastructure in Kim Tra is still not synchronized. The system of cultural institutions, school facilities, and health stations are currently severely dilapidated but lack the resources to invest in repairs. These are difficulties and limitations that need to be addressed.

“Based on the above situation, Kim Tra urgently needs early adjustments in policies related to staffing and personnel to avoid overload and affecting the quality of service to the people. At the same time, priority should be given to public investment capital to complete technical and social infrastructure, especially healthcare, education , and urban transportation… so that people can enjoy a higher level of benefits. This will make a significant contribution to the journey of building Kim Tra into a civilized urban ward as set out in the objectives,” said Comrade Chau Viet Thanh.
