Determined to accelerate the progress of public investment projects.

This was the emphasis of Comrade Nguyen Ho Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, during a working session with provincial project management boards, departments, and 18 communes and wards with projects on the morning of May 15th.

The working session, organized by the Provincial People's Committee, was also attended by comrades: Huynh Quoc Viet, Standing Deputy Secretary of the Provincial Party Committee; Pham Van Thieu, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Lu Quang Ngoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Lam Van Bi, Member of the Standing Committee of the Provincial Party Committee and Standing Deputy Chairman of the Provincial People's Committee. The purpose was to focus on evaluating the progress of key projects and works in the province; and to identify difficulties and obstacles, especially in land clearance, in order to promptly resolve them.

Provincial Party Secretary Nguyen Ho Hai emphasized that accelerating public investment should be considered a top priority.

In 2026, the total public investment capital plan for the province, as assigned by the Prime Minister, is over 7,255 billion VND. As of May 11, 2026, the province had disbursed 1,634 billion VND (including capital carried over from 2025), reaching 22.5% of the plan. Although higher than the national average and the same period last year, this figure still falls short of the province's economic growth expectations.

To expedite the disbursement of public investment funds, on January 29, 2026, the Provincial Party Standing Committee issued Decision No. 198-QD/TU establishing five monitoring teams to oversee and direct the resolution of difficulties and obstacles in 54 projects, with a total capital of VND 2,490 billion. As of May 11, 2026, VND 629.7 billion had been disbursed, reaching 25.3% of the total allocated capital.

During the meeting, many opinions were expressed analyzing the reasons why the progress of projects is slow and the disbursement of public investment capital is low.

Mr. Huynh Cong Quan, Director of the Provincial Department of Finance, highlighted the difficulties caused by fluctuations in the prices of raw materials.

Mr. Huynh Cong Quan, Director of the Provincial Department of Finance, stated: Most ongoing construction projects are facing difficulties due to rising fuel and construction material prices (sand, stone), and unstable supply. Some contractors are slowing down construction work while awaiting price adjustments from competent authorities, affecting project progress and the disbursement of public investment funds.

Comrade Nguyen Huy Dung, Secretary of the Party Committee of Ganh Hao commune, spoke at the working session.

From a local perspective, Comrade Nguyen Huy Dung, Secretary of the Party Committee of Ganh Hao commune, cited the Ganh Hao Embankment project as an example, which is still facing land acquisition issues involving 17 households. Most projects encounter problems arising from the surveying and structural assessment stages by the consulting unit, leading to multiple adjustments to the compensation and land clearance plan.

The area planned for the construction of the Gành Hào embankment still has land clearance issues involving approximately 17 households.

Speaking at the meeting, Provincial Party Secretary Nguyen Ho Hai emphasized: "Economic growth in the first quarter did not meet expectations, directly due to the low disbursement rate of public investment capital. The province's guiding principle is to resolutely regain growth momentum in the remaining quarters to achieve the annual growth target, considering the acceleration of public investment as a key task.”

Provincial Party Secretary Nguyen Ho Hai instructed that key projects must not be allowed to "stagnate".

The Provincial Party Secretary stated clearly: The documents and regulations on compensation and land clearance are complete; the remaining issue is the determination to implement them. He requested that next week, all communes must register the specific land handover schedule for each project with the Provincial People's Committee and the Provincial Party Committee with the highest political determination. Project management boards and investors must strictly adhere to regulations in contractor selection, absolutely preventing incompetent contractors from affecting the progress and quality of the projects.

Enhancing individual accountability through the assignment of specific tasks. "We must speak the truth, act honestly, and achieve real results," the Provincial Party Secretary emphasized. In the coming period, the Standing Committee of the Provincial Party Committee will directly visit each project to promptly address difficulties and accelerate project progress, especially key projects.
