
On the afternoon of May 25th, the Ho Chi Minh City People's Committee held a conference to evaluate the results of implementing Plan No. 53 on strengthening urban order management and building communes, wards, and special zones that ensure urban order, discipline, and civilization. Vice Chairman of the Ho Chi Minh City People's Committee, Bui Xuan Cuong, chaired the conference.
Colonel Nguyen Dinh Duong, Deputy Director of the Ho Chi Minh City Police, said that after three months of implementing the plan, the police force had patrolled and issued administrative penalties to more than 33,000 cases of violations of urban order and public order.
Upon review, the entire city has 1,742 locations with complex public order issues, including 687 streets, 93 hospitals, 422 schools, and 540 markets; of which 202 are informal markets.
Ho Chi Minh City police also coordinated with local authorities to address encroachment on sidewalks and roads; removed 2,273 signs and billboards; confiscated 489 pushcarts, 1,399 umbrellas, and 213 awnings encroaching on sidewalks.
Regarding the application of technology, the Ho Chi Minh City Police are using security and traffic camera systems to detect, verify, and handle violations of urban order and public order. To date, the authorities have processed more than 114 cases of violations through the camera system.

At the conference, Mr. Nguyen Xuan Thanh, Vice Chairman of the People's Committee of An Dong Ward, said that the ward had piloted a software system for licensing and collecting fees for the use of roads and sidewalks since April 2026 and officially implemented it from May 15th. After 10 days of implementation, the ward received 58 registration applications with a total cost of over 900 million VND.
An Dong Ward has requested that the city soon establish policies and legal frameworks allowing residents to register for the use of sidewalks for business and trading purposes, in order to meet the practical needs of urban development and address livelihood issues; and at the same time, expedite the large-scale surveillance camera project and data sharing with the grassroots level.

Concluding the conference, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong stated that current regulations only allow the temporary use of roads and sidewalks for certain purposes such as organizing events, serving construction projects, transporting materials, parking, funerals, weddings, etc. The use must prioritize pedestrians and traffic safety.
According to Comrade Bui Xuan Cuong, many localities have a great need for sidewalk utilization, especially for livelihood purposes and parking. However, implementation must have clear regulations to avoid a situation where each place does things differently or grants permits indiscriminately, affecting urban aesthetics and order.
Ho Chi Minh City is assigning the Department of Construction to coordinate with relevant units to finalize a software system for managing and registering temporary sidewalk use, digitizing the entire process, similar to the model in An Dong ward. The software is expected to be operational in June.
