
Speaking at a memorial service commemorating the 17th anniversary of the death of Roh Moo-hyun, held in Bongha Village, the late President's hometown in Gimhae City, southeast of Seoul, Lee emphasized his commitment to "steadfastly pursuing a path of peaceful coexistence and common development," and affirmed his continued efforts to transform "the dividing line into a path of peace."
The South Korean leader specifically referred to the inter-Korean Joint Declaration of October 4, 2007, a document signed between Roh Moo-hyun and then-North Korean leader Kim Jong-il, in which both sides agreed to promote the development of inter-Korean relations, reduce military tensions, and expand economic cooperation towards reconciliation and common prosperity on the Korean Peninsula.

According to international sources, President Lee Jae-myung's message comes as the new Seoul administration continues to emphasize a policy of "peaceful coexistence" with North Korea, rather than confrontation, despite the complex regional security situation.
Earlier, in a speech in March, Lee stated that South Korea respects North Korea's system, is committed to refraining from hostile actions, and does not pursue any form of unification through annexation. This was seen as one of the new administration's notable foreign policy signals toward Pyongyang.
Former President Roh Moo-hyun (2003–2008) was known for strongly pursuing a policy of dialogue with North Korea, centered on the “Policy of Peace and Prosperity,” which laid the foundation for inter-Korean contacts in the early 2000s, including the 2007 inter-Korean summit and the October 4th Declaration of the same year.
International observers believe that President Lee's repeated references to Roh's policy legacy indicate Seoul's reaffirmation of a more conciliatory approach toward Pyongyang, amidst persistent disagreements on security and denuclearization on the Korean Peninsula.
