Over the past period, administrative reform, with a focus on administrative procedures, has always been one of the strategic breakthroughs that Quang Ninh province has prioritized and focused on implementing. To date, 100% of transactions on the National Public Service Portal and the province's Administrative Procedure Resolution Information System are electronically authenticated via VNeID. Currently, the total number of administrative procedures under the state management functions and jurisdiction of the two levels of provincial government is 2,267; including 1,860 provincial-level procedures and 407 commune-level procedures (of which 101 are shared and interconnected).

100% of administrative procedures are implemented regardless of administrative boundaries and are provided as online public services. 100% of administrative procedures have been fully and promptly listed and publicly disclosed via QR codes at the headquarters of agencies and units; and are also posted on the National Public Service Portal, ensuring integration and synchronous connection with the information systems for resolving administrative procedures of ministries, sectors, and provinces.
The province has streamlined and simplified administrative procedures, reducing the number of required documents. Specifically, for administrative procedures issued by ministries and agencies, 1,323 out of 2,267 procedures have seen a 37.8% reduction in processing time. Of those related to business operations, 941 out of 1,176 procedures have seen a 36% reduction in processing time. Since the beginning of the year, the average rate of timely and early processing of administrative procedures has exceeded 98%.
Thanks to the effectiveness of administrative procedure reforms, the province's investment and business environment is improving significantly. The province consistently supports and proactively addresses difficulties and obstacles for investors and businesses, promptly issuing mechanisms and policies to support various types of enterprises, cooperatives, and business households in the area. As a result, in the first quarter of 2026, 943 new businesses were established, a 2.3-fold increase compared to the same period last year, bringing the total number of established businesses to 13,089 by the end of the first quarter. Total non-budgetary investment reached over VND 77,900 billion (26 new projects, 3 projects with increased capital), with VND 15,000 billion disbursed; FDI reached approximately USD 215 million, affirming Quang Ninh's attractiveness to domestic and foreign investors.
Sharing his views on Quang Ninh's investment and business environment, Mr. Sudo Osamu, Deputy General Director and representative of Amata Group, the investor of the Song Khoai Industrial Park infrastructure project, said: "During the implementation of projects in Quang Ninh, Amata Group has always received the attention of the province and especially the provincial leaders. That is why we are currently planning to expand our investment further in Quang Ninh. We believe that with the strong support of Quang Ninh, Amata will continue to develop comprehensively and sustainably according to the orientation of green industrial parks, clean technology, and digital transformation, aiming to build a modern, environmentally friendly, and high-value-added investment ecosystem in the province."

In an interview with reporters on this matter, Mr. Nguyen Manh Cuong, Director of the Department of Science and Technology, stated: With strong political determination to achieve the set goals, Quang Ninh will continue to identify administrative reform as a key breakthrough, creating a foundation for directly enhancing competitiveness and the quality of development management. Along with perfecting the institutional framework, the province will continue to accelerate the review, reduction, and simplification of administrative procedures, business conditions, and investment licensing processes, especially in areas with significant room for reform such as public investment, construction, resources, environment, and land… The province is also determined to eliminate 100% of unreasonable business conditions, unnecessary, unclear, or overlapping investment conditions; shorten the processing time for administrative procedures by 50% and reduce compliance costs for citizens and businesses by 50% compared to 2025, creating a clear shift in the quality of the investment and business environment.
In addition, the province will also focus on implementing a comprehensive set of specific policies to support the development of the private sector during the 2026-2030 period, considering it one of the important drivers of growth. The province will concentrate on implementing programs to support training, fostering, and improving the quality of human resources for the private sector; while strengthening dialogue and promptly resolving difficulties, obstacles, and bottlenecks in handling administrative procedures, mobilizing, and utilizing investment resources.
