Following the central government's directive on the need for rapid and sustainable development in the new period, Ninh Binh is simultaneously implementing numerous solutions to create substantial changes in the management, administration, and organization of socio-economic development tasks.
One notable aspect is the province's approach of assigning specific tasks and directly holding each sector, locality, and leader accountable. Key tasks are quantified in terms of progress, deliverables, and responsibilities to minimize avoidance and shirking of responsibility.
To realize the goal of high growth, the Provincial Party Committee has issued Action Program No. 22-CTr/TU with 11 key tasks and 87 major tasks, projects, and programs to be implemented in the 2025-2030 period. Alongside this are a series of specialized resolutions on the development of the private economy, science and technology, cultural industries, marine economy, and infrastructure investment.
Instead of focusing solely on growth targets, Ninh Binh is moving towards a more grassroots-oriented approach to governance. Provincial leaders regularly work directly with local authorities, businesses, and investors to resolve difficulties related to land clearance, investment procedures, capital disbursement, and the progress of key projects.

Along with the restructuring of the two-tiered local government model, the province also continues to promote decentralization and delegation of power to increase the autonomy of local authorities, while reviewing and streamlining the apparatus to improve the efficiency of the administrative system.
In Ninh Binh's growth picture, administrative reform and digital transformation continue to be areas that have seen significant progress. The province maintains 100% transparency in administrative procedures as regulated; in April 2026 alone, 16 decisions were issued announcing the list of administrative procedures, with 214 procedures being amended, supplemented, or abolished to shorten processing times for citizens and businesses.
Ninh Binh currently ranks first nationwide in the digital transformation index among state agencies, achieving a rate of 97.17%. The operation of the Intelligent Operations Center (IOC) and the shared data system is gradually changing governance methods towards greater transparency and efficiency.
The changes in governance are clearly reflected in the local economic growth indicators. In the first quarter of 2026, Ninh Binh's GRDP increased by 11.63% compared to the same period last year, ranking second nationwide and leading the Red River Delta region.
The recovery and growth momentum continued in the first four months of the year, with the industrial production index increasing by 30.17%; total retail sales of goods and consumer service revenue increasing by 21.4%; tourism revenue increasing by 20.3%; and total export turnover increasing by 61.7% compared to the same period last year.
Investment attraction activities also recorded many positive signs. In the first four months of the year, the province attracted 39 new projects, including 14 FDI projects with a total registered capital of 112 million USD; the number of newly established businesses increased by 61.4%.
Total investment capital from local government budgets reached VND 10,377 billion, an increase of 26.4% compared to the same period last year. Currently, the locality is implementing 43 key projects and works, focusing on transportation infrastructure, industrial parks, and urban development.

According to the new development orientation, the coastal area has been identified by the province as a strategic growth space following the administrative boundary consolidation. This is considered an important area for expanding the economic scale, attracting investment, and forming new development drivers in the coming period.
Simultaneously, the province continues to focus on addressing bottlenecks related to land, site clearance, and investment procedures; while also implementing solutions to develop the private economy in accordance with Resolution No. 68-NQ/TW of the Politburo, with the orientation of placing enterprises at the center of development.
From its management approach to task implementation, Ninh Binh is demonstrating its determination to create substantive changes instead of just setting goals on paper. This is considered a crucial foundation for the locality to maintain high growth momentum and gradually affirm its role as a new growth pole in the southern Red River Delta region.
