The merger of media organizations is not merely a change in organizational structure or administrative name, but also a comprehensive restructuring of management thinking, operating methods, content production processes, and journalistic development strategies in the digital media era. Recent experience shows that, after mergers, local media organizations have gradually stabilized their organizational structures; effectively utilized shared technical infrastructure, human resources, and content production processes; strengthened coordination between different media types; and expanded the scope, speed, and effectiveness of their communication efforts. Many media organizations have proactively innovated their methods, developed digital platforms, improved the quality of multimedia journalistic products, and gradually adapted to the demands of modern communication.
However, alongside the initial achievements, the operation of the new model still faces numerous difficulties and challenges, such as: pressure on high-quality human resources; the increasingly rapid demands for digital transformation; fierce competition from social media and cross-border platforms; the need to innovate content and methods of communication to meet the increasingly diverse needs of the public; as well as the challenges of financial mechanisms and the development of the press economy in the new context. With a spirit of innovation, professional responsibility, and a desire to contribute, local press agencies will continue to play their role as the main media force of the locality. To fulfill their mission, local press agencies need to constantly innovate content and methods of operation; gradually build a model of a modern, professional, humane, and distinctive press agency; and actively contribute to building a professional, humane, and modern revolutionary Vietnamese press.

The merger and restructuring of local media outlets is a correct and appropriate policy of the Party, consistent with the requirements of streamlining the apparatus and improving the efficiency of journalistic operations in the new era. However, after the merger process, local media outlets are facing many new and difficult issues that need to be addressed. Accordingly, after one year of operating the new model, media outlets still need to clearly identify the key pillars: content, finance, and digital transformation. One of the current difficulties is the income disparity between television and print/online media; the blending of the four types of media still has differences and debates in terms of methods and operations. Therefore, a mechanism is needed to enhance sharing, connection, consensus, and mutual understanding among departments in the operational process. At the same time, it is necessary to clearly identify which issues should be prioritized and build a suitable roadmap for content organization and digital transformation.
In the coming period, the restructuring of press agencies may continue, therefore new mechanisms are needed to ensure the uniformity of local press activities. This includes focusing on developing the economic aspects of journalism to provide local press with stable revenue, which will then lead to mechanisms for increasing royalties, establishing funds for investment in press development, and creating incentives for journalists to remain committed to their profession. Regarding policy communication, emphasis should be placed on leveraging the strengths and unique resources of each locality. Given limited funding, departments, agencies, and localities should proactively develop annual budget estimates to coordinate with press agencies for more effective communication.

After nearly a year of consolidation, local media outlets have experienced many advantages but also faced numerous difficulties and obstacles. The consolidation has streamlined the organizational structure, strengthened coordination between different media types, improved the effectiveness of propaganda, and promoted digital transformation. However, the reality remains that "one agency, but each segment still operates separately," and a unified, synchronized content production process has yet to be established. Therefore, in the context of intense competition with social media, local media outlets are forced to change their news reporting methods and content production mindset; strengthen digital transformation and develop digital content; create outstanding, fresh, and engaging content to maintain a competitive advantage.
In addition, it is necessary to promptly remove obstacles related to financial mechanisms and adjust royalty policies to be more appropriate for the television sector; accelerate the roadmap for financial autonomy linked to the state-ordered production mechanism so that local media agencies can stabilize their operations, have the conditions to focus on investing in producing quality content, and better care for their employees.
