Speaking at the opening ceremony of the workshop, Politburo member Nguyen Xuan Thang affirmed the strategic importance of science , technology, innovation and digital transformation for the development of the country in general and Quang Ninh province in particular, and at the same time proposed major directions, tasks and breakthrough solutions.
Politburo member Nguyen Xuan Thang emphasized that the world is undergoing epochal changes and the Fourth Industrial Revolution (AI, big data, Internet of Things...) is changing all methods of production and management. The Party issued Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on "Breakthrough in science, technology, innovation and national digital transformation", identifying this as the main driving force for Vietnam to achieve the goal of becoming a developed, high-income country by 2045. The Draft Document of the 14th Party Congress also considers this as one of the strategic, long-term "breakthroughs of breakthroughs".
Quang Ninh has a very special and prominent position and role, being an important growth pole in the Hanoi - Hai Phong - Quang Ninh triangle. The province is one of the early pioneers in innovation of thinking, transforming the growth model from "brown" to "green".
For many consecutive years, Quang Ninh has led the country in the Public Administration Reform Index (PAR INDEX), the People's Satisfaction Index (SIPAS) and the Provincial Competitiveness Index (PCI). It is a pioneer in e-government, digital government, smart cities, and effectively operates the Intelligent Operation Center (IOC). It has emerged as a regional "competitor" in the innovative startup ecosystem, and is a pioneer in hosting the National Innovation Startup Forum.
Quang Ninh has a steadfast development philosophy, taking people as the center, the subject, the main resource; taking science and technology, innovation and digital transformation as the key driving force and the shortest path to breakthrough. However, the province still lacks high-quality human resources in the fields of platform technology, core technology (artificial intelligence, semiconductors, cyber security, etc.). The gap in digital transformation between urban and rural areas, the marine economic - tourism area and mountainous and border areas is still quite large. The culture of innovation and risk-taking has not really spread widely.
To overcome limitations and develop in the new era, comrade Nguyen Xuan Thang emphasized 6 major groups of solutions. First of all, it is necessary to make a strategic breakthrough in institutions, considering the development of science, technology, innovation and digital transformation as a strategic breakthrough in institutions and development models. Focus on building and perfecting specific mechanisms and policies on testing new models, public-private cooperation in developing digital infrastructure, data centers, high-tech zones, in accordance with the spirit of decentralization and decentralization. Regarding synchronous infrastructure development, it is necessary to build science and technology infrastructure and digital infrastructure worthy of the new "strategic infrastructure". Prioritize resources for broadband telecommunications networks, 5G, data centers, cloud computing platforms and network security systems. Building an effective innovation ecosystem, closely connecting the "three houses" (State - School - Enterprise), expanding to "four houses", "five houses" with the participation of Scientists and Investors, considering enterprises as the center of the innovation system.
Along with that is the development of high-quality human resources, this is also the key point, deciding success. Promote investment, improve the level of Ha Long University and vocational schools; prioritize STEM education, digital skills from high school. It is necessary to have a strategy to attract, train, employ and reward talents, consider building a team of digital cadres, civil servants and public employees as a key task, resolutely eliminate the fear of responsibility and innovation - the "soft barriers". Build and spread "Quang Ninh Digital Culture"; use technology responsibly, respect professional ethics, consider digital transformation as an important priority to shorten the gap, not leaving anyone behind. Strongly develop smart tourism, heritage economy, night economy associated with green transformation, circular economy. At the same time, the province needs to strengthen regional connectivity and international cooperation, proactively connect deeply with Hanoi, Hai Phong, the Red River Delta and expand international cooperation. Focus on areas with competitive advantages of the province: Smart logistics, smart tourism, blue ocean economy, renewable energy, high-tech industry.
Comrade Nguyen Xuan Thang expressed his belief and expectation that Quang Ninh has all the conditions to become one of the country's "strategic sandboxes" in concretizing the new orientations of the 14th National Congress Documents and Resolution 57-NQ/TW on science and technology, innovation, digital transformation and human development.
At the workshop, Deputy Secretary of the Quang Ninh Provincial Party Committee Vu Quyet Tien affirmed the importance of creatively applying Resolution No. 57 of the Politburo to local practice, identifying science - technology - innovation - digital transformation as the main driving force of growth and strategic breakthroughs. Quang Ninh, as a dynamic growth pole, has steadfastly transformed its model from "brown" to "green".
Thanks to the right orientation, in the period of 2020-2025, the province's economy maintained a high growth rate, averaging an estimated 10.4% per year. In particular, in 2025, economic growth is estimated to reach 14.25%, budget revenue will reach more than 82 trillion VND and the average economic value per capita will reach over 11,000 USD. The province has also led the country in administrative reform and investment environment for many consecutive years.
However, in the face of the explosive trend of science, technology and digital transformation, the province is clearly aware of the risk of falling into the "middle-income trap" if it does not promptly supplement new growth drivers. Therefore, Quang Ninh must continue to innovate its thinking, reposition its vision, create growth drivers based on knowledge, technology, innovation and maximize the human factor. The overarching goal is to build Quang Ninh into a centrally-governed city before 2030 and a large international urban area by 2045.
At the Workshop, scientists and leading experts discussed a number of main contents such as: New growth model; innovation ecosystem; comprehensive digital transformation, development of high-quality human resources and building a system of human values in Quang Ninh in the new era to contribute significantly to helping Quang Ninh complete the province's major orientations for the period 2026 - 2030 on growth model, innovation ecosystem, comprehensive digital transformation and building a system of human values.
