
Member of the Politburo , Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, Nguyen Xuan Thang, presided over and delivered a speech at the seminar.
In his opening remarks at the seminar, Politburo member Nguyen Xuan Thang affirmed the strategic importance of science , technology, innovation, and digital transformation for the development of the nation in general and Quang Ninh province in particular, while also outlining major breakthrough directions, tasks, and solutions.
Politburo member Nguyen Xuan Thang emphasized that the world is undergoing epochal changes, and the Fourth Industrial Revolution (AI, big data, the Internet of Things, etc.) is transforming all methods of production and management. The Party has issued Resolution No. 57-NQ/TW dated December 22, 2024, on “Breakthroughs in the development of science, technology, innovation, and national digital transformation,” identifying this as the main driving force for Vietnam to achieve its goal of becoming a developed, high-income country by 2045. The draft document for the 14th Party Congress also considers this one of the strategic, long-term “breakthroughs within breakthroughs.”
Quang Ninh holds a very special and prominent position and role, serving as an important growth pole in the Hanoi - Hai Phong - Quang Ninh triangle. The province is one of the first localities to pioneer in innovating thinking and transforming its growth model from "brown" to "green".
For many years, Quang Ninh has led the country in the Public Administration Reform Index (PAR INDEX), the Citizen Satisfaction Index (SIPAS), and the Provincial Competitiveness Index (PCI). It is a leader in e-government, digital government, smart cities, and the efficient operation of the Intelligent Operations Center (IOC). It has emerged as a regional "competitor" in the innovation and startup ecosystem, pioneering the hosting of the National Innovation and Startup Forum.
Quang Ninh, with its unwavering development philosophy, places people at the center, as the subject and primary resource; and considers science and technology, innovation, and digital transformation as key drivers and the shortest path to breakthrough progress. However, the province still lacks high-quality human resources in foundational and core technologies (artificial intelligence, semiconductors, cybersecurity, etc.). The gap in digital transformation between urban and rural areas, and between the coastal and tourism economic zones and mountainous and border regions, remains quite large. The culture of innovation and risk-taking has not yet truly spread widely.
To overcome limitations and develop in the new era, Comrade Nguyen Xuan Thang emphasized six major groups of solutions. First is a strategic breakthrough in institutions; the development of science, technology, innovation, and digital transformation must be considered a strategic breakthrough in institutions and development models. Focus on building and perfecting specific mechanisms and policies for testing new models and public-private partnerships in the development of digital infrastructure, data centers, and high-tech zones, in line with the spirit of decentralization and delegation of power. Regarding the synchronous development of infrastructure, it is necessary to build science and technology infrastructure and digital infrastructure worthy of the new "strategic infrastructure." Prioritize resources for broadband telecommunications networks, 5G, data centers, cloud computing platforms, and cybersecurity systems. Building an effective innovation ecosystem, closely connecting the "three stakeholders" (State - Schools - Businesses), expanding to "four stakeholders" and "five stakeholders" with the participation of scientists and investors, and considering businesses as the center of the innovation system.
Along with that, developing high-quality human resources is also a crucial point that determines success. It is necessary to boost investment and upgrade Ha Long University and vocational schools; prioritize STEM education and digital skills from the secondary level. A strategy is needed to attract, train, utilize, and reward talent, considering the development of a digital workforce as a key task, resolutely eliminating the fear of responsibility and reluctance to innovate – the "soft barriers." Building and spreading a "Quang Ninh Digital Culture"; using technology responsibly, respecting professional ethics, and considering digital transformation as a key priority to bridge the gap and ensure no one is left behind. Strongly developing smart tourism, heritage economy, and night-time economy linked to green transformation and the circular economy. At the same time, the province needs to strengthen regional linkages and international cooperation, proactively connecting deeply with Hanoi, Hai Phong, the Red River Delta region, and expanding international cooperation. Focus on the province's competitive advantages: smart logistics, smart tourism, blue economy, renewable energy, and high-tech industries.
Comrade Nguyen Xuan Thang expressed his confidence and expectation that Quang Ninh has all the necessary conditions to become one of the country's "strategic sandboxes" in concretizing the new orientations of the XIV National Congress Document and Resolution 57-NQ/TW on science and technology, innovation, digital transformation, and human development.
At the seminar, Deputy Secretary of the Quang Ninh Provincial Party Committee Vu Quyet Tien affirmed the importance of creatively applying Resolution No. 57 of the Politburo to local practice, identifying science, technology, innovation, and digital transformation as the main driving force for growth and strategic breakthroughs. Quang Ninh, as a dynamic growth pole, has steadfastly transformed its model from "brown" to "green".
Thanks to sound strategic direction, the province's economy maintained a high growth rate during the 2020-2025 period, averaging an estimated 10.4% per year. Particularly in 2025, economic growth is estimated at 14.25%, budget revenue reached over 82 trillion VND, and the average per capita economic value is estimated at over 11,000 USD. The province has also consistently led the country in administrative reform and investment environment for many years.
However, in the face of the booming trends in science, technology, and digital transformation, the province is well aware of the risk of falling into the "middle-income trap" if it does not promptly add new growth drivers. Therefore, Quang Ninh must continue to innovate its thinking, redefine its vision, create growth drivers based on knowledge, technology, innovation, and maximize the human factor. The overarching goal is to build Quang Ninh into a centrally-governed city before 2030 and a major international urban area by 2045.
At the conference, scientists and leading experts discussed several key topics such as: new growth models; innovation ecosystems; comprehensive digital transformation; development of high-quality human resources; and building human values in Quang Ninh in the new era. These discussions aimed to significantly contribute to Quang Ninh's completion of its major orientations for the 2026-2030 period regarding growth models, innovation ecosystems, comprehensive digital transformation, and the development of human values.
