Special attention to vulnerable groups in the digital transformation process

On the afternoon of December 1, continuing the 10th session, the National Assembly discussed in the hall the draft Law on Digital Transformation.

According to delegate Thach Phuoc Binh ( Vinh Long ), the draft law clearly shows the State's interest in supporting businesses through activities such as training, consulting, access to digital platforms and financial support. However, the list of support in the draft is quite detailed, while the needs of businesses change continuously according to the development of technology. According to the delegate, a better solution is to only regulate by support group, and the specific list should be assigned to the Government to adjust in each stage to ensure timeliness and flexibility.

Regarding digital society development (Article 24), the delegate proposed adding tasks on requirements to ensure digital accessibility for vulnerable groups in society.

Sharing the same concern, Deputy Pham Trong Nhan (HCMC) commented that Vietnam is facing similar social problems as Japan, such as lack of human resources and the need to improve the quality of life for the disadvantaged, so it is necessary to identify digital transformation as a tool to respond.

“A very worrying fact is that 99% of Vietnamese people's digital behavioral data such as travel, shopping, entertainment, and consumption are all on the ecosystems of large foreign platforms. Meanwhile, Vietnamese startups are "hungry for data", do not have data to train AI, develop products, and compete. In the digital economic "game", Vietnamese businesses are having to run on someone else's field," said Deputy Pham Trong Nhan, emphasizing the profound social factor of digital transformation but "no one must be left behind". Japan considers digital transformation as a tool to cope with population aging, labor shortages, and improve the quality of life for the disadvantaged. Vietnam also has to answer the question: How can the elderly, people in remote areas, and low-skilled workers become digital citizens in the most convenient and effective way?

In that context, Deputy Pham Trong Nhan proposed adding 4 major groups of solutions to the draft law.

Firstly, add to Chapter II the national digital architecture framework stipulating the principles of organizing the digital government - digital economy - digital society; integration standards - data standards - API standards (a set of rules and technical protocols that allow different software systems to securely exchange data and functions - PV) specialized and cross-local.

Second, supplement the national public digital infrastructure in Chapter II, including: electronic identification, public digital payment, digital signature, national data sharing platform, cloud, data center according to the principle of "one standard - one platform - many services".

Third, supplement the principles of digital economic and social development in Chapters IV and V in the direction of combining the minimum mandatory requirements in transactions with the State and maximum incentives for businesses: renting digital services, cloud, sandbox. At the same time, establish the principles of data economy: data is a new production factor; non-personal data must be shared in aggregated and anonymous form; prevent data monopoly and prevent data lock-in.

Fourth, regarding the rights and obligations of digital citizens in Chapter V, it is necessary to stipulate a "minimum digital toolkit" for digital citizens including: electronic identification - digital signature - digital payment account - single public service account; along with the principle of protecting personal data according to international standards; assigning the Government to popularize digital skills, design accessible and easy-to-use public services for all population groups.

At the same time, the delegate recommended that the Government develop a set of national digital transformation indicators similar to the EU's Digital Decade 2030 in Chapter VI. "Only when it can be measured can it be managed; only when there is data can decisions be based on evidence, not on emotions," the delegate affirmed.

From the perspective of state management, Deputy Be Trung Anh (Cao Bang) warned that when implementing strong decentralization, each locality does it differently, the data will not be unified, and if the data is not unified, it is impossible to successfully implement digital transformation.

Pointing out the conflict between laws on government organization and the draft Law on Digital Transformation, Deputy Be Trung Anh proposed to clearly stipulate that when there is a conflict, it is necessary to determine which law is the original law to regulate.

Based on the comments of the delegates, Minister of Science and Technology Nguyen Manh Hung said that the Government will continue to review and remove overly detailed content. The drafting committee will add to the draft the missing pieces of a digital nation, which are the digital economy and digital society.
