Prime Minister: Corruption and negativity are "internal invaders" that must be resolutely and persistently fought against.

The Prime Minister noted that it is necessary to proactively prevent, promptly detect, strictly handle acts of corruption, waste, negativity, and thoroughly recover corrupt and wasteful assets.

On the afternoon of December 1, at the Government Headquarters, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired the Government Party Committee's Conference to review the work of preventing and combating corruption, waste, and negativity during the 13th Party Congress term.

Also attending the conference were: Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh ; Party Central Committee members, Deputy Secretaries of the Party Committee, Deputy Prime Ministers, Ministers, Heads of ministerial-level agencies, Government agencies; and members of the Government Party Executive Committee.

Many violations and errors were detected and handled promptly.

The conference focused on assessing the leadership and direction of the Party Committee, the Government, and the Prime Minister in the work of preventing and combating corruption, waste, and negativity; the work of implementing the Party's guidelines, policies, and regulations and the State's laws on preventing and combating corruption, waste, and negativity; and the work of building and perfecting institutions for preventing and combating corruption, waste, and negativity.

The conference assessed the work of inspection, examination, and handling of violations; results of task implementation, key and breakthrough solutions to improve the effectiveness of waste prevention and control work, especially reviewing and handling projects and works that are behind schedule, have long backlogs, and are at risk of loss and waste; information, communication, education, building a culture of integrity, promoting the role of the press, people, and international cooperation in preventing and combating corruption, waste, and negativity...

The conference assessed that during the 13th Party Congress, the Party Committee, the Government, and the Prime Minister resolutely and urgently led and directed the amendment and supplementation of many legal documents, contributing to institutional improvement, thereby contributing to the prevention and fight against corruption and waste. Many Laws, Resolutions, and Ordinances were passed by the National Assembly and the National Assembly Standing Committee. The Government alone issued 875 Decrees and 981 Resolutions, and the Prime Minister issued 428 Decisions...

In particular, more than 2,000 administrative procedures and more than 2,200 business conditions have been approved for reduction and simplification, helping to save costs of about VND 26.6 trillion/year, contributing to preventing and combating corruption, negativity, waste, especially petty corruption.

Publicity, transparency and accountability in public service activities have been seriously implemented. In particular, ministries, branches and localities have inspected more than 128,000 agencies, organizations and units; discovered 1,248 agencies, organizations and units violating the code of conduct and professional ethics; promptly detected and corrected violations and handled 2,689 cadres, civil servants and public employees violating the code of conduct and professional ethics.

The Party Committee, the Government, and the Prime Minister have resolutely directed relevant agencies to improve the effectiveness of detecting and handling corruption, waste, and negativity. Accordingly, the Inspection sector has carried out over 32,000 administrative inspections and over 752,000 specialized inspections and checks; thereby detecting and handling over VND 703,000 billion in economic losses and over 19,000 hectares of land...

Among them, there are complex inspections and checks that have received special attention from the public, such as: Inspection of Ha Bac Fertilizer and Chemical Joint Stock Company; Power Plan VII and Adjusted Power Plan VII; Investment project to build the second facility of Bach Mai Hospital and Investment project to build the second facility of Viet Duc Friendship Hospital...

Delegates said that in the coming time, the work of preventing and combating corruption, waste and negativity will continue to face many challenges. Therefore, it is necessary to continue to be determined, persistent, unceasing, and relentless, further promoting the work of preventing and combating corruption, waste and negativity; creating new momentum and spirit to successfully implement Resolution XIV of the Party.

Concluding the conference, Party Secretary and Prime Minister Pham Minh Chinh affirmed that the work of preventing and combating corruption, waste and negativity during the past term has achieved many important results. In particular, the Party's leadership in the work of preventing and combating corruption, waste and negativity has made new developments, going into depth, systematically and synchronously. The work of detecting and handling corruption, waste and negativity has been directed and implemented methodically, synchronously, resolutely and effectively by the Government, the Prime Minister and ministries, branches and localities.

Many particularly serious and complicated corruption and negative cases have been discovered, investigated and handled by the authorities in a strict, public, and severe but also very humane manner. Institutional improvement has been carried out in a synchronous and effective manner. Administrative reform has been carried out, administrative procedures have been cut down, and transparency has been enhanced. Information, propaganda and education on preventing and combating corruption and negative have been strengthened and there have been many innovations.

Pointing out the reasons for the results achieved, as well as the limitations that need to be overcome, the Prime Minister said that leaders in some places and agencies have not paid due attention to their roles and responsibilities, lacked determination in directing, and have not handled corruption strictly and effectively. The detection and handling of corruption is still limited; self-inspection, self-detection and handling of corruption within agencies and units are still weak links.

According to the Prime Minister, petty corruption, harassment, and negativity in the administrative and public service sectors have not been effectively prevented; corruption in some areas remains serious and complicated with increasingly sophisticated manifestations, causing outrage in society. In particular, a number of cadres and party members have the mindset that doing more makes more mistakes, not doing anything makes no mistakes, "it is better to stand before the Disciplinary Council than stand before the Trial Council," leading to half-hearted work, pushing things around, avoiding, and being afraid of making mistakes.

"Corruption, waste, and negativity are still among the risks threatening the survival of our Party and regime," the Prime Minister affirmed.


Create conditions for people to reflect and denounce corruption, waste and negativity.

Pointing out that in the coming time, the country will enter a new era of development, posing many requirements and tasks for the work of preventing and combating corruption, waste and negativity, which must continue to be promoted more methodically, scientifically, dialectically, comprehensively, resolutely, persistently, continuously, without rest, without forbidden areas, without exceptions, the Prime Minister requested to thoroughly grasp and strictly implement the direction of General Secretary To Lam: Preventing and combating corruption and negativity must be deployed to the grassroots party and party cells, and must be supervised by cadres, party members and the people.

On that basis, the Secretary of the Government Party Committee and the Prime Minister requested the Government Party Committee to continue to identify the work of preventing and combating corruption, waste and negativity as a central and regular political task, closely linked with the work of Party building and rectification, and consolidation of the political system; comrades of the Party Standing Committee, leaders of ministries and branches focus on leading and directing the timely, synchronous and effective concretization of the Central resolutions, directives and regulations on preventing and combating corruption, waste and negativity, creating high unity in awareness and action throughout the Party Committee.

Directing the completion and resolute implementation of the synchronous, effective and efficient institutions for preventing and combating corruption, waste and negativity, the Prime Minister requested the Government Inspectorate and the Ministry of Finance to regularly review and evaluate legal regulations on preventing and combating corruption, practicing thrift, combating waste and related legal regulations to amend, supplement or recommend competent authorities to amend, ensure synchronization and unity.

Ministries, branches and localities urgently and resolutely review current regulations to continue amending and supplementing them in the direction of clearly defining the responsibilities of leaders in inspecting, detecting and handling corruption and negativity; protecting those who dare to fight, dare to think, dare to do, dare to innovate for the common good; minimizing the negative impact of "interest groups", preventing the risk of corruption and negativity from the very beginning of policy and law making.

The Prime Minister noted that it is necessary to proactively prevent, promptly detect, strictly handle acts of corruption, waste, negativity and thoroughly recover corrupt and wasteful assets. In particular, the Government Inspectorate focuses on inspecting sensitive areas with many public opinions about corruption; promptly transfer cases with signs of crime to the investigation agency for strict handling in accordance with the law; ensure that the work of detection and handling is timely, strict, without forbidden areas, without exceptions.

At the same time, research to improve the effectiveness of recovering corrupt assets, overcome difficulties and obstacles in the mechanism of handling evidence, contribute to clearing resources, putting assets into circulation, avoiding loss and waste.

Requiring continued promotion of administrative reform, especially in the process of operating two-level local governments to shift the state from administrative management to creation and service, the Prime Minister directed ministries, branches and localities to focus on developing and applying science and technology, digital transformation and innovation; promoting the implementation of decentralization and delegation of power associated with power control and accountability; eliminating the "ask-give" mechanism; perfecting the organizational apparatus, building clean and strong agencies and units to prevent and combat corruption, waste and negativity, in accordance with the direction of General Secretary To Lam "Straighten-Strong-Effective-Effective-Effective", must prevent and combat corruption and negativity first and foremost and right in the agencies that prevent and combat corruption and negativity.

The Prime Minister also directed the building of a team of professional, disciplined, administratively disciplined cadres, civil servants and public employees with capacity, qualities, courage, integrity and transparency, meeting the requirements of the tasks; having drastic solutions to rectify and handle the situation of working half-heartedly, avoiding, pushing, and being afraid of making mistakes among cadres and party members, especially leaders and managers at all levels; promoting and improving the quality and effectiveness of propaganda and education work; promoting the supervisory role of the Fatherland Front, socio-political organizations, people and the press in the fight against corruption, waste and negativity; paying attention to dialogue, promptly handling and resolving people's recommendations, reflections, complaints and denunciations about corruption, waste and negativity...


The Prime Minister directed to continue to resolve and thoroughly handle 12 weak, loss-making projects with long-standing backlogs belonging to the Ministry of Industry and Trade and banks that must be transferred, and to summarize and report to competent authorities before December 5; focus on handling nearly 3,000 long-standing backlog projects according to the Politburo's policy, including the investment project to build the second facility of Bach Mai Hospital, the second facility of Viet Duc Friendship Hospital, Can Tho Oncology Hospital...

Emphasizing that corruption, negativity, and waste are "internal invaders" that must be fought for a long time, with difficulties and complexities, with prevention as the main focus. In the spirit of humanity, the Prime Minister requested that leaders of Party Committees under the Government Party Committee uphold their sense of responsibility and efforts, creating overall strength and high political determination, assigning "clear people, clear work, clear results, clear time, clear authority, clear responsibility" in preventing and combating corruption, waste, and negativity, making an important contribution to building a clean and strong Government Party Committee, contributing to building our Party as ethical and civilized./.
