Building a truly clean and strong National Assembly

At the Conference, delegates voted to approve the Working Regulations of the Party Executive Committee of the National Assembly for the 2025-2030 term, the working program for the entire term, and a number of other important contents.

Speaking at the Conference, National Assembly Chairman Tran Thanh Man stated: The requirements for the 2025-2030 term are very heavy, especially in concretizing the principle of comprehensive Party leadership; improving the quality, effectiveness and efficiency of leadership methods for the activities of the National Assembly and agencies in the National Assembly system; perfecting the coordination mechanism between the National Assembly Standing Committee, leaders of National Assembly agencies and the National Assembly Party Committee.

The four contents for comments today are of great significance in guiding the entire term. This is a set of effective “operational tools”, creating a clear and substantial change in Party discipline and discipline in the entire Party Committee of the National Assembly.

The National Assembly Chairman assessed that after the first Executive Committee Conference, the leadership and direction of the National Assembly Party Committee had achieved very clear initial results. Specifically, the working routine of the Party Committee was consolidated, enhanced, substantive, and innovative; the coordination between the National Assembly Standing Committee, the National Assembly leadership, and the National Assembly Party Committee was smoother; personnel work was focused on with the requirement of substantive assessment; inspection work was deployed in the right direction.

However, the National Assembly Chairman pointed out that there are still some issues that need more attention in the coordination mechanism; the innovation of leadership methods sometimes fails to keep up with requirements; the training and fostering of cadres still lacks strategic and long-term nature; it is necessary to further improve the quality of Party cell activities; strengthen discipline, order, and maintain solidarity within the Party...

The National Assembly Chairman assigned the Standing Party Committee, directly the Standing Deputy Secretary of the Party Committee and the specialized Deputy Secretaries to direct the Party Committee Office and the Party Committee Inspection Committee to fully absorb the opinions at the conference, complete the document, submit it for signing and issuance before December 3, 2025, to send a report to the Politburo, the Secretariat and send it to party organizations for serious implementation. The Party Committee Office completed the Conference Resolution and submitted it to the Standing Party Committee for signing and issuance.

The National Assembly Chairman emphasized that putting resolutions and regulations into operation must follow the motto: Proactive, resolute, effective; Unified, disciplined, exemplary; Substantive, transparent, and public will contribute significantly to promoting the requirements of building a professional, modern, democratic, and rule-of-law National Assembly.

Stating that there are only 30 days left until the end of 2025, the National Assembly Chairman requested that the subordinate Party Committees, the advisory and support agencies of the National Assembly Party Committee and each member of the Executive Committee closely follow the Program and work plan to lead and direct the Party organizations and units under their charge to complete the tasks of 2025.

Accordingly, the subordinate Party Committees will review, evaluate and classify the quality of collectives and individuals in 2025, summarize the Party building work in 2025 and deploy the 2026 tasks of the National Assembly Party Committee, to be completed in December 2025.

The Standing Committee of the National Assembly Party Committee presides over and coordinates with the Party Committee of the Fatherland Front and central mass organizations to lead and direct agencies to effectively implement the Politburo's Directives and Conclusions on election leadership.

The Standing Committee of the National Assembly Party Committee continues to lead and direct the serious and timely implementation of conclusions at key leadership meetings; resolutions, directives and conclusions of the Central Committee, Politburo, Secretariat; continues to lead and direct the successful organization of the 10th Session of the 15th National Assembly, the 52nd Session of the National Assembly Standing Committee; events commemorating the 80th anniversary of the first General Election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026), preparing for the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term...

The National Assembly Chairman noted that it is necessary to continue to promote leadership and direction to enhance digital transformation, implement the movement "Digital Education for the People - Digital National Assembly" throughout the Party; and soon establish an AI center of the National Assembly.

To promote the study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with the implementation of the responsibility of setting an example, the National Assembly Chairman suggested increasing self-criticism and criticism; resolutely preventing and combating degradation in political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; improving the quality of Party cell activities, innovating the leadership methods of Party committees, ensuring that they are consistent with the functions, tasks and specific activities of each agency in the National Assembly.

The Standing Committee of the National Assembly Party Committee proactively directs, urges, inspects, and supervises; periodically reports, promptly resolves difficulties and obstacles; more strongly arouses the spirit of "Solidarity, democracy, discipline, intelligence, creativity, and development" throughout the Party, contributing to building the National Assembly as a true embodiment of the great national unity bloc, the highest representative body of the people, and the highest state power body of our country.
