Reopening key transportation routes as soon as possible.

Following the recent heavy rains and floods, transportation infrastructure in Khanh Hoa province suffered severe damage, with many roads experiencing serious landslides and being cut off. Thanks to the efforts of the entire political system and maintenance units, most major transportation routes are now open to one-way traffic, with only National Highway 27C remaining cut off due to numerous landslides.

Following the recent floods, 32 out of 63 provincial-managed roads were affected. Of these, 27 were flooded and suffered landslides, while 15 experienced landslides. To date, the water has receded from the flooded roads, but the road surfaces are peeling and eroded, requiring prompt repair to ensure traffic safety. Preliminary statistics show that the 15 landslide-affected roads have 138 points of damage including bridge abutments, eroded retaining walls, and fallen trees. Roads severely affected by landslides and experiencing traffic disruptions include: National Highway 27C, National Highway 27, Provincial Road 9, Provincial Road 701, Provincial Road 703, and Provincial Road 707.

Since the morning of November 16th, Khanh Hoa Road Management and Construction Joint Stock Company (the road maintenance unit) has deployed more than 30 vehicles and 40 workers, divided into 3 teams, along with support forces, working day and night to repair landslides on Khanh Le Pass (National Highway 27C). Simultaneously, the company has also deployed dozens of workers and more than 10 pieces of equipment to Provincial Road 9 to repair landslides and strive to restore one-way traffic on the route. Mr. Le Thuan Doan, Director of Khanh Hoa Road Management and Construction Joint Stock Company, said that the section of National Highway 27C through Khanh Le Pass is severely damaged, with potholes, cracks, and subsidence making repair work very difficult. Due to continuous heavy rain at the top of the pass, many areas that had just been cleared have experienced further landslides, requiring rework. For areas requiring rock blasting, workers have to clear debris and clear the road as soon as blasting is completed to access the next point. Many workers and drivers have been working, eating, and sleeping at the pass for more than 10 days without being able to return home. Despite the difficulties and hardships, the workers are still working diligently through the night, simultaneously breaking rocks and repairing the road, working in shifts to quickly reopen the route and ensure traffic safety for passing vehicles.

Comrade Le Huyen - Vice Chairman of the Provincial People's Committee: Currently, the main traffic routes throughout the province have been basically repaired, ensuring normal traffic flow. Regarding National Highway 27C, the Provincial People's Committee has requested the Department of Construction to assign personnel to monitor landslide repair sites to assess the situation and promptly regulate traffic flow. The Provincial People's Committee has also issued a decision declaring a state of emergency due to natural disasters to address the damage to transportation infrastructure. Therefore, the Department of Construction is operating based on legal regulations and permitted mechanisms to organize the repair work on these roads, ensuring safety and timely completion. In addition, the Department of Construction is directing maintenance units to prepare forces to be ready to respond to new landslides arising under adverse weather conditions in the coming period; and to continue informing and advising the public and businesses to limit traffic on roads at risk of landslides and potential hazards during the rainy season.

Even as vital transportation routes were cut off due to landslides, provincial leaders personally inspected each location and instructed the Department of Construction and maintenance units to coordinate with local authorities to urgently address the consequences and reopen the roads as soon as possible.

Among the transportation routes in the province, National Highway 27C suffered the most severe damage. The Department of Construction directed the contractor to mobilize equipment and personnel to clear debris and repair the damage on the night of November 16th and announced a ban on traffic on National Highway 27C during the repair period from November 17th until further notice. Preliminary statistics show that there are 52 landslide points on the route, including 49 points of positive slope landslides and 3 points of negative slope landslides. For the positive slope landslide locations, the Department of Construction directed the maintenance unit to urgently clear the debris; to date, 37 points have been reopened to traffic in two lanes, and clearing is continuing to ensure traffic is restored as soon as possible. For the three locations where the embankment collapsed, causing complete subsidence of the road surface at Km26+350, Km36+700, and Km37+487, the maintenance unit has installed barriers, warning signs, and reinforced traffic safety systems. For the landslide locations on National Highway 27, Provincial Road 9, Provincial Road 701, Provincial Road 703, and Provincial Road 707, the Department of Construction has directed the maintenance unit to reinforce the road surface, maintaining traffic flow on half of the road; simultaneously, it has assigned the Traffic Works Maintenance Management Board to survey and study design options for reinforcing the embankment slope to maintain stability and prevent further landslides, and to consider hiring consultants to prepare documentation for the thorough remediation of these locations.

Mr. Nguyen Van Vinh, Deputy Director of the Department of Construction, said that to date, National Highway 27, Provincial Road 701, Provincial Road 703, Provincial Road 707, etc., have been urgently repaired and reopened by contractors. Provincial Road 9 has also been opened to one-way traffic by the construction unit, and they are continuing to increase manpower and machinery to open it to two-way traffic this week. Regarding National Highway 27C, in recent days, the 5th Military Region, in coordination with the Provincial Military Command and Khanh Hoa Road Management and Construction Joint Stock Company, has made efforts to remove rocks and clear debris to restore the road surface. However, there are still 5 locations where large rocks have slid down, blocking the road and making it impassable. Recently, the Department of Construction, in coordination with Road Management Area III, inspected the site and agreed to organize repairs at two locations within the project area under this unit's investment, at Km36+700 and Km37+487. (Not yet handed over to the Department of Construction for management). To ensure traffic flow on the entire National Highway 27C, the Department of Construction has sent a document requesting the Ministry of Construction and the Vietnam Road Administration to pay attention and direct the relevant units to expedite the remediation of these landslide locations as soon as possible.
