Break rocks and patch roads all night
After the flood, 32 out of 63 routes managed by the province were affected. Of these, 27 routes were flooded and eroded, 15 routes were eroded. Up to now, the flooded routes have receded but the road surface is peeling and eroded, needing to be repaired soon to ensure traffic safety. Preliminary statistics show that on the 15 landslide routes, there are up to 138 points of bridge abutments, wing walls, fallen trees, etc. Traffic routes with serious landslides and traffic disruption include: National Highway 27C, National Highway 27, Provincial Road 9, Provincial Road 701, Provincial Road 703, Provincial Road 707, etc.

From the morning of November 16 until now, Khanh Hoa Road Management and Construction Joint Stock Company (road maintenance unit) has dispatched more than 30 vehicles, 40 workers divided into 3 groups with support forces day and night to fix landslides on Khanh Le Pass (National Highway 27C). At the same time, the company also dispatched dozens of workers and more than 10 pieces of machinery to Provincial Road 9 to fix landslides, making efforts to open one-way traffic on the route. Mr. Le Thuan Doan - Director of Khanh Hoa Road Management and Construction Joint Stock Company said that National Highway 27C section through Khanh Le Pass was very badly damaged, the road surface had potholes, cracks, and mud, making the repair very difficult. Due to the continuous heavy rain at the top of the pass, many points that had just been cleared were again eroded, and had to be redone from the beginning. At the points where rocks were broken and blasted, workers had to clear the road, and they had to clear the blasting area to reach the next point. Many workers and drivers have been working and sleeping at the pass for more than 10 days and have not been able to return home. Despite the difficulties and hardships, the workers still work hard through the night, breaking rocks and patching the road, dividing shifts scientifically to soon clear the route and ensure traffic safety for passing vehicles.
Comrade Le Huyen - Vice Chairman of the Provincial People's Committee: Currently, the main traffic routes in the whole province have been basically repaired, ensuring traffic under normal conditions. Particularly for National Highway 27C, the Provincial People's Committee has requested the Department of Construction to assign people to be on duty at landslide repair points to grasp the situation and regulate the route soon. The Provincial People's Committee has also issued a decision to declare a natural disaster emergency to overcome the damage to traffic infrastructure. Therefore, the Department of Construction, based on legal regulations and permission mechanisms, operates the organization of construction and repair of these routes to ensure safety and on schedule. In addition, the Department of Construction directs maintenance units to prepare forces to be ready to respond to new landslides arising in adverse weather conditions in the coming time; continue to notify and advise people and businesses to limit traffic on roads at risk of landslides and potential risks during the rainy and stormy season.
Timely traffic opening on many routes
Right at the time when the main traffic routes were cut off due to landslides, the provincial leaders directly inspected each location and requested the Department of Construction and maintenance units to coordinate with the locality to urgently handle and overcome the consequences, and soon reopen the route.
Among the traffic routes in the province, National Highway 27C suffered the most damage. The Department of Construction has directed the contractor to mobilize equipment and human resources to carry out clearance and repair the consequences on the night of November 16 and announced a ban on traffic on National Highway 27C during the repair period from November 17 until further notice. Preliminary statistics show that there are 52 landslides on the route, including 49 positive slope landslides and 3 negative slope landslides. For positive slope landslide locations, the Department of Construction has directed the maintenance unit to urgently clear rocks and soil, and to date, 37 locations have been opened to 2-lane traffic and are continuing to clear, ensuring traffic reopening as soon as possible. For the 3 locations of negative slope landslides causing complete collapse of the road surface at Km26+350, Km36+700 and Km37+487, the maintenance unit deployed the installation of barrier and warning systems and strengthened the traffic safety system. For the landslide locations on National Highway 27, Provincial Road 9, Provincial Road 701, Provincial Road 703, Provincial Road 707, the Department of Construction directed the maintenance unit to reinforce the road surface, maintain traffic conditions on 1/2 of the road surface; at the same time, assigned the Traffic Works Maintenance Management Board to survey and study the design plan to reinforce the slope to maintain the negative slope, avoid further landslides, and study and hire consultants to prepare a file to thoroughly handle and fix these locations.

Mr. Nguyen Van Vinh - Deputy Director of the Department of Construction said that up to now, National Highway 27, Provincial Highway 701, Provincial Highway 703, Provincial Highway 707... have been urgently repaired and opened by contractors. Provincial Highway 9 has also been opened to one-way traffic by the construction unit, and is continuing to increase human resources and machinery to open to two-way traffic soon this week. Particularly for National Highway 27C, in recent days, Military Region 5 has coordinated with the Provincial Military Command and Khanh Hoa Road Management and Construction Joint Stock Company to make efforts to break rocks, clear and restore the road surface. However, there are still 5 locations where large rocks have fallen across the road, blocking traffic. Recently, the Department of Construction coordinated with Road Management Area III to inspect the scene and agreed to organize the repair of damage at 2 locations within the scope of the project invested by this unit at Km36+700 and Km37+487 (not yet handed over to the Department of Construction for management). To ensure the traffic flow on the entire National Highway 27C, the Department of Construction has sent a document requesting the Ministry of Construction and the Vietnam Road Administration to pay attention and direct units to speed up the progress of repairing these landslides as soon as possible.
