Imprints from government to people
After 3 years of implementing Resolution 12-NQ/TU of the Provincial Party Committee (now the City Party Committee), Hue City has continuously maintained its position in the top 5 national digital transformation index, ranking 2nd in 2021, 4th in 2022, 3rd in 2023 and 2nd in 2024. This result is marked by the consistent consultation and coordination of the Department of Science and Technology - the unit that plays a core role in organizing and implementing the city's digital transformation journey.
Digital transformation has been implemented synchronously by Hue on all three pillars: Digital Government, Digital Economy and Digital Society. Up to now, 95.1% of administrative procedures are provided online, 100% of qualified public services are fully implemented; 91% of people's and businesses' records are submitted online. 100% of electronic documents are digitally signed, with nearly 15,900 specialized digital certificates and nearly 15,000 official mail accounts. The satisfaction rate of people and businesses reached 88.93%, clearly reflecting the increasingly improved quality of service.
The most prominent mark is the Hue-S platform - a smart urban technology application. By 2025, Hue-S will have more than 1.3 million accounts; of which, over 815,000 are Hue residents, with an average of 25 million visits per year. Hue-S currently integrates nearly 50 essential digital services, from public administration, healthcare, education , on-site reporting to cashless payments..., helping people with just one Hue-S application to be able to perform smart urban service needs.
The Department of Science and Technology also pioneered the pilot application of the administrative work processing system to the "digital space", evaluating the performance of civil servants and public employees using digital data. Reviewing the application system, building a set of indicators to evaluate operational efficiency using digital data to serve the conversion of all state administrative management activities to digitalization. This is considered a step forward from experience-based management to data-based management.
The work of popularizing digital skills and raising community awareness has been widely implemented through the movements: "The whole country competes in innovation and digital transformation", "Digital education for all". Currently, 66.6% of the population has been popularized with digital skills, 100% of communes and wards have community digital technology teams. Digital transformation is no longer the sole responsibility of management agencies, but has become a movement of the whole society.
The representative of the Department of Science and Technology said that the unit always identifies digital transformation as not only a professional task, but also a responsibility for the long-term development of the city. Each digital platform that is created must truly serve the people and businesses and make the administrative apparatus operate more effectively and transparently.

Infrastructure investment for sustainable development
Implementing the Prime Minister's Project "Propaganda of advanced typical examples for the period 2022 - 2025", along with the implementation plans of the People's Committee of Hue City, emulation movements in the city were launched widely and synchronously. The Emulation and Reward Committee, Department of Home Affairs agreed to introduce the Department of Science and Technology as an advanced typical example of digital transformation and implement the movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste" in 2025.
In the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", the role of the Department of Science and Technology continues to be clearly demonstrated in the field of digital infrastructure and e-government. Up to now, 100% (483/483) of state agencies from city to commune level have connected to the Government's specialized data network. The shared data center, HueIOC Smart City Monitoring and Operation Center and the Information Security Center (SOC) are operated synchronously.
The entire city currently has 230 units registered to install BKAV's centralized anti-virus software on 5,661 computers, forming a solid "digital shield" for the administrative system. On average, each month, about 2 million cases related to cyber attacks, spyware, and viruses are prevented, isolated, and handled, ensuring information security for the government.
The highlight of the movement to promote infrastructure development this year is the association of development with savings and anti-waste. Sharing infrastructure, databases, software, digital signatures, online meetings, etc. has helped to significantly save on printing, meeting, and operating costs, while also shortening the time it takes for officials and civil servants to process work.
According to the Emulation and Reward Board, Department of Home Affairs, Department of Science and Technology is a unit that not only performs its professional tasks well, but also has a methodical, creative and effective way of doing things, creating a clear spread in the city's emulation movements such as digital transformation and development of synchronous and modern infrastructure associated with thrift practice and anti-waste. The title of "advanced model" is not only a worthy recognition, but also a motivation for the Department of Science and Technology to continue the journey of innovation and creativity for Hue to develop quickly and sustainably in the digital age.
