Many revenue targets were met or exceeded.

In the first 10 months of the year, total state budget revenue in the area is estimated at 11,800 billion VND, equivalent to 92.5% of the target set by the City People's Council resolution. Of this, domestic revenue reached approximately 10,400 billion VND, equivalent to 88.9% of the target and an increase of 18.5% compared to the same period last year. Revenue from import and export activities reached 1,271 billion VND, equivalent to 121.1% of the target and recording an increase of 28.4% compared to the same period last year. Revenue from aid and mobilized contributions reached 133.6 billion VND, 19.5 times higher than the target and 8.7 times higher than the same period last year.

Hue City's tax revenue alone reached VND 10,589 billion, achieving 93.8% of the Ministry of Finance's target, 90.5% of the City People's Council's resolution, and 119% compared to the same period in 2024. Excluding land use fees, the revenue reached VND 8,050 billion, equivalent to 90.6% of the Ministry of Finance's target and 90.4% of the City People's Council's resolution. It is estimated that by the end of the year, Hue City's tax revenue will reach VND 13,317 billion, achieving 118% of the Ministry of Finance's target and 116.6% compared to the same period.

While budget revenue collection is quite high compared to the same period last year, achieving the target of 15,765 billion VND, a 27.5% increase compared to the projected budget, remains quite difficult. This puts considerable pressure on the task of increasing budget revenue in the remaining months of 2025, especially given the complex and unpredictable global economic and political situation, and the numerous difficulties and challenges facing the domestic economy.

Furthermore, in October and November, heavy rains and floods occurred continuously, causing considerable damage to people and businesses. The city's tax authorities directed local tax offices and functional departments to assess the damage and focus on guiding taxpayers on tax and fee exemptions and reductions due to natural disasters. These practical solutions contributed to helping people and businesses overcome difficulties caused by natural disasters, but also had some impact on budget revenue.

Synchronize solutions

In its plan for the final month of 2025, the city also identified the need to continue monitoring and closely tracking the production and business activities of key and traditional industrial enterprises that contribute significantly to growth. This is to provide support policies, address difficulties and obstacles related to orders and consumer markets, and expand production scale, thereby increasing the production capacity of enterprises and contributing more to growth targets. The city will also monitor, urge, and promptly resolve difficulties and obstacles to accelerate the progress of projects that have already commenced. Furthermore, the city will focus on effectively implementing mechanisms and policies to promote industrial development, strengthening investment promotion and attracting investment in production and business projects in industrial zones and clusters; and effectively implementing trade promotion policies to maintain and expand export markets.

The effective implementation of Resolution 68 of the Politburo on the development of the private economy , aiming for approximately 1,000 newly established businesses by 2025, was also a priority. By the end of October, the city had 887 newly established businesses with a total registered capital of VND 11,148 billion, representing a 37.3% increase in number and a 4.2-fold increase in capital compared to the same period last year.

In order to fulfill the 2025 revenue collection target, the City Tax Department has launched a campaign to successfully implement the tax work plan for 2025. The proposed solutions are quite comprehensive, covering various aspects from professional work to supporting activities and public awareness campaigns.

Mr. Doan Vi Tuyen, Head of Hue City Tax Department, emphasized that the city's Tax Department is focusing all resources on implementing decisively and synchronously all solutions for managing tax collection, recovering tax debts, and combating budget revenue losses, striving to exceed the 2025 State budget revenue target assigned by the Ministry of Finance by at least 20%. The department will effectively and synchronously perform tax management functions such as taxpayer education and support; managing VAT declarations and refunds; inspecting and combating revenue losses, managing tax debts, and recovering tax debts; and managing e-commerce taxes. At the same time, it will review and strictly manage revenue sources and tax categories to ensure accurate and complete collection; and vigorously combat acts of fraud, tax evasion, and misappropriation of tax money.

However, focusing on solutions to achieve budget revenue targets in the final month of the year will put pressure on taxpayers, especially in the current situation. This is because most businesses in the area are small and medium-sized, with limited resilience and ability to cope with natural disasters and economic fluctuations. Furthermore, in this final month of the year, the resources of the city's tax authorities and local tax offices will be concentrated on a 45-day campaign to transition the tax management model from lump-sum to declaration-based for business households in the city, which will also significantly impact budget revenue collection. This presents a difficult challenge: accelerating revenue collection while maintaining fairness, transparency, and supporting taxpayers in their production and business activities.
