Nam Cao Street and TL 15 are located on the main artery connecting the center of Phu Bai ward with the north of Gilimex Hue Industrial Park and the former residential areas of Phu Son commune. Recently, a series of construction and site clearance projects have been implemented, and every day these two roads are "struggling" due to heavy trucks carrying soil, rocks, and materials passing by. On sunny days, convoys of trucks run one after another, creating a lot of dust. Motorcyclists often have to stay close to the roadside to avoid it. When it rains, the road surface becomes bumpy, and water accumulates into deep, dangerous holes.
Mr. Vo Van Hai, a resident living next to Nam Cao Street, shared: “It is very unsafe to travel on these two routes now. Large trucks carrying dirt and rocks pass by so quickly that if you don’t avoid them in time, you can easily get sucked down. It is even more dangerous at night because the road has no lighting system, and the truck lights are blinding, making traffic extremely dangerous.”
Mr. Le Quang Minh, a worker at Gilimex Industrial Park who often travels across Nam Cao and TL15 streets, said that many people have slipped, collided, or even had accidents just because they swerved to avoid a truck or sank into a flooded pothole. “During the past few rainy days, when I saw a truck from afar, I had to pull over to the side of the road, especially at dusk,” said Mr. Minh.
On the evening of November 13, witnessing the accident on Nam Cao Street (near the gate of Gilimex Industrial Park), many people became even more afraid. At this time, a female worker who had just finished her shift and was heading from the gate of Gilimex Industrial Park to National Highway 1A collided with a large truck going in the opposite direction. The collision caused the motorbike to be dragged a long distance, and debris was scattered everywhere. Luckily, the woman was only thrown to the side of the road so she was not seriously injured. Witnessing the image of the motorbike deformed and lying on the road, damaged, everyone shuddered.

Nam Cao Street and TL15 are narrow, peeling and eroded; the system of signs, reflectors and lighting are all lacking. Combined with the dense volume of trucks coming and going, this place has become a "black spot" with many potential accident risks.
Mr. Le Ba Minh Hai, Chairman of Phu Bai Ward People's Committee, said that local people have proposed relevant departments and agencies to promptly repair and renovate the road surface; at the same time, they requested measures to reduce traffic volume, transport businesses to comply with running hours, and carefully cover the sides of their vehicles to ensure traffic safety for people and vehicles traveling on these two routes.
“On November 26, Delegation Group No. 6 of the City People's Council met with local voters and people in the area and continued to make recommendations, hoping that the City People's Council delegates would pay attention to proposing relevant units to have solutions to fix and repair the above two roads so that people can travel conveniently and safely,” informed the Chairman of the People's Committee of Phu Bai Ward.
According to local authorities, the deterioration has not only occurred recently but has lasted for more than 10 years. Instead of only serving normal traffic needs, the two routes have become "construction roads" mainly serving vehicles transporting soil and rock from the mines in the southwest of Phu Bai ward. Therefore, to fundamentally solve the problem, in addition to upgrading the infrastructure, there needs to be a solution to strictly manage transportation activities: control load, speed, traffic time and responsibility of enterprises exploiting and transporting materials...
