Speaking at the Reception Ceremony , Colonel Ha Van Bac, Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention (A05) said that, in response to the requirement to gradually implement the generation of "digital citizens" in the context of national digital transformation, especially implementing the provisions of the Law on Children from November 11, 2025 to November 20, 2025, the A05 Department has coordinated with the Vietnam Association for the Protection of Children's Rights, the Central Committee of the Ho Chi Minh Communist Youth Union , with the support of international organizations, to carry out consultation and opinion gathering activities for nearly 2,800 children in 16 provinces and cities.

From the results of consultations and collecting children's opinions, Department A05 and functional units have formed an overall picture, obtained important findings and results on the current situation of children using services on the internet environment; measured risks and dangers that regularly and directly impact the safety and development of children. At the same time, it encourages children to participate in giving opinions, creating, and proposing solutions to ensure their own safety on the internet environment. These are important results with practical value, directly contributing to the orientation, planning, building, and strengthening of tasks and solutions to protect and support children's development on the internet environment in the period 2026-2030.
According to the survey results, 47.9% of children spend 1-3 hours/day using the Internet. 27.1% use less than 1 hour/day; 18.8% use 4-6 hours/day and 2.3% of children use more than 10 hours/day. The survey results also show that 100% of participating children have encountered at least 1 form of risk in the online environment.

Sharing at the reception ceremony , Kim Ha Ngoc Tan, a 9th grade student at Luan Thanh Secondary School, Thanh Hoa Province, believes that in today's digital age, cyberspace opens up opportunities for children to explore a huge source of knowledge, but it also carries many potential risks. Therefore, she wants to learn self-protection skills in cyberspace; risks are detected and handled promptly before they occur.
“Schools need to implement a comprehensive education program for students to use the Internet safely, effectively and responsibly, in which children will have a more proactive and responsible role when using the Internet. The community operates online groups (Zalo) to regularly share information about internet safety (warnings about fraud, abuse, kidnapping, etc.) for children. me People in the community need to raise awareness about protecting children online. If every adult knows how to support children, we will be much safer, ” she said. Kim Ha Ngoc Tan propose.
