Providing additional resources to help ethnic minorities rise up.

Over the past period, loans from the Social Policy Bank have helped many households in ethnic minority and mountainous areas to invest in economic development and stabilize their lives; providing additional resources to promote the socio-economic development of the province.

Recently, the Dong Xuan branch of the Vietnam Bank for Social Policies ( VBSP) disbursed loans to 61 households for building new houses or repairing existing ones under the socio -economic development loan program for ethnic minority and mountainous areas. For the people, this is not just a loan, but also a motivation to start a new journey.

Ms. La Mo Thi Noi (Phu Tien village, Phu Mo commune) said: “Thanks to a preferential loan of 40 million VND from the Social Policy Bank, plus support from the local program to eliminate temporary housing, my family has been able to build a solid house. Now that we have a new house, we can confidently work in the fields, raise cattle, and are determined to develop our economy so that our lives become more stable.”

Officials from the Vietnam Social Policy Bank and its Dak Lak branch visited an economic model of an ethnic minority household in Ea Tul commune.

In Soi Nga village (Xuan Lanh commune), Ms. Mang Thi Men's family also has a spacious new house thanks to a loan from the Social Policy Bank. Ms. Men said that previously, her whole family lived in an old, dilapidated stilt house but lacked the means to repair it. In 2024, she received a loan of 40 million VND from the Social Policy Bank, plus her savings and additional money borrowed from relatives, to build a spacious brick house; thanks to this, her children have a better place to study and no longer fear leaks or drafts.

In addition to receiving housing assistance, Ms. Mén's family also received a loan of 80 million VND from the Social Policy Bank to help them change their occupation. With this capital, she and her husband bought breeding cows. "Each cow is a form of savings. I believe that if we work hard, we can pay off the bank loan in just a few years," Ms. Mén said optimistically.

Mr. Nguyen Ngoc Hung, Director of the Dong Xuan branch of the Vietnam Bank for Social Policies, said that to date, hundreds of households in the area have accessed capital under Decree No. 28/2022/ND-CP. This capital not only helps people build houses but also creates conditions for them to develop production, gradually escape poverty, and improve their lives.

Similarly, Mr. Y Siu Dinh (a M'nong ethnic minority member from Ja hamlet, Hoa Son commune) also received a loan of 40 million VND from the Social Policy Bank's poverty alleviation loan program to build a house and 50 million VND to invest in buffalo and cattle farming. “Previously, my family struggled in a small, dilapidated house, and our income depended on the hired labor of both my wife and I. Thanks to the preferential loans from the government, we now have decent housing and the means to invest in livestock farming to develop our economy,” Y Siu Dinh shared.

According to Tra Van Tam, Director of the Krong Bong Branch of the Vietnam Bank for Social Policies, the unit regularly coordinates with socio- political organizations to review loan recipients through savings and loan groups in villages and hamlets. Based on this understanding of the situation, the branch advises local Party committees and authorities and proposes to higher levels the timely allocation of capital, ensuring that no poor households, near-poor households, or ethnic minority households in need of capital are left without support.

According to the Vietnam Bank for Social Policies (VBSP) Dak Lak Branch, in addition to credit programs such as loans for poor households, near-poor households, newly-escaped-poverty households, households engaged in production and business in disadvantaged areas, rural water and sanitation, disadvantaged students, and housing support for poor households, ethnic minority communities also benefit from social policy credit programs specifically designed for ethnic minorities and tailored to each region.

As of September 30, 2025, outstanding loans to ethnic minority households reached VND 4,494 billion (accounting for 32.3% of total outstanding loans), with over 101,000 customers still having outstanding debt. Specifically, loans to ethnic minority and mountainous households under Decree No. 28/2022/ND-CP reached VND 182.9 billion, with 3,624 customers. This includes VND 2.1 billion for production land support, with 44 households still having outstanding debt; VND 74.9 billion for housing support, with 1,887 households; and VND 105.9 billion for vocational retraining, with 1,693 households still having outstanding debt.
