Comrade Ho Quoc Phong, Secretary of the Party Committee of Cat Tien commune, said that currently, prolonged heavy rains in the upstream have caused the water flow to increase rapidly.

From 8:30 p.m. on November 19, 2025, Dong Nai 5 Hydropower Company increased the spillway discharge with the following parameters: Spillway discharge 595m³/s, turbine discharge 288m³/s, total water discharge downstream reached 883m³/s.

According to records, the water level of Dong Nai River through Cat Tien commune is rising, posing a risk of local flooding in many areas.
The People's Committee of Cat Tien commune has quickly deployed emergency response plans with the goal of protecting people's lives, limiting property damage, maintaining security and order, and protecting essential infrastructure works. The plan is deployed according to the "4 on-site" principle, including: On-site command, on-site forces, on-site means, and on-site logistics.
At the same time, proactively coordinate with the Command of Defense Zone 3 - Bao Lam and the Fire Prevention and Fighting Police, Rescue Police of the Provincial Police stationed in Da Teh commune to be ready to rescue people when an emergency occurs.

The plans focus on high-risk areas, including: Residential areas along rivers, streams, low-lying areas, underground roads, spillways; houses, buildings near the foot of slopes and hillsides; agricultural land, livestock barns, warehouses, factories close to the riverbank.
This morning (November 20), response forces including the Commune Police, Military Command, militia, village shock force, Buon Go, Commune Health Station, Fatherland Front and Cat Tien Commune organizations actively mobilized and guided people to evacuate; at the same time directed to brace houses and raise assets to limit damage.

Currently, the Dong Nai River has overflowed into the canal system, causing local flooding in some areas. The commune authorities call on people to stay calm and proactively protect themselves, their families and their property.

The People's Committee of Cat Tien Commune recommends that people, especially in low-lying areas, along rivers and streams, actively monitor the situation, report immediately when detecting incidents and absolutely do not travel, fish or collect firewood near areas where water is rising rapidly. At the same time, people need to pack up their belongings, raise their belongings and prepare to move their livestock to higher areas to protect their property.
