On the afternoon of November 23, at the flood center of Hoa Thinh (formerly Phu Yen , now Dak Lak province), the water gradually receded but the whole commune was still submerged in a thick layer of mud, houses collapsed, and fields were flooded. The school yard was still covered in water and mud.

From the early morning of November 20, many people in Hoa Thinh commune had to climb onto their roofs to avoid the flood, and rescue forces approached in extremely dangerous conditions. When the water receded, soldiers, police and militia "spread out" throughout the commune to support cleanup, relief, rebuild houses and restore schools.

Hoa Thinh is the area that suffered the most damage in the recent historic flood. The villages of Phu Huu, My Xuan 1, My Xuan 2, My Dien, Canh Tinh, Phu Dien... were all severely devastated. Many families lost everything and had to set up temporary altars in the middle of the yard when the water receded. To date, the whole commune has recorded 24 deaths and 1 missing person, hundreds of houses were deeply flooded, collapsed or damaged.

Phu Huu village school (Hoa Thinh Primary School) suffered heavy damage after the flood, many classrooms were washed away, books in the library were almost completely damaged, mud was still on the classroom floor and school yard.
