Speaking at the National Conference summarizing the Party's inspection, supervision and discipline enforcement work in 2025 and the 13th Congress term on the morning of November 24, General Secretary To Lam emphasized that looking back from the beginning of the term until now, we can see a very profound lesson: the more difficult the times, the better we must do the work of Party building and rectification.

During the 13th Party Congress, Party building and rectification work continued to be carried out resolutely and comprehensively, with many innovations, contributing to improving the Party's leadership capacity, governing capacity and fighting strength, and consolidating people's trust in the regime.
Party committees and inspection committees at all levels have made great efforts, endeavored, been resolute, proactive, and creative in comprehensively implementing work programs and plans, completing a huge amount of work.
On behalf of the Politburo and the Secretariat, the General Secretary warmly commended, praised and highly appreciated the achievements and results of the Party's inspection, supervision and discipline enforcement work in 2025 and the entire term of the 13th Party Congress.
Frankly admitting that there are still many limitations that need to be overcome, the General Secretary pointed out that some Party committees have not paid due attention to inspection and supervision work, self-inspection and supervision have not been well implemented; regular supervision is still weak, there are violations that are repeated many times over a long period of time but are slow to be detected; the capacity of a number of inspection officers has not kept up with new requirements; post-inspection monitoring and urging in some places is still not resolute, many violations have been pointed out but are slow to be corrected...
The General Secretary requested that these issues be promptly resolved to further improve the effectiveness of the Party's inspection, supervision and discipline work, meeting the requirements of tasks in the new period.

Do not leave "gaps" or "dark areas" unreachable
To improve the quality and effectiveness of inspection, supervision and Party discipline enforcement work in the coming term, the General Secretary requested comprehensive and effective implementation of tasks according to the Party Charter and tasks assigned by the Party Committee, not to leave any "gaps" or "dark areas" that the Party's inspection and supervision work cannot reach.
Strongly shift the focus of work to regular monitoring, proactive monitoring, early warning, and remote prevention; proactively monitor from the beginning and throughout all aspects of leadership, direction, and organization of implementation of resolutions, directives, conclusions, and decisions of Party committees at all levels, especially in the implementation of major breakthrough policies and decisions of the Party on national development in recent times. Ensure that all policies and guidelines of the Party are seriously and effectively implemented at all levels.
The General Secretary requested to promptly detect, inspect and resolutely handle party organizations and party members showing signs of degradation in political ideology, ethics and lifestyle; "self-evolution" and "self-transformation"; violations of things party members are not allowed to do, violations of regulations on exemplary responsibility; violations of Party principles and regulations and State laws; corruption, waste, negativity and group interests.
The General Secretary also noted the need to resolutely handle violations, but also resolutely protect those who boldly innovate, dare to think, dare to act for the common good of the country.
At the same time, effectively implement the work of inspecting and supervising the declaration and disclosure of assets according to regulations; supervise the resolution of "hot" issues that the public is interested in, such as the operation of the political system and state management in areas prone to corruption and negativity after restructuring the organization and apparatus; the implementation of key projects and works at the national and local levels...
Towards data-driven monitoring and control
The General Secretary noted that it is important to focus on building a streamlined, strong, and effective inspection committee at all levels. Building a team of truly courageous, honest, professional inspection officers who are "as clear as a mirror, as sharp as a sword", absolutely loyal to the Party, steadfast in the face of all difficulties, and not subject to any pressure, influence, or temptation.
At the same time, the General Secretary pointed out the need to strengthen training, fostering, and coaching to improve the professional quality of Party inspection cadres at all levels, especially in communes and wards.
According to the General Secretary's request, each inspector must have a firm grasp of the Party's guidelines, principles, and regulations; be proficient in their profession; be able to analyze, forecast, and detect problems early and from afar; and at the same time, must know how to listen, understand reality, and handle matters fairly, objectively, and in accordance with principles and procedures.
The General Secretary also emphasized the need to continue promoting digital transformation and the application of information technology; promoting connection and sharing of data smoothly, accurately and promptly to effectively serve inspection and supervision work throughout the entire political system, towards "inspection on data, supervision on data".
Strengthen coordination and information exchange between Party inspection and supervision agencies and Party organizations in handling difficult, complicated, and sensitive cases.
