VTV.vn - On the morning of November 24, Deputy Prime Minister Ho Quoc Dung chaired a meeting on 3 projects submitted by the Ministry of Justice according to the November 2025 Work Program of the Government and Prime Minister.

Attending the meeting were representatives from the Ministry of Justice, Public Security, Ministry of Health, Ministry of Ethnic Minorities and Religions, Ministry of Foreign Affairs, Government Office ...

At the meeting, relevant ministries and agencies gave their opinions on three projects, including the drafts: Decision of the Prime Minister promulgating the Plan to implement the Toolkit to prevent and handle acts of non-compliance with the law in the field of international adoption; Decision of the Prime Minister promulgating the Regulation on self-inspection of legal documents issued by the Government and the Prime Minister; Vietnam's National Action Program on civil status registration and statistics for the period 2025-2030.

Preventing and handling non-compliance with the law in the field of international adoption

Deputy Minister of Justice Phan Chi Hieu said that the Ministry of Justice is urgently completing the draft Decision to promulgate the Plan to implement the Toolkit to prevent and handle acts of non-compliance with the law in the field of international adoption for the period 2026-2030.

The draft was developed in the context of important Party documents emphasizing the need to protect human rights, civil rights, and especially children's rights, with a view of taking people as the center, the subject and driving force of national development. These documents identify the task of perfecting legal policies, enhancing the capacity of relevant agencies, and ensuring full implementation of international obligations in the field of child care, education, and protection.

Although Vietnam joined the Hague Convention in 1993 more than 20 years ago and promulgated the Law on Adoption in 2010, in practice there are still many legal and humanitarian risks in international adoption activities. To meet practical requirements, in March 2023, the Council for Policy and General Affairs (HCCH) adopted a Toolkit to support member countries in identifying, preventing and handling non-compliance with the law in this area.

The draft Decision of Vietnam aims at two main objectives. First, it is to ensure the best interests of children, prevent acts of exploitation, circumvention of the law or profiteering related to children, with special attention to children in special circumstances, ethnic minority children and children in border areas.

The second is to demonstrate Vietnam’s international responsibility as a member of the Hague Convention, thereby enhancing the country’s reputation in international judicial cooperation. The draft also includes directions for strengthening the capacity of agencies, raising awareness, perfecting legal policies, reviewing and organizing the implementation of documents related to adoption, preventing child trafficking, social security and supporting children to reintegrate into their families.

At the meeting, representatives of ministries and branches attending the meeting all agreed with the draft content, and the Ministry of Justice committed to fully absorb it to submit to the Government.

Concluding on this content, Deputy Prime Minister Ho Quoc Dung emphasized that the issuance of a Toolkit to prevent and handle acts of non-compliance with the law in the field of international adoption is an urgent requirement to overcome shortcomings in resolving international adoption in recent times.

The Deputy Prime Minister requested the Ministry of Justice to closely coordinate with ministries and branches, absorb as much of the comments as possible, and complete the draft to submit to the Government for promulgation as soon as possible, ensuring the completeness, consistency and feasibility of the Implementation Plan for the 2026-2030 period.

Perfecting the self-inspection regulations, unifying and enhancing responsibility in law-making

According to the Deputy Minister of Justice, to develop the draft "Decision of the Prime Minister on promulgating the Regulation on self-inspection of legal documents issued by the Government and the Prime Minister", a drafting team has been established. The Ministry of Justice has held many meetings with ministries and branches to discuss and finalize the content. The draft document has been posted on the Ministry of Justice's Electronic Information Portal to widely collect opinions from affected agencies, organizations and individuals.

The Ministry of Justice also organized a workshop to collect comments and ensure that the draft was fully accessed and commented on before being submitted to the Government.

The Draft Regulation aims to specifically and clearly stipulate the responsibilities and coordination mechanisms between agencies in the process of self-inspecting documents issued by the Government, the Prime Minister or jointly issued. The Draft emphasizes the requirement to specify the process for each stage and task, avoiding overlap or omission, while enhancing the initiative and responsibility of the units.

Concluding on this content, Deputy Prime Minister Ho Quoc Dung requested the Ministry of Justice to carefully review the entire draft to ensure that it does not contradict current legal documents. The development of the Regulation must inherit as much as possible the clear provisions, avoiding re-stipulating or complicating the apparatus.

The Deputy Prime Minister requested to ensure the consistency of the legal system; the responsibilities of each unit must be individualized and specifically regulated to improve the effectiveness of public service performance and the quality of self-inspection of documents, thereby contributing to perfecting the legal system and improving the effectiveness of state management.

Perfecting registration and household statistics, towards modern and comprehensive population management

Also according to Deputy Minister of Justice Phan Chi Hieu, the draft National Action Program on civil status registration and statistics for the 2026-2030 period was built on the basis of inheriting achievements from the 2017-2024 period and overcoming remaining shortcomings. The program aims to modernize and strongly digitalize the civil status sector, providing reliable civil status data and civil status statistics, effectively serving socio-economic policy making.

The draft requires continuing to increase the rate of birth and death registration and improve the quality of civil status statistics. At the same time, the implementation process needs to be linked to international integration, meeting the spirit of the Declaration of the Asia-Pacific Ministerial Conference on Civil Registration, aiming at the goal of comprehensive, universal and timely registration.

Regarding this content, the Deputy Prime Minister requested the Ministry of Justice to fully absorb the opinions of the Government Office, the Ministry of Public Security and other ministries and branches to complete the draft. The draft must clearly define the responsibilities of each ministry, branch and local government in organizing implementation. The Deputy Prime Minister also emphasized the need to connect and communicate civil status data between branches to effectively manage population movements.

The Deputy Prime Minister requested the Ministry of Justice to complete the dossier and submit it to the Government on schedule, ensuring that the Program is highly feasible and consistent with the goal of national digital transformation in the field of civil status.
