The high-level business delegation of the EU-ASEAN Business Council and the European Chamber of Commerce in Vietnam was led by Mr. Jens Ruebbert, Chairman of the EU-ASEAN Business Council, Managing Director for the Asia-Pacific region, Landesbank Baden-Wuerttemberg and Mr. Bruno Jaspaert, Chairman of the European Chamber of Commerce in Vietnam, and included nearly 40 leading EU businesses.

In his opening remarks, National Assembly Chairman Tran Thanh Man highly appreciated the delegation's working trip, which took place on the occasion of the 35th anniversary of the establishment of diplomatic relations between Vietnam and the European Union (November 28, 1990 - November 28, 2025). The large presence of European business representatives today shows the great interest of the business community in the Vietnamese market.

The National Assembly Chairman highly appreciated the practical and effective contributions of the EU-ASEAN Business Council and the European Business Association in Vietnam to the development of Vietnam-EU and ASEAN-EU relations, especially in economic-trade-investment cooperation.

The EU continues to be one of Vietnam's leading trade and investment partners, while Vietnam is the EU's 16th largest trade partner and the largest in ASEAN. The implementation of the Vietnam - EU Free Trade Agreement (EVFTA) has helped two-way trade between the two sides maintain a positive growth momentum, averaging 10 - 15% per year.
The two sides are actively discussing the content and roadmap for upgrading the relationship to a comprehensive strategic partnership, which will create a new framework to strongly promote trade and investment cooperation in the coming period.

The National Assembly Chairman emphasized that in the context of global trade competition and prolonged conflicts, Vietnam consistently affirms its policy of multilateralization, diversification, equal and mutually beneficial cooperation with all partners, including the EU and its member countries; promotes balanced and sustainable trade and investment cooperation, and is ready to actively coordinate and exchange with EU partners to find common solutions to remove difficulties and obstacles in trade and investment relations.

Vietnam considers the EU and the European-ASEAN business community as important partners in the process of economic and trade development and deep, substantive and effective international integration. Vietnam's consistent policy is to maintain political, economic and social stability; build an independent and self-reliant economy along with proactive and active international integration; promote strategic breakthroughs in institutions, infrastructure, human resources, science, technology, innovation and national digital transformation.

Talking to the delegation about the work of perfecting Vietnam's laws and institutions, the National Assembly Chairman said that Vietnam is promoting innovation in thinking about law-making and institutional reform in the direction of synchronization, transparency and development creation, ensuring that "the law goes first, paving the way for development".

“The National Assembly attaches importance to assessing policy impacts in a substantive manner and increasing consultation with businesses so that each policy promulgated is transparent and feasible. In the coming time, the National Assembly will continue to improve the quality of impact assessments, ensure consistency between laws, decrees and circulars, and at the same time expand policy space to encourage and facilitate both domestic and FDI enterprises,” the National Assembly Chairman affirmed.

Regarding macroeconomics and development, Vietnam is determined to maintain macroeconomic stability, control inflation and ensure major economic balances, while strongly shifting to a growth model based on science, technology, innovation and digital transformation in the 2026-2030 period.

The focus is on restructuring the economy, developing high-tech industries such as semiconductors, AI, clean energy and hydrogen; continuing to improve the transparent and stable investment environment, cutting administrative procedure costs, attracting high-quality FDI; supporting small and medium-sized enterprises and focusing on drastically implementing mechanisms under Resolution 68-NQ/TW and Resolution 193 of the National Assembly to promote the private sector to become an important driving force of the economy.

As a legislative body, performing legislative functions, supreme supervision and deciding on important issues of the country, the National Assembly Chairman stated that the Vietnamese National Assembly always pays attention to and closely follows issues related to the investment and business environment; economic and social development and creates policies to support businesses, especially foreign businesses, including investors from Europe.

The National Assembly Chairman said that the activities of the National Assembly are not only related to the promulgation of laws and resolutions, but also aim at monitoring, evaluating the implementation and reform of policies to create a transparent, fair and favorable business environment for enterprises.
Over the years, the Vietnamese National Assembly has implemented many important reforms in the legal system, with the aim of perfecting the legal framework for investment activities. The Vietnamese National Assembly is actively researching and adjusting policies and laws to suit practical requirements, creating favorable conditions for the development of the business community, while enhancing the competitiveness of the Vietnamese economy in the international arena.

The Vietnamese Party and State always pay attention to administrative reform, preventing corruption, waste and negativity, and creating a favorable environment for domestic and foreign investors.
The National Assembly Chairman highly appreciated the role and position of the Europe-ASEAN Business Council (EU-ABC) in connecting European businesses with ASEAN countries, including Vietnam.

The EU-ASEAN Business Council has made many practical contributions to promoting trade, investment and supporting the improvement of the business environment, especially in areas where the EU has strengths such as green transformation, circular economy, renewable energy, healthcare, food safety, pharmaceuticals, high technology and sustainable development. In addition, the EU-ASEAN Business Council is also an important bridge contributing to strengthening the trust and long-term cooperation prospects of European enterprises with Vietnam within the framework of the Vietnam-European Union Free Trade Agreement (EVFTA), the EVIPA is the Vietnam-European Union Investment Protection Agreement (EVIPA) and bilateral cooperation mechanisms between Vietnam and the EU.

The National Assembly Chairman believes that during the visit, European businesses will have more information and opportunities to explore the Vietnamese market and develop cooperation projects; affirming that Vietnam is always ready to be a reliable partner, bringing attractive investment opportunities and a favorable business environment to European businesses.
