Based on national target programs, Quang Ninh has prioritized strong investment resources for essential infrastructure systems in ethnic minority areas. Many inter-village and inter-commune roads have been concreted, making travel and trade more convenient for people. New power grids, schools, and medical stations have been built or upgraded, creating conditions for people to access public services equally. Residential areas in remote areas have changed significantly when centralized water supply works, cultural houses, and community playgrounds have been put into use.

Typically, in Ba Che district (old), in order to increase the rate of households using clean water, in March 2023, from the provincial budget, the district implemented the project to build Khe Tam reservoir in Nam Son commune, with a capacity of 1.2 million m³ and a total investment of 120 billion VND. The completed project has contributed to fundamentally solving the shortage of domestic water in the dry season, ensuring a stable supply of clean water for people in Nam Son commune and Ba Che town area (now Ba Che commune). At the same time, the project also meets the irrigation needs of local rice fields, creating favorable conditions for the development of sustainable agricultural production.
Thanks to the effective investment process, a series of clean water supply projects have been put into use such as: Upgrading Khe Lam domestic water to serve the villages: Khe Man, Lang Cong, Na Bap, Lang Cang (old Don Dac commune); clean water treatment station system of Khe Muoi Reservoir serving domestic water to the communes: Don Dac, Nam Son (old) and Nam Son Industrial Cluster.
Not only focusing on infrastructure, the province also focuses on supporting livelihoods so that people can escape poverty sustainably. The province has implemented many production development models suitable to the conditions of each region, such as growing medicinal plants, yellow camellia, large timber forests, etc. Technical training courses, guidance on production according to VietGAP standards, and provision of high-quality seedlings have helped people change their thinking and farming methods. In many localities, the average income of people has gradually improved; many households have become well-off from the comprehensive economic model associated with forests.
Mr. Ninh Van Din, Hai Son commune shared: “In the past, my family's economic life was very difficult. With the active propaganda of the local government, in 2023, my family invested in raising 70 Tien Yen chickens. After receiving loan support from the Commune Farmers' Association, I continued to invest in raising 300 chickens and 2,000 fish. Up to now, the chicken raising model has brought in an income of 150-200 million VND/year, and my family's life is better than before."

Along with economic development, social security policies are also implemented synchronously and promptly by the province. Many poor and near-poor households in ethnic minority areas are supported to build new or repair houses, access preferential credit policies, health insurance, and legal aid. Mobile medical examination and treatment programs and free medicine distribution are organized periodically, contributing to improving community health and reducing the burden of medical costs. The school system in the highlands is invested in spaciousness, ensuring better learning conditions for students.

At the same time, the preservation and promotion of traditional cultural identities of ethnic minorities are closely linked with the development of community tourism. Festivals such as Soong Co festival, Khieng Gio festival... continue to be maintained and become highlights to attract tourists. Many community tourism models have brought income to people through homestay services, cuisine and especially introduced and promoted many OCOP products typical of each region.
With the attention and drastic direction of the province, the joint efforts of all levels, sectors and the consensus of the people, the appearance of ethnic minority areas is increasingly improving. The material life of the people is increasingly improved, living conditions are improved, cultural identity continues to be preserved and promoted.
