On the morning of November 26, the Party Central Office held a national conference on the work of the Provincial and Municipal Party Committee Offices in 2025. Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat attended and directed the conference. Comrade Pham Gia Tuc, Party Central Committee member, Head of the Party Central Office chaired the conference.
The conference was held online from the Central Party Office to 34 provincial and municipal Party Committees and units under the Central Party Office.
Affirming the role of the Party's sharp and reliable general staff agency
Speaking at the Conference, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, emphasized that the work of the Party Committee Office is a special, comprehensive work, requiring loyalty, honesty, dedication, discipline, silent sacrifice, thoughtfulness, efficiency and above all, strategic vision, political courage, directly serving the leadership and direction of the Party at all levels. The Party Committee Office system has affirmed its role as a sharp, trustworthy comprehensive advisory body of the Party; the Offices have truly become "extended arms", centers for synthesizing and filtering information very effectively.
On behalf of the Politburo and the Secretariat, comrade Tran Cam Tu acknowledged, highly appreciated and commended the results that cadres, civil servants, public employees and workers of the Central Party Office and the Offices of Provincial and Municipal Party Committees have achieved in the recent past.
Emphasizing that the domestic and international situation in the coming time will pose new and extremely heavy requirements and tasks, comrade Tran Cam Tu suggested that the Party Committee Office system should focus on thoroughly grasping and seriously implementing the three major orientations that General Secretary To Lam directed at the 95th Anniversary of the Party Central Office and the Party Committee Office (October 18, 2025). That is, to promptly digitize the entire life cycle of documents and work records; build a standard shared data warehouse, ensuring security - safety - sustainability. Standardize processes, shorten processing time, fast and accurate retrieval. Develop digital capacity for office staff; combine discipline with creativity to advise concisely - on the right job - on time - easy to implement.
“Results and effectiveness in serving the leadership of the Central Executive Committee, the Politburo, the Secretariat, and Party committees at all levels are both the goal and the measure for the work of the Party Central Office and Party Committee Offices at all levels,” emphasized comrade Tran Cam Tu.
Improve quality, constantly innovate work
Regarding the direction and key tasks from now until the end of the 13th Party Congress term and in the coming time, comrade Tran Cam Tu suggested that the Party Central Committee Office and the Provincial and Municipal Party Committee Offices must continue to closely follow their functions and tasks, thoroughly grasp the new and important resolutions, directives and conclusions of the Central Committee and the Provincial and Municipal Party Committees to effectively implement the plans and programs set out. Strengthen close and timely coordination with relevant agencies, truly be the center of coordination, synthesis, ensuring advice, helping the Central Executive Committee, the Politburo, the Secretariat, the Provincial and Municipal Party Committees to lead and direct the successful completion of the Resolution of the 13th Party Congress, effectively deploy the socio-economic development plan. Participate in preparing the content and organization to successfully serve the 14th Party Congress; consider this an important political task of all comrades from the Office leaders to each cadre and employee.
In addition, closely follow the programs and work plans of the Central Executive Committee, the Politburo, the Secretariat, the Executive Committee, and the Standing Committee of the provincial and municipal Party Committees. Grasp the domestic and international situation to proactively do a good job of advising and proposing major, strategic policies, viewpoints, and solutions in all fields, especially new, sudden, complicated, important, and unprecedented issues.
"The staff needs to clearly state the problem, complete the plan, resources, have a roadmap and clear responsibilities in organizing implementation. Continuously innovate and improve the quality of appraisal work, contribute comments and proposals to reports and projects submitted to the Central Executive Committee, the Politburo, the Secretariat and the Executive Committees, Standing Committees of provincial and municipal Party Committees; increase information with forecasting and new developments" - Comrade Tran Cam Tu suggested.
At the same time, improve the quality, constantly innovate the coordination, monitoring, urging, inspection, supervision, and grasp the operational situation of the agencies, party organizations, party committees directly under the Central Committee, party committees directly under the provincial and municipal party committees to promptly report, reflect, and advise the Central Executive Committee, the Politburo, the Secretariat, the Standing Secretariat, the Standing Committees, and the Standing Committees of the provincial and municipal party committees to lead and direct all aspects of work. Advise on preliminary and final summaries of practices, especially new, creative, and effective models and methods at all levels, contributing to research and providing scientific and practical arguments to serve the development of projects to be submitted to the Central Committee, the Politburo, the Secretariat, and party committees at all levels. Advise on assessing the impact of each decision and have a mechanism to monitor and organize implementation.
Continue to strongly innovate thinking, leadership and direction methods, promptly amend, supplement and perfect the Working Regulations; consolidate and perfect the apparatus of the Party Central Office, Provincial and Municipal Party Committee Offices to be suitable, scientific and professional. Thoroughly overcome thinking, old ways and habits to improve work efficiency. Promote digital transformation, apply digital technology associated with reforming administrative procedures, operating processes and ways of organizing conferences and online meetings, each conference must be concise but truly effective. Focus on improving quality, reducing the number of documents and papers, the content of the documents must be concise, clearly stating the correct, focused and key issues.
Building a common standard data warehouse for the Party, building unified professional standards from the Central to the grassroots level, standardizing processes, from manual processes to digital processes, standardizing records, work, digital signatures, digital schedules, digital work assignments, digital reports, shortening processing time, ensuring progress, quality and efficiency of work.
Comrade Tran Cam Tu noted that the construction of a standard shared data warehouse is an invaluable asset of the Party. This data warehouse must be standardized in terms of structure, security, and information safety at the highest level, and must be sustainable to serve analysis, forecasting, and long-term strategic decision-making, not just for the sake of business and events.
Pay attention to the work of planning, training, fostering and using the staff; do a good job of training, exchanging expertise, skills and experiences to improve the level of consulting and service work, meeting the requirements of tasks in the new situation. Continue to uphold principles and standards, strengthen work discipline, information confidentiality, be modest and receptive; "do more than talk". Truly "diligent, frugal, honest, upright, impartial and selfless" as Uncle Ho taught; practice a scientific, modern, practical, effective and substantial working style. In particular, the Central Office must play a pioneering, exemplary and leading role in the system of Party Committee offices.
With the achievements and results achieved in the recent past, with the 95-year tradition of construction and development, comrade Tran Cam Tu deeply believes that all comrades working in the Office in the Party Committee system will continue to promote the glorious tradition, high sense of responsibility and existing experiences, strengthen solidarity, unity, make efforts, and strive to complete assigned tasks with the highest quality and efficiency. Regularly pay attention to building clean, strong, comprehensive Party agencies, organizations, and unions, worthy of being effective advisory and assisting agencies of the Central Executive Committee, the Politburo, the Secretariat, the Executive Committee, and the Standing Committees of the provincial and municipal Party Committees.
On this occasion, the Central Party Office awarded Emulation Flags to 5 groups; awarded Certificates of Merit from the Chief of the Central Party Office to 14 groups and 60 individuals with outstanding achievements in the past time; and at the same time, launched emulation movements in the coming time./.
