On the responsibility of the head of the Party Committee in receiving people, having direct dialogue with people and handling people's reflections and recommendations

(CPV) - The Politburo has just issued Conclusion No. 215-KL/TW dated November 23, 2025 on amending and supplementing Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo on the responsibility of heads of Party committees at all levels in receiving people, having direct dialogue with people and handling people's reflections and recommendations.

Accordingly, the Politburo agreed to amend and supplement a number of articles of Regulation No. 11-QDi/TW as follows:

Clause 2, Article 1 is amended as follows : "2. This regulation applies to heads of provincial and communal Party Committees; people who reflect, make recommendations, complain and denounce are citizens, cadres, Party members, representatives of agencies, organizations, units and relevant agencies, organizations and individuals".

Clause 8, Article 3 is amended: "8. Periodically every month, first quarter, 6 months, 9 months, year or suddenly report on the situation and results of receiving people and handling and resolving people's reflections, recommendations, complaints and denunciations as follows:

a) The provincial Party Secretary reports to the Politburo, the Secretariat, the Central Internal Affairs Commission , and the Central Propaganda and Mass Mobilization Commission.

b) The commune-level Party Committee Secretary reports to the provincial-level Party Committee Secretary, Internal Affairs Committee, Propaganda and Mass Mobilization Committee.

In Clause 1, Article 4, amended : "1. The head of the Party Committee periodically receives people as follows:

a) The head of the provincial Party Committee receives people at least 1 day a month.

b) The head of the commune-level Party Committee receives people at least 2 days a month.

Based on the actual situation of the Party Committee, locality, and unit, the head of the Party Committee shall arrange and publicly announce a fixed time to receive people during the month.

Article 5 is amended to read : "Reception and handling of reflections, recommendations, complaints and denunciations by heads of Party committees".

Article 7 amends the name "Handling of petitions, letters of reflection, recommendations, complaints and denunciations sent to agencies and units of the heads of Party committees".

Amend Clause 2, Article 9 as follows : "2. The Central Internal Affairs Committee shall preside over and coordinate with the Central Propaganda and Mass Mobilization Committee, the Central Inspection Committee, and the Central Organization Committee to advise and assist the Politburo and the Secretariat in guiding, urging, and inspecting the implementation of the Regulation; periodically report to the Politburo and the Secretariat. During the implementation process, if there are any problems that need to be supplemented or amended, they shall be reported to the Politburo for consideration and decision."

The Politburo requests Party committees and Party organizations at all levels to thoroughly grasp and strictly implement this Conclusion. During the implementation process, if any problems or shortcomings arise, promptly report to the Politburo through the Central Internal Affairs Commission.
