
Luc Hon commune was established from the merger of Dong Tam commune and the old Luc Hon commune, with 99% of the population being ethnic minorities. In recent years, the digital infrastructure in the commune has been invested in, agencies and units all have a system of equipment, computers connected to the Internet, covered by fixed and mobile broadband networks 3G, 4G, fiber optic network. Residential areas and cultural houses in villages have basically been covered by fixed and mobile broadband networks (3G, 4G) of the two network operators Viettel and Vinaphone. Therefore, the digital infrastructure in the locality in recent times has brought about clear results such as: Local leaders have directed on digital government, agencies and units in the commune have effectively used software such as: Online public service portal, document management software... Thereby, contributing to improving operational capacity, resolving administrative procedures more quickly and transparently.
The use of Zalo groups in leading and directing work from commune-level authorities to villages, between village chiefs and people has also brought about very positive results; information and policies are transmitted on the group so that people can grasp and implement them promptly... People have also gradually become familiar with digital platforms, online public services, and use social networking platforms to connect information and interact with the government.
Mr. Ngo Van Mau, Vice Chairman of Luc Hon Commune People's Committee, said: Digital infrastructure in the area has served digital transformation in the past time and has brought positive results. However, in some highland villages and hamlets, there are still weak or low signal points such as Ngan Vang Tren, Phieng Sap, Khe O, Cao Thang... In the coming time, the commune hopes to continue to receive attention and support from all levels and sectors, especially in investing and upgrading telecommunications infrastructure, covering the entire area, helping people in the highlands have more complete access to digital technology, contributing to the successful implementation of socio -economic development goals in the new period.

Currently, the province's telecommunications infrastructure basically meets the requirements for comprehensive digital transformation. There are more than 6,300 mobile transmission stations in the province, including nearly 150 5G stations; the population coverage rate of 4G mobile network reached 100% (up 27% compared to 2020). The whole province has 3 data integration centers, the WAN system covers communes, wards and special zones. Thanks to that, the government and people in mountainous communes can connect to the Internet to work and transact in the digital environment. However, currently, some mountainous areas, remote areas, especially border and island communes, still have weak signals or lack terminal equipment, making it difficult to access digital services.
Mr. Ha The Chinh, Deputy Director of Viettel Quang Ninh said: We are committed to accompanying the province to continue investing heavily in advanced digital infrastructure, including 4G and 5G coverage; expanding high-speed fiber optic cables to the village and ward levels and investing in data centers to serve the development of digital government, towards the goal of 5G coverage reaching 98-99% of the population by 2030.

Identifying investment in construction and development of telecommunications infrastructure to serve digital transformation is one of the most important factors. Therefore, Quang Ninh continues to coordinate with network operators to expand 5G coverage to 100% of commune centers, wards, special zones, industrial parks, schools, and hospitals, aiming to cover 60% of the population before 2026 and reach 99% before 2030; at the same time, focusing on developing platforms to provide advanced digital technologies such as AI, big data, and the Internet of Things in the form of "shared services".
Investing in digital infrastructure in remote areas has contributed to socio-economic development in localities, while promoting comprehensive digital transformation and successfully implementing Resolution No. 57-NQ/TW (dated December 22, 2024) of the Politburo on breakthroughs in science and technology development, innovation and digital transformation in Quang Ninh province.
