At the interactive program "Upgrade - Upgrade" held at the People's Committee of Binh Hung Hoa ward today, November 26, business households brought their problems to ask the tax authority, one of the most frequently asked problems was how to handle inventory without invoices and documents when converting to household declaration.

Many experts and representatives of relevant departments in the city... were also present, ready to support and advise small traders on new policies.

The interactive program "Upgrade - Upgrade" is part of the series of activities of the project "Together with businesses to become digital enterprises" 2025, organized by Tuoi Tre newspaper in coordination with many agencies and units.

Mr. Cu - a business owner in Binh Hung Hoa ward - said that he currently has a large amount of inventory purchased from small retail sources in the past, without invoices or documents. "So now how can we verify the correct regulations to prove that the goods meet the standards so that we can sell them to companies and factories?", he asked.

Mr. Cu also said that currently these goods without invoices cannot be sold to organizations and businesses because they cannot issue invoices, making business households very worried and hoping the tax authorities will resolve the issue.

Answering questions, Ms. Mai Thi Nghia Le - Head of the personal tax, business household tax and other revenue department, Ho Chi Minh City Tax Department - said that new decrees and circulars related to inventory determination are being revised and submitted to the Government and the National Assembly .

When issued, these documents will clearly stipulate how to handle inventory, how to record goods and accounting responsibilities of business households. Currently, according to the regulations and conversion plan, tax is calculated according to the ratio/revenue method, not based on revenue - expenses. Only when calculating according to the revenue - expenses method is inventory related.

However, to ensure transparency, the tax authority recommends that business households still need to make a list and fully record all purchases and sales to verify the origin of goods, and also refer to the guidance of the market management agency.

The tax authority notes that in cases where the origin of goods is unclear and cannot be verified by the competent authority, the sale will pose risks to both the seller and the buyer. If a special situation arises, the business household should directly contact the tax officer in charge as well as the market management agency for specific instructions for each case.

The tax representative added that the area outside the hall has a support team consisting of technical experts and tax experts, ready to answer detailed questions, especially related to old inventory or transactions that occurred before the implementation of electronic invoices. A business household asked if he operates in the agricultural sector and opens a farm, does he have to pay taxes?

In response to this issue, Ms. Mai Thi Nghia Le said that according to current regulations, forestry and agricultural businesses will be exempt from tax, but in case of service provision, they may have to pay tax. To be clear, she said that the unit needs to bring relevant documents and records of its activities to the local tax authority to get an accurate answer.

Sharing at the program, Ms. Truc Anh, representative of Vinh Thuan business household (Binh Hung Hoa), said that the conversion from contract household to declaration household helps to be transparent, control cash flow, clear output - input. Once the cash flow is transparent, it will help business households easily access capital from banks. Transparent tax declaration also helps reduce future risks.

"I am confident in my decision to convert to tax declaration, and believe that this is the right decision. It will be a bit difficult at first, but you will gradually get used to it, so businesses should not worry too much," Ms. Anh emphasized.

From the business perspective, Mr. Nguyen Van Thang, representative of Toan Thang Heat Transfer Printing - Garment Company Limited, said that changing from lump-sum tax to declared tax at this time is appropriate because thanks to clear invoices and documents, the unit can easily access and do business with many partners and large enterprises. In addition, it is also necessary to convert to meet current needs and expand in the future.
