Vietnam consults on the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons in Vienna, Austria

Information from the Permanent Mission of Vietnam to the United Nations said that from November 24-25, 2025, in Vienna (Austria), Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the United Nations in New York, in his capacity as the designated President of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), chaired consultation activities with regional groups, member states and relevant international organizations based in Vienna, including the International Atomic Energy Agency (IAEA).

The consultation activities aim to prepare the content and process for the 11th NPT Review Conference. This is part of a comprehensive consultation plan that Vietnam will implement from now until the Conference scheduled to take place in April 2026.

During the working trip, Ambassador Do Hung Viet and Ambassador Vu Le Thai Hoang, Ambassador of Vietnam to Austria and Head of the Permanent Delegation of Vietnam to the United Nations and international organizations in Vienna, met and discussed with NPT member countries of the Non-Aligned, Eastern European and Western European groups and other countries; and conducted bilateral consultations with China, Russia, France and Argentina.

Ambassador Do Hung Viet also worked with IAEA leaders, spoke at a roundtable discussion with non- governmental organizations chaired by the Vienna Institute for Disarmament and Non-Proliferation Research (VCDNP); and attended and spoke at an experience-sharing event to prepare for the 2026 NPT Review Conference organized by the United Nations Institute for Disarmament Research (UNIDIR).

At the meetings, representatives of countries and organizations welcomed Vietnam's role as Chair of the NPT Review Conference in 2026, especially in the context of a complex international security environment.

Many countries called on Vietnam, as Chair of the Conference, to have a balanced, constructive and realistic approach; affirming to continue to closely coordinate with the Chair to bring about substantive results at the Conference. Member States reaffirmed the value of the Treaty and the NPT review process in maintaining peace, security and promoting sustainable development in the world .

The consultations discussed in depth the directions and contents that need attention at the Conference on all three pillars of the Treaty: nuclear disarmament, non-proliferation of nuclear weapons and the use of nuclear energy for peaceful purposes. Many countries emphasized that the President should pay attention to hot-spot issues such as the Middle East Nuclear Weapon-Free Zone, challenges from new technologies, promote measures to strengthen technical cooperation and improve the effectiveness of IAEA operations.

Speaking at the consultation sessions, Ambassador Do Hung Viet emphasized that assuming the responsibility of Chair of the NPT Review Conference is Vietnam's practical contribution to international peace and security.

Ambassador Do Hung Viet affirmed that he will continue to promote constructive dialogue, encourage the spirit of cooperation, compromise and creativity, and ensure the consultation process is open, fair, substantive and transparent. The Ambassador called on countries and international communities to make maximum efforts so that the Conference has a positive discussion atmosphere and achieves substantive results, strengthening each pillar of the Treaty.

Partners, international organizations and non-governmental organizations appreciated the Chairman's spirit of listening and proactiveness, affirming their readiness to closely coordinate to contribute to the success of the 2026 Conference.

During the working trip, Ambassador Do Hung Viet and Ambassador Vu Le Thai Hoang also visited IAEA laboratories on the application of atomic energy for peaceful purposes.

Here, IAEA experts affirmed their commitment to continue promoting and strongly supporting developing countries in deploying and expanding nuclear applications for sustainable development, especially in the fields of health, agriculture and environment.

The IAEA highly appreciated Vietnam's efforts and contributions in recent times, and expressed its wish to strengthen cooperation with Vietnamese research institutions and authorities to further promote the application of atomic energy for peaceful purposes in Vietnam and in the region.
