
Previously, the Prime Minister witnessed Ho Chi Minh City and the World Economic Forum (WEF) issue a joint statement on initiatives to promote smart manufacturing and responsible industrial transformation in Vietnam.
Next, Mr. Borge Brende, Executive Chairman of WEF, gave a recorded speech on WEF's strategic orientation in promoting global dual transformation and strengthening cooperation with countries, including strategic cooperation with Vietnam.
In the dialogue program lasting more than 60 minutes, Prime Minister Pham Minh Chinh answered many questions on issues of strategic significance from moderator Stephan Mergenthaler, Managing Director of WEF.
Answering the first question about lessons from the past to look to the future, Prime Minister Pham Minh Chinh repeated President Ho Chi Minh's saying: "Nothing is more precious than independence and freedom" and said that in 80 years of independence, Vietnam has had more than 30 years of war and 30 years of embargo. Vietnam advocates putting the past behind, respecting differences, exploiting commonalities, looking to the future to become good friends and reliable partners with all countries; therefore, many of Vietnam's former enemies have become strategic partners, comprehensive strategic partners today.
On the other hand, the Prime Minister said that agriculture and rice civilization have helped Vietnam transform from a poor, backward, underdeveloped, war-ravaged country into a developing country, eliminating hunger and reducing poverty. Next, industry has helped Vietnam become an upper-middle-income country. Currently, Vietnam has determined that science and technology, innovation, and digital transformation will help Vietnam become a developed, high-income country by 2045.
"Our slogan is to look far and wide, think deeply and do big. The 2045 target is very challenging but we cannot avoid it, because the Communist Party of Vietnam has no other goal than to protect independence, sovereignty, unity, territorial integrity, and for the people to be increasingly prosperous and happy," said the Prime Minister.

Factors that help Vietnam to be resilient in a volatile world
In the second question, the moderator asked the Prime Minister – who has just returned from the G20 Summit in South Africa – to further analyze the factors that help increase Vietnam's resilience in a very volatile world.
The Prime Minister said that Africa is a huge development space where countries and partners around the world can work with African countries to exploit its unique potential, outstanding opportunities, and competitive advantages for development. On the other hand, Africa is very confident in organizing the G20 Summit and the delegations participating in the G20 Summit clearly demonstrated the spirit of solidarity and unity with Africa.
According to the Prime Minister, the main theme of this G20 Summit is solidarity, equality, and stability, reflecting the current needs of the world; because solidarity creates strength, cooperation creates benefits, and dialogue strengthens trust.
The conference also pointed out the great challenges of the world today: political polarization, economic separation, institutional fragmentation, and development differentiation. World economic growth slowed down after the COVID-19 pandemic, global government debt increased; world trade declined; supply chains were broken; production and business stagnated; jobs and livelihoods of people were reduced... Along with that are non-traditional security issues such as natural disasters, population aging, resource depletion, cyber security, the dark side of artificial intelligence...
"We must accept these risks to see opportunities and advantages. The optimistic thing is that, through difficulties and pressures, humanity needs to make more efforts and strive higher. Second, despite polarization and fragmentation, peace, cooperation and development are still the main trends. Third, science and technology, innovation, digital transformation and green transformation are new development drivers, the connecting thread, contributing to overcoming the difficulties and challenges that the world is facing. Regarding economic connectivity, countries are also making efforts to overcome supply shortages and disruptions," the Prime Minister said.
The Prime Minister pointed out that in the difficult context, the world economic growth slowed down, but Vietnam's economic growth increased; the world public debt increased but Vietnam's public debt ratio decreased; the scale of the economy and GDP per capita increased. National defense and security were maintained, politics and society were stable, and the national position increased.
The Prime Minister said that Vietnam's achievements were thanks to the leadership of the Communist Party with the greatest goal of independence, freedom, prosperity and happiness of the people; the spirit of great national unity; the strength of the people and businesses, the people making history; combining national strength and the strength of the times; persevering on the path to socialism, maintaining independence and autonomy, building an independent and autonomous economy associated with proactive and active international integration, deeply, substantially and effectively.

5 groups of solutions for green transformation, digital transformation
In the third question, the coordinator asked the Prime Minister to share about the role of dual transformation (digital transformation, green transformation) for Vietnam.
The Prime Minister emphasized that this is an objective requirement, a strategic choice, and a top priority for Vietnam in the process of rapid and sustainable development; digitalization and greening are two parallel aspects of a process, closely related to each other, promoting each other.
To transform, we must first raise awareness of the position, role, and importance of dual transformation; from there, turn it into action, specific, feasible, and effective solutions, including 5 groups.
Accordingly, it is necessary to perfect the institution, the institution must lead the way; Vietnam is making efforts to turn the institution from a bottleneck into a national competitive advantage. Develop green infrastructure, digital infrastructure, typically energy infrastructure, electricity infrastructure, including green power sources, green power transmission, green power distribution, green power use, green power prices; build a correct, sufficient, clean, and live database. Train human resources to meet the needs of transformation; apply smart governance.
At the same time, there must be mechanisms and policies to mobilize resources, promote public-private cooperation, effectively exploit State resources, State capital has a leading role, activates and mobilizes all social resources, non-State resources, resources of enterprises, of the people; at the same time, mobilize external resources, taking internal resources as fundamental, strategic, long-term, decisive, external resources as important and breakthrough. In particular, regarding external resources, the Prime Minister clearly stated that it includes cooperation to attract capital, transfer technology, train human resources, governance, etc.
The Prime Minister said that Vietnam is resolutely implementing three strategic breakthroughs in institutions, infrastructure, and human resources. Accordingly, institutional breakthroughs help facilitate people and businesses, reduce compliance costs; modern infrastructure to reduce input costs for businesses and participate in the global value chain; and training high-quality human resources to meet transformation needs.

Must mobilize all resources in society
Next, answering the question about the role of small and medium enterprises and innovative start-ups, the Prime Minister emphasized that in the development process, it is necessary to mobilize all resources in society, including large and transnational enterprises, but small and medium enterprises are no less important, especially when these enterprises account for 95-97% of the total number of enterprises in Vietnam, contributing greatly to economic growth, job creation and social security.
Recently, the Politburo issued Resolution 68 on private economic development, identifying the private economy as the most important driving force of the economy, including small and medium enterprises. These enterprises need open institutions, smooth infrastructure and policies to train human resources and foster management for them. In addition to about 1 million enterprises, Vietnam also has about 5 million business households, which also need attention to develop into enterprises.
Regarding innovative startups, the Prime Minister said that Vietnam has many programs, movements, activities, and policies to encourage this among students and support startup activities. Vietnamese people in general and students in particular are passionate about new things and want to contribute to the country.
"From the root of patriotism, we encourage, support, and train to turn innovative startups into a movement and trend, and hope that WEF will contribute to this, especially in emerging industries such as artificial intelligence, quantum, semiconductor chips, etc. The State must create, and young people must be pioneers in startups," said the Prime Minister.

ASEAN Vision is the vision of the times
In the next question, the moderator asked the Prime Minister to share about ASEAN's long-term vision as well as ASEAN's role in the global economy.
According to the Prime Minister, Vietnam's development is inseparable from the development of the region; Southeast Asia is a dynamic region and the center of growth in recent decades. The ASEAN Declaration shows the spirit of solidarity and unity in diversity, maximizing the core values and cultures imbued with the national identity of the countries.
The Prime Minister said that the ASEAN vision is the vision of the times, which is rapid and sustainable development, becoming a developed region by 2045. To do so, solidarity and unity within ASEAN are most important and to develop, there must be stability, so conflicts must end.
Along with that, we must cooperate to exploit the unique potential, outstanding opportunities, and competitive advantages of each country and turn them into advantages and opportunities for the whole region.
Third, ASEAN must keep up with the times, developing the pillars of science and technology, innovation, greening, and digitalization. Accordingly, it is necessary to build a common database and connection to develop artificial intelligence; currently, ASEAN is building a common power grid and moving towards building a common digital infrastructure.
Fourth, we must promote cultural diversity, exploit commonalities to the fullest to turn culture into ASEAN's strength, develop cultural and entertainment industries, so that cultural workers can make a living from their profession and people can enjoy cultural values.
On the other hand, ASEAN needs solidarity and support from the international community and businesses, and must promote cooperation with other countries and regional and international organizations. The spirit is that the State must create and harmonize institutions between the country, the region, the world, pioneering businesses, public and private sectors working together, the country develops, and the people and businesses benefit. From there, build a rich, peaceful, prosperous ASEAN region, contributing to world peace and development.

Vietnam is ready to play the role of bridge
Coordinator Stephan Mergenthaler asked, what is Vietnam's role in promoting the spirit of dialogue at the international level, which is also the main topic at the upcoming WEF Davos?
The Prime Minister pointed out that issues such as political polarization, economic division, institutional fragmentation, and development division all need dialogue to strengthen trust. Therefore, it is necessary to activate the common values of the peoples of the world; only dialogue can resolve the problem without causing loss. All conflicts must be resolved through dialogue, by law, and the United Nations Charter.
Therefore, the theme of "dialogue" is very important, very necessary, has a calling, motivational and highly pervasive nature, the Prime Minister emphasized.
Regarding Vietnam's role, the Prime Minister said that Vietnam consistently pursues an independent and self-reliant foreign policy for peace, friendship, cooperation and development, multilateralization and diversification, and is a good friend, a reliable partner and a responsible member of the international community. Vietnam is ready to play a bridging role, build and participate in international and regional dialogue programs to help resolve issues such as conflicts. Many countries also asked Vietnam to promote its role in helping places that do not understand each other to understand each other.
The Prime Minister recalled that Hanoi was the venue for the meeting between US President Donald Trump and North Korean Chairman Kim Jong Un in 2019. Vietnamese leaders met with both Russian President Putin and Ukrainian President Zelensky, with the goal and viewpoint of helping the two sides understand each other better, come closer together, and share each other's difficulties.
Vietnam itself is a model of putting the past behind us, respecting differences, exploiting commonalities, looking towards the future, and engaging in dialogue in the spirit of fairness and mutual respect.
"During the war, we still fought on the front but also held dialogue at the negotiating table to bring peace, independence and autonomy to the country. We are ready to work with WEF and partners to promote dialogue in conflict areas, places where there is still doubt and distrust to bring peace, cooperation and development to all countries, leaving no people behind," said the Prime Minister.
Create a creative space for young people

Regarding the content of preparing the young workforce for AI tools, the Prime Minister said that the movement of the country requires the movement of everyone. Under the leadership of the Communist Party of Vietnam, in preparation for the 14th National Party Congress, Vietnam has a foundation of policies and guidelines in strategic, key and important areas to prepare to enter a new era, an era of strong, civilized, prosperous development, happy and prosperous people, firmly moving towards socialism. And in all these policies, people are still the center, the subject, the goal, the resource and driving force of development, including the young generation.
The Prime Minister stated that it is necessary to help the young generation raise awareness of green transformation and digital transformation; create opportunities for them through institutions and legal frameworks so that they can contribute, unleash their creativity, and pioneer in digital transformation; create a knowledge foundation, improve the qualifications of the young generation through study and training; encourage and support the young generation in starting a business such as taxes, fees, charges, credit interest rates, etc.; support in training and recruitment of labor to attract talented and capable people; help connect with young people around the world, share experiences about successes and failures, etc.
"In short, we must raise awareness among young people, make them confident, equip them with knowledge, support resources, and create space for them to be creative and devote themselves, with a spirit of accepting risks and protecting them when they encounter risks, so that if they do encounter risks, they will not be affected too much; the spirit is harmonious benefits and shared risks," said the Prime Minister.
Once again, I would like to express my sincere thanks to WEF for always accompanying, understanding and sharing with Vietnam, including cooperation in organizing the Autumn Economic Forum. The Prime Minister suggested that both sides be more determined, make greater efforts, act more decisively, share vision, actions and results; encourage each other in favorable times, opportunities and difficulties; always respect each other for intelligence, time and timely decisiveness; with the spirit of "resources originate from thinking, motivation originates from innovation, strength originates from the people"./.
