Giving comments on the draft revised Law (Press) at the 10th Session of the 15th National Assembly , delegate Mai Van Hai - National Assembly Delegation of Thanh Hoa province expressed his agreement with the Government's Submission as well as the Verification Report on the draft revised Law on Press.

To continue contributing to perfecting the draft law, delegates contributed some opinions as follows:

The first issue is the State's policy on press development, stipulated in Article 10: This issue, according to the summary report of the Press Law in 2016, shows that state budget expenditure for the press is still very low, regular expenditure is below 0.5%, investment expenditure is below 0.3%. Some large press agencies have not received orders from the state budget, advertising revenue in the context of digital technology has decreased, especially print newspapers, revenue from online advertising of press agencies is about 30%.

This is a very difficult problem, causing financial pressure on revolutionary press agencies, especially local press agencies, which has affected press activities. Therefore, in order for press agencies to perform well the tasks of information and propaganda, serving political tasks, essential information and policy communication, delegates suggested that it is necessary to review to have better support and tax incentives, have policies to assign ordering tasks to press agencies to reduce financial pressure on press agencies, and have salary policies so that journalists and reporters can work with peace of mind.

The second issue, regarding representative offices and resident reporters of Vietnamese press agencies, is stipulated in Article 22: In point c, clause 1, "the press agency specified in point b of this clause shall appoint a maximum of no more than 3 resident reporters to work independently in a province or centrally-run city."

These are non-public career press agencies, 100% autonomous units, operating under the corporate financial mechanism. Therefore, delegates proposed to consider not regulating no more than 3 reporters, but only regulating the principle of arranging resident reporters to work in the province, and leaving the specific number to the press agency to decide, in accordance with each locality and different provincial areas.

In Clause 2, Article 22, "The Provincial People's Committee is responsible for inspecting the operating conditions of resident agencies, representative offices, and resident reporters." Through summarizing the implementation of the Press Law, it is shown that the operation of representative offices and resident reporters has caused frustration in some localities and businesses. The reason is that some press agencies have lax management and lack of control, allowing a number of journalists, reporters, and collaborators to take advantage of the name of the press for personal gain. The representative office models of press agencies are very different.

Delegate Mai Van Hai basically agreed with the draft law on decentralization to the People's Committees at the provincial level to be responsible for state management of the press, but suggested that the People's Committees at the provincial level should only be responsible for inspecting the operating conditions of representative offices and resident reporters of press agencies that are non-public service units, while the resident offices of press agencies that are public service units of the central government, the Government, ministries, branches, and organizations in the province should be assigned to the managing press agencies responsible for inspection, and the People's Committees of the provinces should only carry out the responsibility of coordination.

The third issue is in Article 31, the responsibility of press agencies when opening content channels on cyberspace, delegates basically agree as in the draft, press agencies are responsible for copyright content when posting information on cyberspace content channels.

In reality, in addition to beneficial information that contributes significantly to the struggle to protect the Party's ideological foundation, creating favorable conditions for spreading official information, good people and good deeds, the explosion of digital technology has made social network space an indispensable part of people's lives, but along with that there is also a lot of bad, toxic, distorted information that defames the Party, the State, and national and ethnic interests.

Therefore, delegates suggested that in addition to the responsibilities as in the draft, it is necessary to add the responsibilities of press agencies when opening content channels on cyberspace. They must be responsible, together with the competent authorities, to effectively fight against bad and toxic information on cyberspace, defaming the Party and the State, and harming the interests of agencies, organizations, individuals, national and public interests.

Clause 1, Article 31, delegate Mai Van Hai agreed with the Inspection Report of the Committee on Culture and Society on copyright issues, the phenomenon of copyright infringement, quoting, copying, printing articles between newspapers without permission, without citing the source is common, especially in some newspapers of some electronic newspapers. Therefore, the delegate suggested that there should be regulations to protect copyright when posting and broadcasting on cyberspace to protect copyright as well as to improve the quality of articles.
