Promote the program of sending workers to work seasonally in Korea

In recent times, the Program of sending Vietnamese workers to work seasonally in Korea has contributed to job creation and increased income for workers in many localities across the country. At the conference to review the activities of sending workers to work seasonally in Korea under the form of cooperation between localities of Vietnam and Korea, organized by the Ministry of Home Affairs in coordination with the People's Committee of Can Tho City at the end of November 2025, the Department of Overseas Labor Management (Ministry of Home Affairs) informed that by the end of November 2025, the total number of workers who had gone to Korea under this program was over 10,000 people.

Delegates discussed the advantages and difficulties of sending Vietnamese workers to work seasonally in Korea.

According to Mr. Vu Truong Giang, acting Director of the Department of Overseas Labor Management, the program has brought practical results to workers. The average income of workers in Korea ranges from 30-47 million VND/person/month, excluding food and accommodation costs and not including overtime pay. It is estimated that after working for 5-8 months, workers can save from 150-320 million VND. The Korean side also highly appreciated the cooperation program because it has contributed to solving the shortage of human resources in agriculture , especially during the peak crop season in localities.

Can Tho City is one of the units proactively implementing the program. Mr. Nguyen Ngoc Phuoc, Head of the Department of Labor and Employment, Department of Home Affairs of Can Tho City, said that every year, the Department advises the City People's Committee to issue a plan to implement the seasonal labor program; which clearly defines: the process of signing a cooperation agreement; subjects and conditions for participation according to the requirements of the signed agreement; organizing Korean language teaching, orientation education ; the process of reviewing, completing documents and exiting the country approved by the Council for reviewing documents of seasonal workers to work in Korea; coordination of labor management in Korea and receiving workers back home... In the period of 2022-2025, Can Tho City has signed 5 cooperation agreements with Cheorwon district and Gangjin district, sending nearly 850 workers to work seasonally. Currently, the city still has 2 agreements in effect until December 31, 2026. It is expected that in 2026, Cheorwon district will receive over 340 workers and Gangjin district will receive 20 workers from Can Tho city.

In Dong Thap province, from 2022 to now, there have been more than 1,200 seasonal workers in Korean localities. Notably, every year, about 50-60% of workers after returning home are signed contracts to be accepted back by Korean farm and household owners. The cost for each worker is about 20-25 million VND (mainly round-trip airfare) and the provincial budget supports foreign language learning, health check-ups, orientation education, and unsecured loans of up to 25 million VND/person. Currently, there are about 1,000 workers registered to work seasonally in Korea in 2026.

The implementation in Can Tho City, Dong Thap Province and many other localities shows that the program of sending workers to work seasonally in Korea has brought positive results. However, there are still some difficulties, such as: selection and training in some places are still inadequate; workers' Korean proficiency is limited. Worryingly, workers in some localities have to pay high fees before leaving the country. From the above reality, delegates attending the conference recommended that the Government continue to expand the implementation and soon complete the legal framework, adding forms of cooperation between localities to the Law on Vietnamese Workers Working Abroad under Contract (amended). At the same time, it is proposed that the Korean side strengthen the protection of workers' rights, tighten the management of employers, strictly handle the reception of illegal workers and have a mechanism to support workers to complete their contracts and return home on time...
