Creating a technology market and enhancing autonomy

Amending the Law on High Technology not only aims to update regulations in line with reality, but is also a strategic step to help build a real and transparent technology market, while creating conditions for Vietnam to move towards technological autonomy, holding important core and strategic technologies.

Currently, most Vietnamese enterprises still use imported technology or participate in processing and assembling for foreign corporations. The technology market has not really developed, technology trading and transfer transactions are still limited, while research and development results are often not effectively commercialized. This makes it difficult for Vietnam to improve its internal capacity and depend on foreign technology. Therefore, amending the Law on High Technology to clearly classify high technology, strategic technology and core technology, and at the same time establishing priority and support mechanisms appropriate for each group, is a necessary step to create a real technology market.

Create technology markets and enhance autonomy.

The draft amendment to the Law on High Technology introduces many important new points. First of all, the Law expands the scope of subjects and types of supported technologies, including not only equipment and software but also digital technology , artificial intelligence, data and innovative solutions. At the same time, the incentive mechanism is built in the direction of being based on real results instead of titles, meaning that businesses and research organizations are entitled to support policies when they have products, inventions, technological solutions or actual added value. This mechanism helps reduce administrative procedures, shorten time, and at the same time create motivation for long-term investment in technology research and development.

In addition, the amended Law also aims to develop a complete technology ecosystem. Not only focusing on mature enterprises, the Law encourages research institutes, universities, startups, small and medium enterprises to participate in R&D activities, technology transfer and commercialization. This is an important step to connect research, production, trade and market, thereby creating a complete technology value chain, enhancing endogenous capacity and promoting technological autonomy.

Another important factor is attracting domestic and foreign investment associated with technology transfer. The revised law aims to create a transparent, long-term incentive mechanism to encourage foreign investors to bring technology and experts to Vietnam. This helps improve domestic technological capacity, shorten the gap with developed countries, and at the same time create conditions for the formation of core technology-based industries with high added value.

In parallel, the Law proposes the development of high-tech zones and urban areas, where research, production, education and life converge, creating a favorable environment to attract high-quality human resources, promote innovation and increase the ability to apply technology in practice. This mechanism also contributes to building a real technology market, where transactions, transfers and commercialization of technology take place transparently and fairly.

The expected impact from the Law amendment is huge. Vietnamese enterprises will be more confident when investing in R&D and developing high-tech products; the innovation ecosystem will develop synchronously from research, production to market and support services; domestic and foreign investors will be attracted to participate in key and strategic technology fields; high-quality human resources will be motivated and linked to innovation projects; and most importantly, Vietnam will gradually improve its technological autonomy and reduce its dependence on external sources.

However, to be truly effective, the implementation of the Law must go hand in hand with clear criteria and a transparent monitoring mechanism. Incentives must be linked to real results. At the same time, policies must be coordinated with the Intellectual Property Law, the Technology Transfer Law and human resource training policies to create a synchronous and sustainable technology ecosystem.

Amending the Law on High Technology is not only a matter of updating legislative techniques, but also a strategic step to build a real technology market and promote technological autonomy. When implemented seriously, synchronously and transparently, the Law will open up opportunities for Vietnam to develop endogenous technology, improve innovation capacity, attract investment and aim to become a country with a modern, proactive and sustainable technology in the future.
