Deploying the "Quang Trung campaign" to rapidly build houses to help people in flooded areas

(Dan Tri) - Prime Minister Pham Minh Chinh requested localities and units to launch and implement the "Quang Trung campaign" with lightning speed and boldness to build houses for families that were swept away or collapsed due to floods.

On the evening of November 29, in Tuy Hoa ward ( Dak Lak province), Prime Minister Pham Minh Chinh held an online meeting with ministries, branches and 4 provinces of Gia Lai, Dak Lak, Khanh Hoa, Lam Dong to direct the work of overcoming the consequences of storms and floods, stabilizing people's lives, and restoring production and business.

According to a report by the Ministry of Agriculture and Environment , the six-day flood in mid-November in the Central region caused more than 16,000 billion VND in damage, leaving 108 people dead and missing, nearly 1,000 houses completely collapsed, and nearly 3,400 houses severely damaged.

Prime Minister Pham Minh Chinh emphasized that the recent floods in the four provinces of Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong were historic natural disasters, causing huge losses in human lives and property.

The Prime Minister conveyed the condolences of General Secretary To Lam and Party and State leaders to localities, comrades and people in the face of this natural disaster.

The Prime Minister commended and acknowledged the efforts of the Party Committee, government, people, military and police forces in working day and night to prevent, combat and overcome the consequences of floods.

The Prime Minister requested the launch and implementation of the "Quang Trung campaign" with lightning speed and boldness in building houses for families that were swept away or completely collapsed, starting from December 1 and must be completed for all families by January 31, 2026 at the latest; at the same time, complete the repair of damaged houses before December 31.

Along with that, the Prime Minister also requested localities and units to stabilize the lives of families affected by floods and inundation before December 10.

The Ministry of Construction needs to urgently create a design table for flood-proof houses, which can be made of iron or concrete frames, ensuring 3 hard points: hard foundation, hard walls, hard roof so that people can choose a model to implement.

The Ministry of Agriculture and Environment provides guidance on land issues if households must be relocated to resettlement areas; and implements urgent tasks and projects on dykes and essential works in a spirit of urgency.

Regarding other urgent and important tasks, the Prime Minister requested ministries, branches and localities to focus on repairing and restoring schools and medical stations so that students can return to school as soon as possible, people can receive timely medical examination and treatment, and support books and learning equipment.

Prime Minister Pham Minh Chinh asked the Ministry of Health to support ensuring environmental sanitation, preventing epidemics, and disinfecting and sterilizing.

Regarding production reconstruction, the Prime Minister requested localities and units to provide vegetable seeds, crops, food crops, and livestock herds... to help people restore production and business.

Previously, Prime Minister Pham Minh Chinh and his delegation visited several communes in Dak Lak province that suffered heavy human and property losses in the historic flood; including the “flood center” Hoa Thinh, the most severely damaged place in Dak Lak province.

In Hoa Thinh, the Prime Minister visited, encouraged and presented gifts to a number of households whose houses had completely collapsed in Phu Huu village; burned incense to commemorate the deceased, and visited and encouraged relatives of families whose members died due to floods.
