Consolidate 03 National Target Programs for unified, effective, substantive and sustainable management
Presenting the Summary Report on the investment policy of the National Target Program on new rural areas, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas by 2035, Minister of Agriculture and Environment Tran Duc Thang reported an overview of the results of the 3 National Target Programs (NTPs) for the period 2021-2025.
Accordingly, in terms of implementing the targets assigned by the National Assembly and the Government, by the end of October 2025, the Programs have basically achieved and exceeded a number of targets. Regarding the results of central budget capital allocation and disbursement of the 3 Programs, the capital allocated to ministries, branches and localities in the 2021-2025 period reached nearly 176,000 billion VND, reaching about 90.4% of the estimate; by the end of October 2025, the disbursement rate reached 67.9% of the plan. It is estimated that by the end of January 2026, the highest level will be 75% of the plan, with about 45,000 billion VND transferred to implementation in 2026.
In order to manage more consistently, effectively, substantially and sustainably, overcome the situation of overlapping, dispersion of resources, duplication of tasks and fragmentation of policies in the National Target Programs, the Government has developed a Report proposing investment policies for the National Target Program on new rural construction, sustainable development and socio -economic development in ethnic minority and mountainous areas for the period 2026-2035 on the basis of integrating 3 National Target Programs (new rural construction, sustainable development, socio-economic development in ethnic minority and mountainous areas) for the period 2021-2025.

Minister Tran Duc Thang affirmed that the consolidation of 03 Programs (Building new rural areas; Sustainable poverty reduction; Socio-economic development of ethnic minority and mountainous areas) is of utmost importance, to realize the goal of the Party and State to make the people rich, the country strong, the people have a prosperous and happy life; this is the highest goal, it is necessary to unify in terms of awareness; the integration into one Program does not reduce policies, but overcomes overlaps and duplications and helps to focus more on ethnic minority and mountainous areas in the coming time with the following aspects:
Firstly, the current core poor areas are mainly the areas where ethnic minorities live. The previous poverty reduction program was implemented nationwide. Now, this program needs to focus on investing heavily in this area to help ethnic minorities have a better life and escape poverty sustainably;
Second, the construction of new rural areas in the past time has been carried out nationwide. Currently, the results of new rural construction nationwide have been continuously improved. The remaining areas need to be focused on investment, especially in ethnic minority and disadvantaged areas to continue improving people's lives;
Third, the 3 integrated programs will focus on increasing investment resources for disadvantaged areas, ethnic minority and mountainous areas until 2035; instead of the National Target Program for socio-economic development in ethnic minority and mountainous areas only implemented until 2030;
Fourth, improve implementation efficiency, quickly put support policies into practice, ensuring people benefit promptly and substantially.

Minister Tran Duc Thang said the program's name is the National Target Program on New Rural Development, Sustainable Poverty Reduction and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2026-2035 period. The program's owner is the Ministry of Agriculture and Environment. Beneficiaries are communes, villages, people, communities and relevant organizations nationwide. Priority is given to poor areas, difficult areas, and especially difficult areas in ethnic minority and mountainous areas.
According to the Minister of Agriculture and Environment, the Program's content includes 02 components. Specifically, the first component includes general contents implemented nationwide, which are general contents to build new rural areas, reduce sustainable poverty, and develop the socio-economy in ethnic minority and mountainous areas. Of which, there are 10 groups of contents implemented nationwide, with priority given to ethnic minority and mountainous areas. The second component is specific contents for socio-economic development in ethnic minority and mountainous areas, including 05 groups of contents. These are specific policies, with additional investment for ethnic minority and mountainous areas and subjects related to ethnic minority and mountainous areas.
It is necessary to merge the three National Target Programs to avoid resource dispersion and policy overlap.
Presenting his review opinion on this content, Chairman of the National Assembly's Ethnic Council Lam Van Man stated that the Standing Committee of the National Ethnic Council (NCEC) and the majority of opinions agreed with the Government's Report on the necessity of merging the 3 National Target Programs (NTPs) to overcome the situation of resource dispersion, policy overlap, many management agencies, many guiding documents and a number of existing problems and limitations that have been assessed and summarized in the period 2021 - 2025.

In addition, the issuance and implementation of the Program for the period 2026 - 2035 is consistent with the policies, strategies and orientations of the Party and State on agricultural, farmer and rural development; contributing to maintaining growth momentum, increasing income, narrowing regional disparities, consolidating social security, national defense and security, and successfully implementing the goal of rapid and sustainable national development by 2045.
Regarding the name of the Program, most opinions agree with the name of the Program to show the inheritance of the contents of the previous phase. However, there are opinions suggesting the name: "National Target Program on Rural and Mountainous Socio-Economic Development and Sustainable Poverty Reduction for the 2026 - 2035 period" to ensure brevity while still covering the main contents of the Program, while ensuring logic.
Regarding the objectives, the Standing Committee of the National Assembly proposed that the Government continue to review the general targets and objectives with the specific targets and objectives in the contents to ensure consistency, unity, clarity and logic.

Chairman of the Ethnic Council Lam Van Man said that the Program's subjects and implementation areas have fully covered all subjects and scope of implementation. Many opinions suggested reviewing to ensure no overlap in investment and subjects, which are public service units operating in the field of ethnic affairs with the National Target Programs on culture, health, and education; and subjects are poor communes and especially disadvantaged communes in ethnic minority and mountainous areas.
The post-integration program has comprehensive and inclusive targets on new rural development, GNBV, socio-economic development in ethnic minority and mountainous areas, but it is necessary to clearly identify which tasks are already included in other programs of ministries and branches and not include them in the content and investment capital to avoid dispersion (public administration, national security and defense, social evils, public service units in health, education, etc.). At the same time, continue to review the contents and activities between Component 1 and Component 2 to ensure that there is no duplication or overlap (such as the contents on: human resource development; application of science and technology; communication, supervision, etc.).
Regarding the capital for implementing the Program, the Standing Committee of the National Assembly and many opinions basically agreed with the Government's proposal on total capital, phasing and capital structure. In particular, in phase I (2026-2030), the central budget will initially allocate VND 100,000 billion for the Program to have a basis for deciding on investment policies. Then, based on the implementation situation, the Government will continue to balance and submit to competent authorities to supplement sufficient central budget sources according to demand to have enough resources to implement assigned goals and tasks.
Through discussion, the National Assembly Standing Committee basically agreed with the necessity of merging the three National Target Programs to avoid policy overlap; agreed with many contents in the Government's Submission and the Ethnic Council's Verification Report.
