
On the morning of November 26, in Ho Chi Minh City, Prime Minister Pham Minh Chinh attended the Opening Session and Plenary Session of the Autumn Economic Forum 2025 with the theme 'Green transformation in the digital age.'
Also attending the event were Politburo member, Standing member of the 14th Party Congress Document Subcommittee Nguyen Van Nen; Party Central Committee Secretary, Ho Chi Minh City Party Committee Secretary Tran Luu Quang; Party Central Committee member, Deputy Prime Minister Bui Thanh Son; Executive Director of the World Economic Forum Stephan Mergenthaler; leaders of ministries, branches, central agencies; leaders of provinces and cities; representatives of countries, foreign representative agencies, international organizations in Vietnam; experts, leaders of leading international and Vietnamese corporations.
The Autumn Economic Forum 2025 takes place from November 24 to 30, organized by Ho Chi Minh City, the Ministry of Foreign Affairs and the World Economic Forum (WEF). The forum has the theme 'Green transformation in the digital age,' with a series of key activities over three days from November 25 to 27, bringing together more than 1,500 domestic and international delegates.
The forum demonstrates Vietnam's strategic vision in combining the two biggest driving forces of the 21st century: Digital transformation and green transformation, towards a smart, sustainable and deeply integrated economy.
Delivering a speech at the Forum, sharing the process from idea to reality of organizing the Autumn Economic Forum in Vietnam, which was proposed by the Prime Minister to the World Economic Forum, Prime Minister Pham Minh Chinh, on behalf of General Secretary To Lam and leaders of the Party and State of Vietnam, sent the warmest welcome to all delegates.
The Prime Minister said that the Autumn Economic Forum 2025 is not only an important international event, but also a milestone opening a new chapter in Vietnam's development cooperation journey and for peace, cooperation and development in the region and internationally.
Analyzing the situation, the Prime Minister said that the world is witnessing political polarization, economic separation, institutional fragmentation, and development differentiation; slowing world growth; rising global government debt; declining world trade; broken supply chains; stagnant production and business; declining jobs and people's livelihoods...
This situation poses increasingly complex difficulties and challenges, but also brings about increasingly open opportunities and advantages; requiring Vietnam to unite to gain strength, cooperate to create resources, share to consolidate and enhance trust; and together build a common future of wealth, prosperity and sustainable development.
In which, 'green transformation in the digital age' is an inevitable trend, an objective requirement, a strategic choice and a top priority of all countries in the process of rapid and sustainable development.
The Prime Minister emphasized Vietnam's awareness that all countries around the globe are converging in the same flat world, where no country can decide the world's mission alone, nor can it alone solve the challenges of the century and humanity - challenges that are global, all-people, and comprehensive, requiring a global, all-people, and comprehensive approach to solving and cooperation methods; a spirit of international solidarity and upholding multilateralism.

On that basis, the Prime Minister affirmed Vietnam's three consistent and consistent viewpoints in the process of 'green transformation in the digital age.' In which, all development takes people, people, and businesses as the center, subject, goal, driving force, and resources; not trading off environmental protection and social security to pursue mere economic growth; the green transformation process in the digital age must aim to help people become more prosperous, safer, and happier.
Vietnam is a good friend, a reliable partner and a responsible member of the international community; persistently pursuing an independent and autonomous foreign policy for peace, friendship, cooperation and development, multilateralization and diversification; always ready to be a friend and reliable partner of countries to maintain a peaceful and stable environment, create favorable conditions and mobilize the support of countries around the world for rapid and sustainable development together.
Accordingly, Vietnam is committed to seriously implementing the millennium goals and committing to zero net emissions by 2050; ready to open the market, create a legal corridor to welcome green capital flows and green technology from international partners.
Vietnam consistently holds the view that resources originate from thinking and vision; motivation originates from innovation and creativity; strength originates from people and businesses; and must combine national strength with the strength of the times, domestic strength with international strength.
According to the Prime Minister, to realize the above goals and viewpoints, Vietnam needs to focus on implementing solutions in the spirit of 'open institutions, smooth infrastructure, smart governance and human resources, and common practices.'
In particular, the State creates institutions with the spirit of 'going early, going ahead to pave the way for development' through building a legal corridor, encouraging the development of projects in the fields of green transformation and digital transformation; cutting and simplifying administrative procedures and business regulations, creating maximum convenience for enterprises and foreign investors.
There are preferential mechanisms to mobilize and effectively use resources in the spirit of 'internal resources are fundamental, strategic, long-term and decisive; external resources are important and breakthrough'; harmoniously combine internal and external resources, national strength with the strength of the times; promote public-private cooperation.
Promote the development of high-quality human resources to meet the requirements of green transformation and digital transformation; build a system of schools; perfect mechanisms and policies to promote linkages between schools and businesses to meet market requirements.
Promote cooperation and transfer of science and technology, in which the help and support of international friends and the world's leading enterprises are needed, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, nuclear energy, etc.
Innovate smart management thinking in the direction of both strict management and development creation, maximize resource mobilization for development, change administrative thinking from management to service and creation; research, transfer and apply advanced management experiences in the world suitable to Vietnam's conditions and circumstances.
Sharing 5 successful lessons in the process of building and developing the country of Vietnam and affirming that Vietnam is ready to cooperate effectively with all partners in the world in the spirit of harmonious benefits and shared risks, the Prime Minister said that the Autumn Economic Forum 2025 is a solemn event that clearly demonstrates the convergence of intelligence, shared vision and actions to spread benefits, creating momentum for Vietnam and the international community.
The Prime Minister affirmed that the presence of Government representatives, businesses, scholars and domestic and international organizations demonstrates the will and spirit of active cooperation, aspiration and motivation for us to together create new values, build a sustainable, inclusive and humane future for all countries and for all people.
The selection of the Forum to be held in Ho Chi Minh City also demonstrates the City's commitment to striving to become a pioneering model of Vietnam in dual transformation to create breakthrough growth momentum, developing rapidly but sustainably along with the country.
With the theme 'Green Transformation in the Digital Age', the discussion sessions and dialogues within the framework of this year's Forum aim at a common goal of finding breakthrough solutions to promote green growth, promote innovation, and ensure rapid, sustainable and inclusive development, "leaving no one behind in the green transformation of the digital age."

According to the Prime Minister, Vietnam believes that the ideas, initiatives and commitments shared at the Autumn Economic Forum 2025 will not stop within the framework of speeches, but will continue to spread and be realized through practical actions - inspiring new cooperation prospects and concrete actions to jointly create a green, digital and humane development future for everyone, for all humanity.
The Prime Minister hopes that the Autumn Economic Forum 2025 will not only be a place to exchange ideas and share initiatives, but also a space to connect dialogue, enhance trust, consolidate cooperation, promote multilateralism and respect international law, respect intelligence, time and decisiveness to share benefits, in the spirit of 'giving is forever'.
