Hue City shapes smart urban strategy

DNVN - Hue City has just approved Plan 455/KH-UBND to consolidate the entire digital infrastructure, build a centralized data center and promote the application of AI and IoT technology in urban management. The goal is that by 2030, all wards and communes of the city will have broadband Internet coverage and people will have digital identification to use online public services.

Hue City is following a clear roadmap to become a smart city with modern and synchronous digital infrastructure. On November 25, 2025, VnEconomy reported that Permanent Vice Chairman of Hue People's Committee Nguyen Thanh Binh has just signed Plan No. 455/KH-UBND, which states the goal of merging information infrastructure and digital infrastructure into a centralized system, capable of expansion in the future.

According to the plan, Hue will build a centralized Data Center with high standards, ensuring security and big data processing capabilities. In addition, the authorities plan to deploy a shared cloud computing platform for state agencies to optimize costs, support the deployment of AI applications and urban data analysis.

An important highlight is the coverage of broadband Internet to all wards and communes. Hue aims to have 100% of wards and communes have high-speed fixed Internet (optical cable) and 4G/5G mobile network by 2030. At the same time, the rate of population using broadband Internet is expected to exceed 95%, creating a solid foundation for providing online public services.

Not only stopping at connection, the plan also aims to build a shared digital platform for the government: including digital identification, document management, reporting and data analysis. According to Plan 455, each Hue resident will have at least one digital identification and digital signature, creating favorable conditions for public electronic transactions.

In terms of applied technology, Hue plans to use AI and the Internet of Things (IoT) in many areas such as urban management, transportation, environment, tourism , culture and construction. IoT sensors will collect real-time data, while AI analyzes to propose optimal solutions for management.

The implementation roadmap is divided into two phases: 2026–2028 will focus on infrastructure system consolidation and digital transformation as planned; the specific goal is to complete infrastructure consolidation and connection to the national data center as well as the national data sharing platform before June 2026.

During the 2029–2030 period, Hue will complete system modernization, apply large-scale cloud and enhance big data analysis to serve urban management.

According to the assessment, the consolidation of digital infrastructure is not only a technical innovation but also an important step in improving the efficiency of state management and the quality of public services. With a unified and secure digital system, Hue can quickly deploy applications to support management and interaction with people, aiming to become a truly smart city.
