Immediately after receiving instructions from the Provincial Party Committee and the Provincial People's Committee, communes and wards in Khanh Hoa province promptly implemented support payments to help people overcome the consequences of floods. The timely support not only has material value but also is a great source of spiritual encouragement, helping people recover and soon stabilize their lives.

Moved to receive support money

On the evening of November 24, the village roads in Dien Dien commune were still littered with trash and mud. We, along with Mr. Nguyen Hieu - Head of Trung 1 village and some commune officials, went to each house to pay support money to the people. In a level 4 house, Ms. Luong Thi Hay was cleaning up the remaining items covered in mud. As soon as we entered the house, the commune officials and the village chief informed about the province's support policies for households affected by floods; at the same time, they quickly guided Ms. Hay to fill out the information form and gave the province's support in the amount of 6 million VND (5 people, including 2 students). Ms. Hay shared: "All the assets in the house were swept away by the flood. Now that I have received the support money from the province, I am very happy. With this money, my family will buy necessary items at this time, such as: blankets, mattresses, rice cookers, school supplies, and books for the children".

At the Village 1 Cultural House (Dien Dien Commune), many people gathered here to receive support from the State. Present at the village cultural house at dusk, Ms. Truong My Quy was moved when holding in her hand 4.5 million VND that she had just received. Ms. Quy shared: "The amount of money is not much compared to what my family has suffered, but it is a great source of encouragement and consolation from the Party and the State for us to try to get up and soon stabilize our lives after the floods." This year, her family has had their house flooded 4 times, but the floods on November 19 and 20 caused the most severe damage. All the property in the house was swept away or completely damaged. Last year, her family borrowed 100 million VND to open a store selling electrical and water appliances, the debt had not yet been paid, and now the flood water has damaged everything.

From 2:00 p.m. on November 25, Vo Kien village (Dien Khanh commune) began to pay support to people affected by floods. According to Mr. Thai Minh Tien - Head of Vo Kien village, the village has 1,390 people. Because the village's cultural house was still flooded, as soon as the money was received from the commune People's Committee, the village sent forces to coordinate the payment of support to people at Thanh Minh temple. The payment of support took place in an orderly manner, and people were very excited to receive the attention of authorities at all levels.

It is known that many localities have been and are implementing support payments for people such as: Dien Dien, Dien Khanh, Dien Lac, Hoa Thang, Ninh Hai, Thuan Nam, Vinh Hai, Bac Ai, Cong Hai...

Fast, timely and correct implementation

According to Mr. Nguyen Hieu, after the official decision on the level of support was made, the commune held a meeting with the villages and the village widely announced it to the people. Accordingly, each person received 1 million VND; students from primary to high school were supported with 500,000 VND/student. The village established 3 groups, each group of 3 people to carry out the support payment promptly and quickly. For elderly households, those with difficulty traveling or whose houses were still flooded, the village brought them to each house to pay support to the people. "The village will try to complete the support payment for all the people as soon as possible so that people have more money to buy necessary items and stabilize their lives after the flood," said Mr. Hieu.

Regarding the implementation process, the village and residential group heads review and guide people to fill in the declaration form; make a list of expenditures according to the attached form for households eligible for expenditures and send it to the Chairman of the Commune People's Committee for consideration and support decision. The list of support expenditures must be publicly posted at the Commune and Ward People's Committees; based on the targeted additional funding source from the provincial budget, the Commune People's Committee directs the commune's professional department to implement support expenditures. To ensure that the support expenditures are implemented quickly and effectively, in addition to the staff in the villages and residential groups, the communes and wards also add cadres, civil servants, public employees, and staff to support the villages and residential groups in performing their tasks. The Youth Union of the Department of Finance has mobilized its members to guide and support Dien Dien commune in implementing support expenditures for the people.

Mr. Chau Ngo Anh Nhan - Director of the Department of Finance said that immediately after the province issued a policy to support households affected by floods, the department promptly advised the Provincial People's Committee to issue a set of criteria to assess the extent of damage to correctly and adequately identify beneficiaries. The Provincial People's Committee promptly approved the criteria and completed the allocation of funds to localities. Accordingly, the first support period of more than 300 billion VND was transferred to communes and wards to pay for households affected by floods, affected lives and facing difficulties. Localities continue to compile documents for the province to consider allocating more funds for the next periods. "Through understanding the actual situation in Dien Dien commune, the implementation of support payments for people was carried out quickly, promptly and in accordance with regulations, ensuring support to the right beneficiaries," Mr. Nhan emphasized.
