Intellectual Property - A Measure of Knowledge in the New Context
The series of events is being carried out in the context of the world and the region witnessing rapid changes in science and technology, opening up new models of innovation and new ways of learning and working. In this environment, intellectual property becomes an important strategic tool, not only for businesses but also a measure of innovation capacity and knowledge quality. To develop a sustainable national intellectual property system, intellectual property education from the primary school level is essential to form an intellectual property culture in the community.
The main objective of the event series is to enhance the knowledge and skills on intellectual property for policy makers, curriculum designers, teachers and education managers. At the same time, the event aims to promote the integration of innovation into general education, build a resource sharing network in ASEAN and support early entrepreneurship for youth.
These efforts are motivated by Vietnam's important policies, especially Resolution 57-NQ/TW (dated December 22, 2024) on breakthroughs in science and technology development, innovation and digital transformation, emphasizing the promotion of intellectual resources, and Resolution 71-NQ/TW (dated August 22, 2025) on breakthroughs in education and training development, aiming to strongly innovate general education, improve digital capacity and creative thinking of students, promote the application of science and technology and form innovation skills associated with intellectual property.
The series of events is also a concrete result of the visit to Vietnam by WIPO Director General Daren Tang in September 2025, which marked the signing of a Memorandum of Understanding between the National Office of Intellectual Property and WIPO, pledging to promote intellectual property education and training at all levels.
Main activities in the event chain
The event series includes two main activities: International Meeting and Workshop.
In particular, the meeting on developing an innovation ecosystem associated with intellectual property education (afternoon of November 24, 2025) focused on sharing the model of developing an innovation ecosystem associated with intellectual property education from India. Delegates discussed the possibility of establishing an AIM model in Vietnam, along with the orientation of cooperation in training, entrepreneurship and capacity development for youth. The meeting was attended by Ms. Altayework Tedla (Director of WIPO Academy), an Indian AIM expert, representatives of the Ministry of Science and Technology, the Ministry of Education and Training and related units.
The International Workshop on Intellectual Property Education for the ASEAN Region (November 25-28, 2025) was attended by more than 30 international delegates from ASEAN (including policymakers, intellectual property experts and teachers) and 50 domestic delegates from the Ministry of Education and Training, the National Office of Intellectual Property, Departments of Education and Training, high schools and STEM/innovation organizations. Within the framework of the Workshop, delegates had the opportunity to exchange and share experiences in building intellectual property curricula, sharing WIPO documents, group practice, lesson design, problem solving and field surveys at some high schools in Hanoi.
The organization of this series of events demonstrates the commitment of Vietnam and international partners in building a young generation with full awareness and skills in intellectual property, ready to become inventors, entrepreneurs and responsible users of intellectual property rights, thereby developing a sustainable innovation ecosystem in the ASEAN region.
WIPO Academy: Established in 1998, it serves as a center for intellectual property education, training, and skills development, focusing on supporting member countries, especially developing countries, to build capacity in the field of intellectual property. WIPO Academy provides technical assistance on intellectual property education at various levels, including secondary education. During the period 2020-2025, WIPO Academy trained more than 550,000 young people, including more than 153,000 children aged 6-16. IP4Y&T (Intellectual Property for Youth and Teachers) Program: A WIPO Academy initiative to promote intellectual property education for youth and teachers, focusing on secondary school students. The program encourages youth (ages 5-18) to engage in STEM education and innovation activities, and provides educational materials and practical lesson plans for teachers. The program aims to build national teams and expert networks to address global challenges through grassroots innovation. AIM India Programme: A flagship initiative of the Government of India, established in 2016 to promote a culture of innovation and entrepreneurship. AIM runs programmes such as Atal Tinkering Labs (ATL) for school children and Atal Incubation Centres (AIC) for start-ups. In 2024, AIM signed a Joint Letter of Intent (JLoI) with WIPO to collaborate on developing an Indian innovation model for the global south, focusing on intellectual property education and establishing a network of experts. |
